In fact. Uh we do have a letter that um we have Uh that someone in the area, the president of Pine Glen, has asked us to read into record, which is in support. I

We are ready if you have any questions, if you'd like a presentation. We have done a lot to uh get to this point working with the neighborhood and uh we are ready to move forward and uh we're glad that we were able to participate in this forum forum.

Little Lake Thomas, MPUD Master Plan Unit Development, NMC Corporation, and two Metrust for a zoning rezoning request from R1 Rural Density Residential District to an MPUD Master Plan Unit Development District to allow 218 single family attached townhome units on approximately 45.50. two acres comes to you with a recommendation of approval with conditions as uh included in your packet and

    again if you would please allow me to read uh the letter that was provided uh to be read into record that is in support.

    This letter is from Jeremy Couch, the president of Pine Glen HOA of [address removed]. He wrote this to uh Chairman Mike Moore and I believe he may have copied the Plan Commission members. I am right-in who was a resident resident of the area and president of the Pine Glen HOA. Pine Glen is a community of 110 single family homes at Drexel Road and Lake Thomas Road in Land O' Lakes. Many of my neighbors and I have followed with much

    interest the proposed little Lake Thomas Town Home Project on US 41. I understand that this developer has voluntarily agreed to several conditions that will be an improvement over how the property could be developed under the current land use and zoning. Having a townhome project at this location will not only benefit the surrounding property owners and the owners on Lake Thomas, it will benefit the property. benefit our community as well. US forty one needs continued advanced investment to be the place that our community desires it to be. With new homes, hopefully

    We look forward to this project and additional developments on US 41. We appreciate your efforts on the county's vacant building demolition program that will also have a positive impact on our community. Very truly yours, Jeremy Couch.

    I did not receive any additional. Those were actually from the Comp Plan amendment. But since it was a a hot deal back then, we went ahead and included them with M PUD and also.

    to my knowledge, yes. All right. So with the board uh be interested in seeing the full presentation or Are we prepared to to vote on this?

    Mr. Chairman, I've I've got a couple of questions or comments on it if I if I could. Okay, go right ahead. So I live directly up the road from this uh development, as I mentioned when it came before us um before. So my concerns are really related to the transportation aspect of the uh of the project. Um, you know, the the essence putting 400 additional vehicles on on the road at a very difficult and dangerous intersection. Um the

    geometry of that intersection is not not the best. Um they've also um widened the road recently and they've they've uh limited the merge on the northbound side. So There they're concerns I have related to that. Um, I understand that they're gonna extend the uh the length of the of the uh turning lane about 300 feet additional from where it is, but from the main entrance of the development across that turning lane, it's really doing a kamikaze exercise of of

    going across three lanes of high speed traffic to get into that turning lane. to be able to uh track back north. Um My final concern is related to uh uh really transit access to the to the property. I'll see you mentioned in the conditions in twenty six. I don't see any real definition as to how that's going to be accommodated within the uh within the development. Um if the buses are going to transit the development or if they're going to uh be expected to to uh you know, stop within

    the the deceleration lane going into the development or how that's gonna be uh how that's gonna be managed. So those are my three primary

    All right, let me see if we can get some direction on that from the applicant.

    Sure. I have uh Steve Henry here. Um I know if Denise has the long presentation, there's some slides. Um That are tailored to the transportation discussion.

    Oh If this is Steve Henry and I can kind of go through it uh fairly quickly. You know, one to talk about the the traffic. Um Like to know that right now the the site could allow uh up to a hundred single family homes on it. which would generate about a hundred and two PM peak hour trips. What we're proposing is about 118. So the the difference between what could be put there today versus what we're proposing is insignificant, less than 0.3% of

    the capacity of the road. So an insignificant increase in the amount of traffic. We are proposing to put a southbound right turn lane into the project to get people out of the crew traffic on US-41 as they turn into the project. As you'd indicated, we are looking to extend the southbound left turn lane for the intersection. In addition to that, we have made contact with DOT about make right now the southbound

    and northbound left turn lanes. uh movements are are protected permissive, which means you can turn on a green. And that's what we we found that that's that's part of where the accidents happen. People are trying to beat the yellow light. there and making either a left or or U-turn. So we talked to them about making that a protected only and therefore you're only making that U-turn or that left on a protected arrow. So that helps eliminate the accidents of people trying to beat the the uh the yellow light.

    So from that standpoint the the increase is insignificant. And we are looking to make improvements in the area to accommodate the project.

    I have a comment. Maybe I hear wrong. You say that is the land is approved for 100 or 200 right now.

    One hundred.

    100. And you ask it for 218, correct?

    Correct. Right now it's 100 single family homes. We are asking for 218 townhomes. So the trip generation between the townhomes generate per unit significantly less than a single family home does.

    I I don't I don't understand that formula, to be honest with you. Based when you say, first of all I hear that you say 100 to 118. But now that I know it's 218 before uh when I read the agenda memo, I would like to know how this works because again, every single family who live in a townhouse is basically the same number of people that live in a single home. So I don't know when you say from a hundred and one hundred uh to two hundred eighteen, the impact

    will be Uh zero point three percent. I really don't don't get it.

    Okay, I'm sure I can explain that. Our our rates come from the Institute of Transportation Engineers that have done thousands of studies on residential land uses, single family and townhomes. Based on those studies, it has been documented that single family homes generate a certain amount of traffic and a town home generates less traffic than a single family home. It's it's been documented in numerous studies. And in fact, if you look at your

    mobility fee, you would see the exact same

    thing.

    The mobility fee rate is significantly less for town homes because the trip rate for a town home is less than a single family home. So it it's it's national data, it's local data, all documents that they town home. per unit generates less traffic than a single family home.

    I don't have a doubt that you need a regular traffic that a single home. But again, we still if you see that three compensation that you have here. Uh again, it's 218 town houses is more than double a single home. Again, I don't know how old I know a civil engineer or or traffic uh expert. I an architect, I have more knowledge about vertical structural, but the logical that applies here I don't really understand.

    Okay. Again, it it it's based on national data. No, no, yeah. Hundreds of studies that have been done.

    Concerns or do you have more concerns?

    No, I think it does, Mr. Chairman. I I tend to side with Roberto on not I I understand the national data aspect and like, but I don't understand how putting two hundred eighteen units only generates a hundred eighteen trips. I I'm not quite sure, you know, under the presumption that there's a one uh vehicle per per each one of those units. So um I I understand what the data suggests and the the the appropriateness of the data, but uh I I tend to side with Roberto and

    his concern in in that regard as well.

    Well I would only add that, you know, we're we're following these are the methodologies that the county code has us follow. So

    Yeah, I think uh I've been spending it. Yeah, if it was on a binding argument, we'd have to Yeah, right. Around it.

    Find the basic thing. Uh yeah, yeah Mr. Chairman. I think the only other comment like I said was the transit related because I know that they're you know under the conditions I think some are 28 specifically says that it's going to be transit served. And I guess the movements of how that's going to happen, or if PCT PCPT has a has a route in that area, how they're going to service that development. Again, thinking of it from a traffic safety perspective with the buses uh you know moving into that development,

    um, coming down a very, very uh heavily traveled and quick roadway. So did they answer that question for you?

    I can't we did not, but I but I can. This is Barbara Will Height. That is a standard condition and what it says is that we have to coordinate with your PCPT department. to accommodate to the extent that they decide that we need to accommodate any bus routes and put a bus stop on our property. So that accommod that coordination happens at site planning. And but this is the general position. So there's Yeah. C C P T will be in control of of what

    needs to be done there and what's uh what things. If any

    Yeah, we would be happy. We do have a slide that shows, you know. what can be done in the existing zoning and what can be under done as MPUD. So as you weigh out, you know, precision here, you we can go through that. You will see if you look at that slide. that the proposed project is an improvement over what can be done today for many, many reasons. Um So I'm happy to go through that if you have, you know, any uh remaining questions or concerns, or we can answer any more specific questions.

    I suspect that's not necessary, but uh it's uh obviously open for discussion if anybody on the board wants to see that.
