    Good afternoon, Amy Toll with Planning and Development.

    The item before you today is PDD 23-0514. It's a comprehensive plan amendment in the name of CPA 2308 overpass at I-75. So the project before you today is a comprehensive plan text amendment. The existing sub-area policy clue 7.1.26 is in the name of overpass, and at I-75, it is being proposed to be rescinded. The reason why it's being proposed to be rescinded is to allow for

    implementation of the Connected City Comprehensive Plan. So we are removing that from the Pasco County. Make comprehensive plan.

    The property is located in the South Market Area and Urban Service Area. Here's your general location or area for where that is being proposed.

    This is the existing sub-area map that runs alongside sub-area policy 7.1.26.

    Could and I don't necessarily have an issue, but could the uh mix of uses here substantially change?

    Um so it is being absorbed into the South Innovation Zone of Connected City, which retains the residential mixed use and employment generating. So it's intended to align still consistently with the EC flu, but uh but to be regulated by the Connected City comprehensive plan now.

    So it could change, but it wouldn't like substantially all of a sudden become all exactly or or ha all residential. Correct. Trust

    Thank you. Okay. Mr. Chairman, Clark Hobby, Hobby and Hobby PA 109 North Brest Street, Tampa, Florida, Ben Sworn. Uh I'll answer Chris's question first and then I'll just give you all a little bit of an overview as well. Uh what we're doing here is we have an MPUD that's gonna be coming down the line shortly in the next couple of months. I think it's supposed to be to you in two months. It's a connected city MPUD. This site is the only site that staff and I are aware of

    that has an older sub area policy that predates the creation of Connected City. And if you read the Connected City Comprehensive Plan, it's pretty clear that the entitlements are controlled by the Connected City Plan once you opt in. But David, my client, and I believe that to make sure there was absolute Absolutely no doubt it was smarter to get rid of the old uh policies. However, the adoption date we've done this purposefully with David, the

    adoption date of the plan amendment will be the same date as the adoption of the MPUD. So the board and the county staff won't be losing any um of the good uses that we want. Um and just uh by way of clarification for I think we have one person signed up to to talk about it and I don't know where their property is. The the Wildcat property runs it's mo mostly on the east side that those of us who are from here know where it is. It was a big grove uh uh

    there were some parcels uh that it originally owned on the west side. Almost all of them have been either acquired by DOT for pond sites and are existing ponds now. or category one wetlands and the only other upland area that's at all significant, I believe it's like two acres, uh, is for uh existing cell tower site. We're not proposing in our new MPUD any development on that side of the interstate at all. In fact what we're

    planning on doing, and you'll again you'll see it in a couple of months, is to follow the connected city rules. and create a pretty significant employment generating use on the uh on the east side. So that's what we're up to. Thank you. Other than that, happy to answer any questions.

    So if you look at the map I'm north of the property. There's another parcel uh between my property and and their property that is also purchased by a developer and Um so there is a bordering property there, but from my understanding there was going to be a joint um sort of venture between them of developing the land which is directly south of me and uh their property together. Um this

    is kind of all new. Uh I actually spoke to Clark not too long ago uh regarding this property and I wasn't informed of this meeting until the signs came up on McKendry Road, so Um not really sure what their goal is here. I mean I understand about Connected City and that everybody has the right to opt into that. Uh but I do have my concerns of what kind of impact that's going to have on what is going to be done there. Um it significantly impacts us. We are

    a dirt road, we're a rural area. People have farms there. We're worried about light pollution. We're worried about the disruption of the land, the um limited traffic that we currently have going through there that is now gonna be uh significant once they develop a you know a huge uh commercial area there so um I don't have any specific uh argument against it. I just want to voice my concerns on what's happening here and there

    was another neighbor that was gonna be attending today um but she couldn't make it and I mean all the neighbors you know we're on a dirt road so this is not welcomed and we want to um try to limit the impact Um Um during the development of course and also after. Um so

    So if I could make a recommendation to you, you did get a notice for this one, but there's going to be another notice that goes out for the MPUD that Mr. Hobby referenced. That's where you'll see the complete plan that includes the parcel you're talking about to the north and what they're planning to do in terms of road construction and entitlements and utilities. So That's probably the meeting that you'll get some of those questions answered. And I'm sure Mr. Hobby would meet with you between now and then anyway, but um Today's

    action is not really Directly addressing the issues you're concerned about. The issues you're concerned about will be just in the MPD, which will be coming in a couple months.

    But by approving them getting into the connected city. Well

    thing. But the action that will let them use the connected city entitlements is that MPUD that's coming forward in a couple months. Today's action is removing an older provision of the comp plan that applied to this property. that I'm not sure it's gonna help address any of your concerns if I so I think you probably need to be talking to the MPD that's coming in a couple of months. So I'm not blaming you for showing up today, I'm just saying it's gonna be hard for this group

    to address your concerns. We can't The actual development proposal you're talking about is not before us today. That'll be with the MPUD.
