I'm going to read the ordinance title and explain to you why we're here on this item. This is an ordinance by the Pasco County Board of County Commissioners, amending the Pasco County Land Development Code, Chapter 500 Zoning, Section 503, AC Agricultural District, Section 504, AC1 Agricultural District, Section 505, AR Agricultural Residential District, Section 506, AR1 Agricultural

    Residential District, Section 507, AR5 Agricultural Residential District, Section 508, AR5MH Agricultural Residential Mobile Home District Section 527 C3 Commercial Light Manufacturing District Section 528 I1 Light Industrial Park District Section 529 I2 General Industrial Park District Industrial District Industrial Section 905.2, landscaping and buffering, appendix A, definitions and other sections as necessary for internal consistency, providing for applicability, repealer, providing for severability, inclusion into land development code, and effective date. So

    before you, um this particular ordinance is brings is brought to you to comply with the 2021 legislative changes, internal consistency, and BCC policy. There were um, so basically the 2021 legislative session resulted in Chapter 2021, 178 Laws of Florida, creating section 163.3205 Florida statutes. It provides limitations and preemptions on local government regulations of solar facilities. Specifically, it states that a solar facility shall be permitted

    a permitted use in all agricultural land use class categories in a local and in a local government. Yeah. in a local governments camp comprehensive plan in all agricultural zoning districts within an unincorporated air unincorporated area and must comply with the setback and landscape buffer criteria for other similar uses in the agricultural district. So generally this ordinance before you rename Solar Electric Power Collection Facility, which is what we called it before, to Solar Farm And solar farm to solar facility, which is consistent

    with the legislation legislation. It also adds solar facility as a permitted principal use in all agricultural zoning designations. It removes solar facility as a special exception use in all agricultural zoning designations. Now it's actually a principal permitted use. It adds solar facility as a special exception use in C3, light man commercial light manufacturing I1. Light Industrial Park District and I2 General Industrial Park Districts. district, it removes it as a permitted use in those districts and it adds landscaping and

    buffering for similar uses such as electrical substations, distribution electrical substations, and solar facilities. It defines solar facility consistent with the definition in Florida statute. And it adds solar facility to the definition of minor public semi-public facility. Again, this today we're just asking that you accept public comment. There is no action required today. This was presented to the horizontal roundtable and the interested parties meeting on August 18 of 21. We didn't receive any comments from them. And it

    was presented to the local planning agency on September 9th, 21, and it was found. consistent with the comprehensive plan and recommended approval to the Board of County Commissioners.
