It's located in south-central Pasco County on the north side of Country Club Road, approximately 550 feet west of Old Pasco Road. The site is approximately 1.77 acres. The applicant proposes to rezone to R1 as stated. Future

    land use is Res 6, which is the potential for six dwelling units per per gross acre. Surrounding the property, show you the surrounding zoning. If you look to the parcels to both the east

The parcels to the south are also. all zoned R one and there's also as um I stated E R in the area and then more R one um which is rezoning that have occurred throughout the years. Uh the land use in the uh for most of the area is uh res six, the potential for six dwelling units

What we're uh requesting today is to rezone the property, as was uh very well explained. Um to uh R1. Our purpose here is to split the property into two parcels so we can build two single family homes. Just very compatible with the area. There's been lots of precedents in that in that corridor

When uh We went through all the battles of trying to stop this development at the golf course and having our neighborhood greatly impacted by this and without the development having even started yet it's already been impacted by the apartment complex that is going in right there on O Pasco Road. We were told that this piece of property, because we knew who owned it and they were associated with the golf course, was not going to change. It was going to stay the

    same. Yes, across the street, there are houses that have less property per the house, but they are also part of the Angus Valley, not the quail hollow on the north. northeast side, northwest side. And we are just asking when is it gonna stop? We just want to leave this property the way it was, the same as all of us, and the rules that we had to follow and keep it. at the zoning that it is now.

No questions, just would like to be represented by this and not have our neighborhood com impacted more. then we are going to be impacted when we won't even be to get out of that road on to And now we're gonna add more houses per lot. And when's it gonna stop and why can't we keep it the way it is?

    It just from my perspective it seems like you have a lot of properties along that road that are of a similar size. Across the street. That is correct.

    On that side of the street. Yeah when I'm looking at the plat, it looks to me like A lot of those properties are Very similar in size. And uh he's talking about building two homes on really what to me looks like a double lot. So I'm just curious.

I was just wondering, have you guys? At all? Just looked at the neighborhood. Driven down country club. 'Cause six houses does not represent that neighborhood at all. at all. I mean it looks like it on the map because

    we rezoned it. But not in reality. So if you guys look at the actual neighborhood, there's a lot more trees than there are houses, or fences, or people or dogs. So

    Um yeah, I mean I I see a lot of uh Dr. Getting getting I'm seeing a lot of neighbors and I'm seeing A lot of traffic being built up on that road is what I'm saying. And I'm and I'm also saying that um it seems that the neighborhood itself as it stands. Th not so much um, I guess you could say the people that were there past twenty years really aren't being represented. In a uh

    neighborhood itself and and keeping two acres or two houses per acre next and then bulldozing the golf course and putting Up to four to six houses, three houses per acre? that's not consistent with the actual neighborhood that surrounds it. Well this is the right-of-way.

This area here is nothing. This area um all the you can see all the trees going up. This person you can't even see their house. So there's it's a highly wooded area is what I'm saying. There's deers that roam

    f straight through that area. So I mean it seems on the map in numbers wise Like It's consistent. But if you go there, just go there Step out of your car. you'll notice there's a big difference between The numbers in the map what you see and what the feel of the of the area is. Kinda like, what if I just decided to put a Walmart in the middle of Dade City? Yeah, maybe

    it might make sense. I have the space to do it. But it's not consistent. With the area. It's what I'm trying to the vibe I'm trying to give out, is all I'm saying. And I'm really nervous. That's why my voice is really shaky. That's all I have to say. Thank you guys.

    My name is James Lusinski. I live at [address removed]. I've lived there with my wife, raised a family. We've lived there for 38 years. We've been through all of these zoning and proposed changes for the last 38 years. We've been up here often.

    Anyway, we've lived here for 38 years. We've seen a number of attempts to change things. Approximately 25 years ago or so, an individual builder came through when it was R1 and built on lot lines illegally. He got away with it. We had a big uh there was a big meeting, and eventually the board agreed that it should be give the one exception and change everything. to ER Uh state residential. Okay, approximately ten years ago, somebody

    owned that particular property and they wanted to build two houses on it. It was rejected by somebody in here because there's some kind of an easement, some kind of a drainage line easement that goes through that. But the third major concern that we have is that again, we still got some empty lots there. And if you start doing spot zoning, we've got no defense. We've been paying our taxes for almost forty years. A lot of people have been living there for twenty, thirty

    years. And now all of a sudden somebody wants to make some money, an extra buck. He can have one house in there. Nobody's gonna argue. He can make money, he can have that for one house, which would s keep it ER. The whole area has been designated as ER. If you guys change things now Why do we bother with zoning? If we start changing stuff because somebody wants to make a buck and I understand there's plenty of property around here. He can do it. One

    house, you built a heck of a nice house out there, they can make some money on that. He's not gonna go broke. But I don't think that you should be keeping changing things. When it we went through these battles, they're on record. And nobody is enforcing what you guys yourself and the and the uh Mike Moore and the commissioners you know have done. They said It's gonna be easy. And all of a sudden we're making a spot zoning change and I I don't think that's good. It also makes

    people lose faith in the zoning system. Thank you for your time.

    No, that that's an old map or something because they are E R the the whole this whole uh quail hollow estates, it's in your records. Quail Hollow Estates was changed to ER. Uh E R.

    So the the parcel to the sorry The parcel to the west that R one is original R one, nineteen seventy five. The parcel to the east of the subject parcel, the rezoning was rezoned in nineteen eighty seven by Um the applicant. It was a a Board of County Commissioners initiated rezoning in nineteen in n in nineteen eighty-seven actually. It's in your finding of fact. It's finding of fact seven C.

    So some of the some of the those lots are gonna be off this map, but I'll show you. That rezoning that is called out in finding of fact seven B is all these lots that are within you see the green outline? Yeah

    And then outside of that green outline, all the way going out this way, it's eighty acres of property. Um those were the ones that were from 1986, the Board of County Commissioners initiated rezoning.

    Again, I would also stress that this is called Quill Hollow Acreage. The plan that the master plan shows the entire thing. Uh there may have been one or two, but again we're gonna have spot zoning. I can't see how we can avoid spot zoning in the empty lots if you approve this, because this was supposed to be all ER one.

    Well, I what from what she just read, that's not the case. It's they're on either side of this lot, they're zoned R one. Yeah, we zone this one ER. That's that is spot zoning.

    Well how do then then maybe you've got a suggestion on how we can spot stop spot zoning for the next person to come up and says, I want to change and there's some empty lots up there, we want to change this to R one, uh multifamily, whatever.

    I I I would tend to agree with you if on either side of that lot there was only D R, but they're not.

    What about that what about that easement that they had in there? Because that was supposed to be there was some kind of uh uh an easement that was that's what we were told at the previous meetings with the uh county commissioners.

    Uh the only easement I see is the one over here near the corner, which is which goes north and south. behind the ER which separates the R1.

    I'll try to show the drain the ad easement. There's a drainage easement along the western portion of property. and there was a drain adjacent along the rear. I'll show it on the survey, see if I can get the L Mobile Bells on it.

    This area is the western portion of the parcel and the rear is the rear of the parcel and that's where there's drainage

    that means is that the applicant would not be able to encroach into that great achievement. Right.

    So Denise Sawyer on the subject, given the easement, what's the most number of houses they could build on these lots? If it if the rezoning is approved R1, what do you s in your opinion what's the most number of units they could build?

    Let me take a look at the width that's

    The maximum number of units, if that means that if if all the units have access through Country Club Drive and you don't have like what's called kind of a flag lock, would be a maximum of two units. But based on the actual, if you look at the actual square footage, divide that into 20,000.

    Yeah. Is that including that easement or not?

    The last time somebody was refused it, because we had a neighbor that tried to build and he was denied building because of the easement.

    Um as you I'm not sure if that's shown well, but I mean there is um to the eas to the easement line there's approximately three hundred or so feet from front to back that can can actually be built in. Um so there's no air building.

    Okay, well I just I just think you know, unfortunately you got some wrong information there and uh Okay. Um so But I wanted to make sure we looked into it to make sure you're either right or not right. So I want to get it right. All right. Okay. Thank you. Thank you for coming.

    Yeah, my name is Gene Lezinski, [address removed]. And my concern is that parti particular piece of property was battled with you guys about Eight to ten years ago we had this battle. And I'm not sure who the owner was at the time, but we've had this battle. And we won the battle because we had all this petition. We had this big petitions and everything else. No one wanted the change. No one wanted the spot zoning. to make it go through the whole neighborhood to alert the developers that yeah,

    they're caving. There's some big lots left in there. There's at least four huge lots left in this area. And they're and you're not showing our neighborhood. Half of our neighborhood is cut off on this screen. If you go back and you wrap around Country Club Road and you go all the way in the back and wrap around everything is one, two, three, four acres. It's a neighborhood feel. It's it's a ambiance. And we want to keep that. Wesley Chapel is being destroyed

    with density. Destroyed. Why can't we have our little... Secret Shangri Law. Can't we just have that? I've lived there forty years. A lot of people twenty, thirty, forty years. This has been denied before, previously, this request has been denied because they looked at the whole big picture of the neighborhood, not just that little street right there where it's, you know, some R1 in there. There's tons of ER in there with horses and Chickens.

    This is still rural. If we allow this, the developer's gonna come in aha Great. See those big lots in there as you wrap around and go all the way to the back to Country Club Road? Oh boy, are they gonna be salivating? Oh chop chop chop chop chop chop doom doom doom doom doo house house. If you guys allow that, that's what's gonna happen. And we're asking you not to let it happen. Please maintain what you gave us last time. which is maintain the zoning as it is and let 'em build one house there. Thank

    Good afternoon, Commissioners. I'm Dave Marshall. I live at [address removed], which is about a mile north of this subject here. I live on 1.7 acres of land. My my concern is traffic. We take our lives in our hands every time we go on one of these roads, and Country Club is one of them, run off of Old Pasco Road. They were the reason Old Pasco Road is named Old Pasco Road is because it's been there such a long, long time. And no

    one ever considered putting turn off lanes, D cell lanes, etc. So this property is coming here and and the nice lady that just spoke is correct about the map. When you go, it's a dead-end street, and it wanders a a lot way back in there. My friends I don't want to say they live on a dead-end street because that doesn't sound so good, but it's a dead-end road. And it's ER, I always thought it was ER one, large parcels. And when you split them up, the lady that just spoke, you

    start in those large parcels back there, someone will be tempted to sell off a piece. Thank you very much. Thank you. Thank you for coming.

    So the density for that M PUD is two point three six dwelling units per acre.

    Yes. R one is two point two.

Uh the only reason they're improving that road is because they finally took over the golf course. So before someone comes up and says, No, we're improving it so y'all can get it out easy. It's actually been improved so you can get in out of the new complex easy. It's not really doing us any favors. It's come out there some time when school lets out and see if you've got any kind of an errand to run. How long

    it takes you to get in out of that road. Come out in the morning, And this is even before they open up over Pass Road Interstate. and see if you can get out in the morning with any timely uh benefits to yourself. So Yeah. I I I realize we're gonna lose this battle. I can see that. But the bottom line is this was a nice quiet residential neighborhood that's been chopped up. We've got the new mall coming in now that's being improved with all the containers and all that. That's going to add to our density once again. As well. as

    the apartment complex which isn't really being brought up, which we were told was not gonna have an exit. onto Old Pasco and there's quite a big road being cut in there right now. I don't know if it's gonna be construction or what. All we ask is take these things into consideration. We're not here to oppose anyone living in our neighborhood. or to make a living. Just take into consideration we're there, we bought because it was nice and quiet and yes, it's exploded around us. We'll deal with it. But that's just uh that's all I really have to

    say about that. Okay,

    thank you so much. Um, any comments real for the school traffic or what kind of thing?

    I have a question not related to school. So Denise, you said if this was rezoned to R one they could feasibly put three houses there?

    Denise

    That's correct. Based on the it's one point seven seven acres, so if you do the math, you come out to three point eight dwelling units. Of course we don't do a point dwelling unit, so they can potentially have three homes on that property. Of course, it would almost you would almost have to create a flag lot because by definition R one requires a 100 foot wide lot, but it doesn't say road frontage. So

    So I mean I would be against three houses there. I mean I'd want to try to restrict that if there's a possibility of doing that. Um You know, if you recall, I was against converting uh the golf course to what it's becoming, but the fact that R1 is on either side, I have a hard time saying no no to doing that, but I would I would have an issue if they're trying to cram three houses in there.

    No, I mean we're talking changing this from one house to two houses and so yeah, yeah.
