    Ron OakleyChair

Okay, our next order of business is our consent agenda. I have a pull sheet. And in this full sheet I have C seven to withdraw, C eight Poll and revise. C sixteen. Pull and revise. C thirty three. Withdrawal. C 35, pull and revise. C fifty nine, pull and revise. C sixty five

withdrawal. And C nine poll and revise.

Second. Got a motion and second. All those in favor say aye. Aye. Motion passed, five zero. We'll move on to C seven. So that's a withdrawal. C eight.

    Nectarios Pittos

Morning, Commissioner Chairman. Uh Nectarios Pitos Planning and Development. C eight is the Florida Department of Economic Opportunity Rebuild Florida HUD C D BG MIT grant for the resiliency Pasco Community Sustainability Plan and the Living Shorelines Plan. Um it is revised to include the necessary uh budget amendment information for the grant funded positions for two full-time employees and one part-time employee.

    Jack Mariano

Listen. Yes. Just a quick question. I'm I'm glad we're putting this forward. I was gonna pull it just for a quick discussion. Um One of the conditions of three one of the three conditions is supposed to benefit low and moderate income. It's supposed to meet a particular urgent need. Aid in the prevention or elimination of Slum and Blight. Uh what I'd like to do is make sure as you go through this, through the process, I know it's gonna be a longer process. But as quick as you can, take a close look at let's say the Green Key Gear Green Key area and also the Lisa Lynn

Van Duren. Because I think those are two carries that fit to that. Yes. I move approval.

    Ron OakleyChair

Second. We've got a motion and a second. All those in favor say aye. Thank you. Motion passed. Five zero. C sixteen.

    Andrew Baxter

Good morning chairman, members of the board, Andrew Baxter, Facilities Management Director. This was to uh replace some air conditioning equipment at the West Pasco Judicial Center. When we uploaded the performance and payment bonds, they were not fully complete in the upload. Completed performance and payment bonds have been provided to the clerk and distributed. And with that, we still recommend approval.

    Ron OakleyChair

Move to approve. Second. I got a motion and a second. All those in favor say aye. Aye. All opposed like sign. Motion passed five zero. C33 is withdrawn. C thirty-five pull and revise.

    Raisel Perez

Good morning Commissioner and Chairman. My name is Raisel Perez for Survey and Mapping Division. And uh we have a pull revised on C thirty-five. The original joint and consent document didn't match the one that was uploaded in the C V Plus. That's the reason we did it.

    Ron OakleyChair

    Move to approve.

    Nectarios Pittos

    Second.

    Ron OakleyChair

Got a motion of a second. All those in favor say aye. Aye. All opposed like sign. Motion passed. Five zero. Thank you. Um

    C E fifty nine.

Good morning, Commissioner. Marcy Yesberg, Director of Community Development. We have amended the first renewal agreement for the language on the title and the first paragraph to read ongoing and as needed appraisals for the C D B G DR program, and we also changed the 21 to 20 award bid.

    Kathryn StarkeyVice Chair

Um Mr. Chairman, one question. You say Elfers Park area, but is this Elfers Parkway?

    Unidentified speakerVoice A

No, this is the Elfers project, the d does the DR project for Elfers. Okay, well I'd like to get with you on that later.

    Kathryn StarkeyVice Chair

    Okay. Move to approve.

    Diane Cobernic

    Second.

    Ron OakleyChair

Got a motion second. All those in favor say aye. Aye. Opposed, like, sign. Motion passed five zero. Thank you. C65 is withdrawn. Uh C9 pull to discuss.

    Christina Fitzpatrick

No, I didn't have them. Um yes, I

I would like to discuss that today and if Terry Petos has an update Because the that day I also brought up r to remove the multifamily from C two and we discussed and I had seconded the motion for the moratorium. But that was supposed to have an updated presentation with in one hundred and eighty days. So I would just like to see an update or know where we are along in the process and then possibly just have an additional ninety days so we can

move forward, so we can have a better understanding on how to move forward. With the presentation.

    Nectarios Pittos

Are you referring to the uh the polling of multifamily from the C2 zoning district?

    Christina Fitzpatrick

    No, the moratorium.

    Nectarios Pittos

The moratorium is okay Where we're at with the moratorium, we we have uh our consultant that's currently going through uh numerous uh MPUD master planning unit development projects that have occurred over the past few years and they're analyzing um what the developments uh have enabled in terms of what what can happen within the MPUD and what has actually taken place out in the field and built and that's taking a bit of time to get through each of those um uh individual

    MPUDs.

That's essentially where where we're at in the in the analysis of what is happening with multifamily currently in the county.

    Christina Fitzpatrick

Because I would like to know the entitlements that are already that we are they already have and would you be able to have an additional update in ninety days instead of an additional one hundred and eighty days?

    Mike Moore

Um why is that why what are you worried about? They're going through a problem. I'm just curious what you're worried about. It's my district, so what what are you concerned about?

    Christina Fitzpatrick

I would just like to in a timely manner have an update or presentation so we can move forward.

    Mike Moore

    The poor was what?

    Christina Fitzpatrick

With a presentation so they can update us on the entitlement.

    Mike Moore

slammed with all the projects that are coming into this county right now. So you have a choice of pulling them off projects that need to be moved forward now or putting all their energy into this. I mean that's your option.

    Christina Fitzpatrick

I would like to see it done sooner than later. And just

    Ron OakleyChair

    that's it's a timing issue. Yeah. It's a problem, it's a timing issue.

    Mike Moore

Kennedy's recommendation. Well we have part here.

    Ron OakleyChair

Got a motion and a second. To approve. Um all those in favor say aye. Aye.

    Mike Moore

    Aye. Aye.

    Ron OakleyChair

All right. All those opposed, like, sign.

    Motion passed 5-0.

Okay, that concludes the consent items. We'll move on to The regular items. Which I have right here somewhere.

Ms. Starkey, I believe you said you had to leave early.

    Kathryn StarkeyVice Chair

Yeah, so I think Sean's gonna do a presentation. And then uh I just may not be able to stay for the um The time certain. So we'll see.
