So here a large scale comprehensive plan amendment, PD D twenty three zero zero one three, Hamilton Oaks.
The site location, the property is located at 5930 Bilmore Road in Wesley Chapel, is located on the South Market area of our county.

Brian JunkerHere is the map of the site location of the 5930 Bilmore Road. That's where the project is proposed.
The side location the S16 Fusion Line use flew for the project. Picked it earlier, Surrett three. It's current uh Fisher Land use. Oh yeah.
The proposed feature land use for the site is for REST six.
What could separate this bypass? Current zoning is um AC and it has um MPUDs about into the south and west.
Here um I included a map of the uh bodies and PUDs um just for a general idea. of the ones that are aborting to the west and to the south as well.
Here is the map with the uh with the vision road, the Zephyrhills uh bypass that will be going along the south side of the project.
The project overview, the proposal is a large-scale comprehensive plan amendment, amending future line use map, map 215 and sheet 22 from REST 3, Residential 3. Two res six residential six on approximat approximately sixty one point oh four acres of real property located east of Bilmore Road. Location. Um fifteen thirty, Gilman wrote. The resolution is to amend flu map, map two fifteen and sheet
twenty-two. Um there is also an associated rezoning petition under RC number seven sixty-nine, Hamilton Oaks NPUD.
The following policies are consistent with the proposed comprehensive plan amendment. We got flu A6 for the REST six and res three, the official the official future line use map. We got Policy Flu 8.1.2, South Market Area Establishment and also Policy Flu 1.4.3, Transitional Land Uses.
The recommendation recommends to the Board of County Commissioners find the proposed amendment consistent with the comprehensive plan and adopt by roll call vote.

Brian JunkerTo the north, uh we got um it's a residential, we got um it's called Ruben, if I'm not mistaken. Um to the south, um Surf Hill Bypass is an extension that is proposed for the future right now. Um Unless um the staff the developer want to um that's
StarkeyChairthis is this is what I want uh for the county. That I think we need to be this is where I think we're messing up for For the future.

StarkeyChairI think I can tell, but I see Barbara's moving over here. Um Are th is this neighborhood connecting to the neighborhood to the east of it? West of it? No. No. Connect connecting to nothing. So guys, this is where We are if we don't have a road grid. Set up for all these little developments that are coming in. They're not gonna be connected to each other. So at some point this county has to have and you have this opportun it's already kinda messed up on uh uh in many places
but We really need to pay attention to what uh uh the road grid is looking at out here or w our roads will be so crowded because There won't be enough of them. And there won't be this connectivity, so I I get don't you can't clap up here. Um I get really frustrated to see neighborhoods that don't talk to each other. And you can't get from one another without going out on a collector of arterial. I think it's not a good planning on our part. That's the

So the answer regarding the network is you right off of this um aerial to the left, which is the west, there is Chapel Crossings Boulevard, also known as Uh curly road extension has different border of this neighborhood? It's so on our west is Chapel Crossings. And right off of what you see there You can't see the road, but to the west there there is I think it's called Chapel Crossings
Boulevard now, it's Curly Road Extension. So that's a Vision Road. Um and then to the east, you can't see it on this particular graphic, but To the south and to the east is Avalon West and River Glen Parkway is the road on the east side that goes north-south through Avalon West. It's also a vision road. to the to the south of this project is Zephyrhills Bypass Extension, a Vision Road. We are building our s our the next segment um of Zephyrhills Bypass
Extension. 'Cause right now it ends with the Chapel Crossings project, so that would be a part of this project is extending your road, which will be a significant benefit to you all. We are working with staff for the MPD conditions relating to that. We have a meeting on Monday. Um and with regard to the interconnections to the West The reason why there's no interconnection to the West is that the Board approved Chapel Crossings without an interconnection to us. So that's the reason why we're not interconnecting
is because the board approved Chapel Crossings to the West without without that interconnection to our property.

Barbara WilhiteTo the east and north, yes.

So the only connection that we won't have is to the west. to Chapel Hill, to that quadrant of Chapel Hills. Chapel's crossing to that quadrant of Chapel Crossing because the board approved Chapel Crossing not to have the interconnection there.

Barbara Wilhitethere's one thing that I notice and is that you have done a lot with regard to vision roads and one mile mile collector spacing and Um and interconnectivity. The staff really is on this. It's one of the comments we get all the time from staff is regarding the roads and the vision road and and the interconnectivity and we are getting those comments and addressing them. Unlike other parts of the county where you didn't have vision roads and I mean the county's done a r a a pretty good job of making it.
StarkeyChairSometimes we let those connections go away up here. And we need to not Mess up. That guy's and my
Barbara Wilhiteand your staff is continuing to fight for those interconnections because we get that's like the number one comment we get.

Barbara WilhiteYeah, it's just it's just north of Babylon West, which was approved as Gosh, New River, I guess. But it's Avalon West now. So it's off it's north of fifty four? North of fifty four, yep. So Zephyrhills bypass comes off of fifty-four. goes through Chapel Crossings, And then this project is the next project over from Chapel Crossings. To the south is Avalon West and to our not immediate east, but the next parcel over is Avalon West as well. There
we go. So you can see trouble crossings.

Barbara WilhiteOh well mine has overpass. This is Seth Hills bypass extension right here. This excuse me, this is this is the intersection of State Road 54 and pro and um Curly Road.

Barbara WilhiteThen you're coming along here, you're driving down the 54. You used to drive along here. Now you can go this way and go through Chapel Crossings. This is curly road extension here. It's been built through Chapel Crossings. And then Chapel and then Zephyrhills Bypass stops right there. And we'll be extending it from here. to this project right here. So it sits right beside Chapel Crossings. This is Avalon Park West. This is their project. Up
here is Um V-O-P-H de Pew Nut Ranch, which is just came through as a comp plan amendment to change the village type to be of a more dense village type. and they're working on their M PUD. So this area is really I mean we're just a b one of the last pieces of the development of what's already been put in place for this area. So is

So app so River Glen Parkway goes through Avalon West, will continue through De Pew Nut and goes through Watergrass. It's called Watergrass Parkway and keeps going north. So I mean V O P H is a pretty robust uh network as well, which this this has to fit within.

as necessary for internal consistency, providing for appealer, severality, and effective date. This comes with a recommendation for uh uh approval. And this is the adoption hearing for this comprehensive plan amendment. Now there may have been, just a clarification, there may have been a technical glitch in which what was illustrated in the agenda packet was a transmittal hearing agenda memo. Um but as I'm checking the
system right now it's it's showing as the adoption memo. So we passed out a revised adoption motion uh agenda hearing, agenda memo with the proper adoption motion.

The property is located in the South Market area.
The proposed project about the village of Pasadena, B O P H um to the south, Village M. There is a map just so you get a general location.
That's the um project overview proposal, large scale comprehensive plan amendment, amending feature land use map two fifteen and sheet twenty-two. From residential three to residential six on approximately sixty one point zero four acres of real property located east of Bilmore Road and north of Surf Hill Bypass. It's the address. The resolution is to amend the flu map Two dash fifteen and sheet twenty
two. Um there is an associated rezoning petition under RC seventy six sixty nine, Hamilton Oaks, MPUD.
Um the following policies are consistent with the proposed comprehensive plan amendment.
We got our site location. Oh the subject property.
We got a visual roadmap of the Surf Hill bypass just south of the proposed project.
Here is a zoom out version of the Vision Road with the proposed ulterior. You can see on purple going south of the proposed project. Thus every hill bypassed.
We got the site location at sixteen um future land use. At the moment it's rest three.
Proposed future land use is res six.
That's a map of the um current zoning is um AC. You got M P U D abutting to the um west and south.

So the the proposed project is going to be at a density of six twelve units per gross acre. which would be uh similar to the densities in uh Chapel Crossing to the west and uh similar to the densities that one might expect north in villages of Pasadena Hills um which off the top of my head I don't have the exact densities for villages M and L I believe that are there but it I think they they are around the five Dwelling unit breaker
mark as well.

Amy HeilerHi, Amy, Highland Long Range Planning. Um so to the north it's actually V O P H. So that's gonna be Villages L M. It's currently Res One, but it is planned as Villages L M, which is a higher density residential. Um and the subject property it is uh mending to a res six, but they're actually proposing about a res four right now. We just don't have that. That flu classification between a res three and a res six. So they're capping the density as approximately a res four.

Every project comes up you approve the zoning and the next thing comes up and it continues to be forty and fifty foot lots. So sometime or other there's gotta be some kind of uh Step back from that or everything will be forty and fifty foot lots. That's all my concern is.

Brian JunkerUm to answer Commissioner Pratt for question, yes, Safer by ha uh bypass It's gonna be constructed um all the way up to the project. Right, let me see up to this area right here. Right. And that surface here is uh developer driven, so it's gonna be up to the uh project. As so far the information that we have.
MarianoChairSo to be to be clear about the answer about Zephyrhills bypass being constructed, it's gonna be instructed completely in front of the property, the whole boundary.
OakleyVice ChairUm t typically the developments bring the road to the to just about their entrance so that they can have access into the development, maybe a little bit beyond it, but not the entire length.
MarianoChairWell but as far as their entire property lines should be covered.
OakleyVice ChairIn order for them to have access, yeah.
MarianoChairSo n not only just the access coming in, but to the end of the end of the bolted property lines, we should have that road Zephyrhills built. Why should we follow on the next person?
OakleyVice ChairUh I think the the standard the typical practice has been that they build up to their access point and then the next development that comes along extends from that access point to the very next one. So
MarianoChairWhy why why would I end it at their property line?
OakleyVice ChairBecause we know that's the right-of-way. Because it's excess road that's not going to be used until the next development whenever it is comes in.
MarianoChairI know, but why should that follow on the next guy coming in? It should be everything in the front of that property should be taken care of, I would think.
Mike CarballaI think what Terry's trying to say is is that the next guy will take it to his entrance. We're trying to avoid build building excessive roads that we need to maintain and they also long stretches of dead end roads lead to problems such as illegal dumping and other problems that that come with with things like that. So it works out on the averages because you're building entrance to entrance. And that's what that's what planning's policy is.

Amy HeilerWe have a slight answer to your question. So the Chapel Crossings, which is abutting this property, is currently planned or approved or being under the approval process for the forty and fifty foot wide lots. Hamilton Oaks is envisioned to align with that, which is why they're proposing. the 50-foot wide lots. There is also currently an MPUD to the north, which is the village's L and M, under review right now. So we're also finding that information as well for you.

Barbara WilhiteBarbara Will Height 6327 Graham Boulevard, Newport Ritchie, for the applicant. I don't have a lot to add to staff's presentation, other than I would note that Chapel Crossing is approved for 40s and 50s. They have a land use of Res 6, which allows a maximum of six units for developable acre, and also ROR, which allows a maximum of 24 units per developable acre. To our south is Avalon West. similar lots. It's um it's a PD, it's planned development, so it
doesn't have a res category. And we are coordinating with um to the north, because DePew Ranch has plans in We are providing connections to our north and to our east. Our southern connection will be to Zephyrhills Bypass, which we will continue. We have a meeting on Thursday to talk about Zephyrhills Bypass with your staff. to talk about the issue that you're raising. Are we going to the driveway? Are we going to the end? of our parcel. So that's um teed up for for Thursday. We are working on the M PUD and those
are the details of that's why we have that meeting set up. So we'll be discussing that with With the planning staff and there's a whole bunch of people in that meeting um on Thursday. So we'd ask for your support in transmitting the Comp Plan amendment is consistent. Um with everything that's around it. We know we've got some questions in about zoning and lots sizes and all the things you've been discussing from the DIES. We're keenly aware of that. And we'll work with your staff and yourselves to make sure that you don't have any concerns
as the MPD comes forward.
