   1:07:35Commissioners, uh for the record, good afternoon. It's Marcy Esperg, Director of Community Development. And we're here today with uh uh public hearing for the additional funds that we receive for the uh coronavirus aid relief and economic security act. Next

   1:08:06Thank you. So we received an additional $1.7 million of community development block grant, otherwise known as CDBG CV funds, and that could be used for economic development, public facilities and infrastructure, affordable housing, and general public services. And then we also received a little over $835,000 of the $834,000 of the Emergency Solutions Grant ESG

   1:08:37CV funds. And that is primarily for homeless services. And

   1:08:45in order to put this money out on the street, we had to make sure that all the projects and activities would prevent, prepare, or respond to COVID-19. Next slide, please. So just to give you an idea of the timeline, we were notified of these additional funds on April 30th. We published a funding availability request for proposals on May 6th. We reviewed, we

   1:09:15uh brought our committee together on May 27th to review the applications. And we should have updated the slide. We were going to present these to you on June 16th. Um, and here we are, June 30th. So that is actually a two-month turnaround. Uh, with our products to start on July one. Next slide, please. So here are the funding recommendations. We are recommending a joint project with the Office of Economic Growth of $500,000 to

   1:09:46work with local businesses to respond to the COVID-19 and how it affected their business and helped them reopen. We're also recommending for funding a 520. $25,000 to St. Vincent de Paul's for the purchase of eight units of what will be permanent supportive housing for the homeless. Next slide, please.

   1:10:15Here is the list of agencies that we would work with under General Public Services, who are all agencies that we've worked with before. uh in range of uh working with those that are unemployed to those that might be experiencing foreclosure, mental health issues, children's trauma, and uh of course health and drug testing.

   1:10:43The next slide is the list of projects that we are recommending for under the ESG CV funding. And they are divided into three areas. Homeless prevention will be basically rental assistance delivered from these agencies for people that have had economic hardship based on COVID-19. The next group would be uh rapid rehousing to rehouse people who have lost their housing due to

   1:11:13COVID-19. And lastly, emergency shelter includes a deep cleaning as well as a shelter without walls, putting people into emergency uh housing with With our motel and hotels while preparing them for permanent housing. Next slide, please. We are asking today, it's a concurrent public hearing and approval that you recommend that you approve the projects that are being recommended.

   1:11:44And that would be an amendment to our 2019 action plan that you would delegate full authority to execute project-specific agreements pursuant to the action plan. Plan between the county and HUD. And that you would approve amendment or first amendment to the citizen participation plan, allowing for reduced uh public comment period. Also, like to note that uh the journal entry was um was handed to all the commissioners

   1:12:14and to the clerk of courts uh to show that the this this these funds are budgeted and in receipt, recognizing these. Yeah.

That's the second round of ESG COVID money. Excellent. I I really um I mentioned earlier in the day, I'm not sure if you could listen that. I really we really have a problem with that same group of people hanging out at in front of the Wawa. And um

   1:13:02I'm hoping that we can find uh something, some a better place for those people to uh to live then at the Wa Wa bus station. So um anyway, I uh I don't know if anyone else has any questions, but great job and I would recommend approval if no one else has any questions.

   1:13:29Yeah. Yeah, Marcia, you're doing a heck of a job. I know there's a lot of information that comes in there, a lot of decisions have to be made and Um I think you're doing super with it. Uh I would like to Have us take a look as far as the next allocation coming up. Uh Metropolitan Ministries had a certain amount of money that was coming from the state, I believe it was 250 grand. I'm not sure what it was, but uh maybe we can supplement their loss there to kind of help them out. Um up in the Hudson area, Commissioner Starkey, just like down down south in the Holland area and northern n New Port

   1:13:59Richey I guess. That homeless population is still out there. We do need to get them off the street. The Verb Center houses a building that they've got where they can house, I think it's 20 women and 20 males. Uh if we could build them another structure for just the females, you could double the male population, which is always full. Um the Sun Coast Recovery Center, Paula, by the way, is just applying for their permit. Are they in the process right now, Paula? And uh I got an email back from Esther

   1:14:30that they're gonna help them go through the permitting process. If you can keep an eye on them, uh they could take a bunch of people out of the heads and beds, I mean out of out of the beds, out of the streets and into beds. Um those of you may be familiar, we did a dredging. DOT actually did the dredging on Beaconwood's uh drive. Uh there's a canal that goes across. DOT cleaned that out and since I'll see probably the last three months has been a new resurgence in the area for homeless and they have gone and the pollution that's down that canal right now is ridiculous. I don't

   1:15:00know how many needles are down there, but the trash that's down there, uh, we need to find a place for these people to go. Um and I think those three, uh for the your next round through, if you can really work with them closely, I know you're starting to, so if you keep working with them to try to bring us something back, it'll definitely help that area because the people up Hudson are extremely frustrated as well as Gulf Islands.    1:15:22So if I can just say to both of you, both commissioners and to the people that are listening, uh, we are in the process of putting together a coordinated investment plan because there is an unprecedented amount of money that's coming into the county specifically for homeless services. And um I will promise you that you will see a difference. Uh, because we will specifically be looking to take people off the streets and

   1:15:53close down the encampments and put them into permanent housing. And there might be a stop gap where they're in hotel motels in between, but uh there'll be a marked difference uh with the use of these funds that are coming into the county. Excellent.
