3mAndrew BaxterGood morning, Commissioners. Andrew Baxter, Facilities Management Director. I'd like to talk about C16 and 17 together just to give the update on the process that we do related to surplus and disposition properties. These specific properties are what are called tax achievement properties. So there's a multi-year process that happens before the county even acquires these through. an asheetment process, meaning that tax taxes were not paid, it goes through the tax collector's
office, it goes through the clerk's office, and then the county becomes a reluct owner of these properties after no one makes claim to those tax bills and they asheet to the county. At that time, we then determine whether they are valuable to the county following our surplus and disposition process. In these cases, these properties were determined to have no significant benefit to the county, and it was better to return them to the tax rolls. So that follows
a process where we follow our disposition process. And in this instance, on December of 2019, the parcels were offered for public sale with a minimum bid of $60,000. There were no bids received. Again, we offered them up for a minimum bid of $40,000. Again, there were no bids received. And then we offered them for a minimum bid of $25,000, and that's when two bids were received. And then you can see how that progressed
and that these were acquired by this highest bidder. So that is the process related to uh surplus sales like this. Uh I had my team I heard uh a comment from the the citizen who who brought these up that they were reserved for um forestry lands. We checked the the uh the lands are uh we did a zoning or excuse me, we did a title search in 2020 that did not find any environmental
restrictions on the properties and the properties are currently zoned as residential.

Andrew BaxterSo that they are put up on our purchasing website. It's done through through every way that we do purchasing processes within the county. and did just put up on that same same process. Okay.
