Ebro Stevens, Planning and Development. Before you is PDD 240002, a small-scale comprehensive plan amendment in the name Of C Pass twenty-three fourteen, Bozier US 301.
The proposal is a comprehensive plan amendment to amend Map 2-15 and Sheet 23, as well as a text amendment to creating sub-area policy 7177-301 East. We are looking to go from Calm commercial to PD plan development to allow for 200 townhomes and 18,000 square feet of retail office and commercial on approximately 26.12 acres. The location is a northeast intersection of
US 301 and Roanoke River Way. There will be a company rezoning RZ 7764 from C2 General Commercial District to MPUD Master Plan Unit Development. Just to note, the MPUD conditions of approval will include a live local condition. Yeah.
Mm-hmm. The subject site is located in the East Market area.
Here is an aerial.
Quick context map. To the east we have two rivers and to the north we have cobblestone. as well as Deer Springs and PUD.
Access to the site will be on US 301.
There are portions of category two wetlands on the property.
Surrounding future land use, we've got planned development to the east. To the north, we have AT major attractors. I think I got that backwards. To the west is Plan Development. To the north is AT Major Attractors. To the east is Res 3 and to the south is Calm Commercial.
As mentioned before, the existing future land use is commercial.
The proposed is P D.
The proposed amendment is consistent with the following comprehensive plan of policies. Policy flu 161, commercial development. Policy through one six three. Transitional land uses, as well as Policy Blue 814, the East Market Area Establishment.
And with that, staff recommend the local planning agency find the proposed amendment consistent with the comprehensive plan and recommend approval to the Board of County Commissioners. I'll be happy to answer your questions.

Barbara WilhiteFor the record, Barbara Will Hight, sixty three twenty seven, Graham Boulevard, New Port Richey for the applicant. Thank you for that very great good presentation. This property is already allowed to have residential uses on it under Live Local. This project will take that the ability to do that and now it will be platted townhomes. So this is definitely an improvement. Today if you try to get a con a call land use designation on this property, it does not fit with the comprehensive plan. So It wouldn't be allowed. It's just it's
old. Um But we intend to do townhomes, planted townhomes in a in a small commercial area to serve the residential that's that's down that road. Um to our east is a K B Home, single family detached. So we have a classic Land use pattern of single family detached single family attached town homes and then a small commercial to serve those to zer to serve serve those homes. So that was our approach when bringing forth this project.

Is there anything on the horizon quicker to give relief to the elementary school?
Chris WilliamsSo a couple things were
Currently negotiating with the two rivers folks. Not sure how that's gonna wind up. Um We're also getting ready to rebuild West Supper Hills Elementary. Um and completely building brand new school behind the current school. and add capacity to that. And that is projected to be done twenty twenty.
Probably twenty twenty five or six. And then potentially when that reopens, my intention might be to um
rezone those schools, uh Woodland uh West Seth Weightman, Trester Taylor and try to redistribute some of those um Populations and then also add a wing to Chester Taylor. Adding a wing won't solve the problem in a in of itself, but um add a wing plus do some rezoning will help us. So that's kind of years. Yes. Okay. Yes.
And then also we're opening the new K-8 on our Kirkland Ranch campus. uh where the new technical high school is off of Curley up in north part of Wesley Chapel across from Epherson Ranch. That's gonna be a magnet. That could have a a little bit of impact on the Zephyrhills area, of course more more the San Antonio West of Chapel area, but it could have some impact on the Zephyrhills area. But we'll see come next year when that
school opens. Okay. So those are our those are our current plans. Hopefully. We can reach some conclusion with the two rivers developer and and and Well would
GirardiVice Chairthat be sooner? I mean if if you if you came to a deal tomorrow with two rivers, I mean by the time you actually design, plan, and construct a school.
Chris Williamsthat would be another probably three years or so. But it sounds like there could be relief in the

five hundred or six hundred most of our elementary schools are more along the seven or eight. hundred and so that's a small and that's why again why we're adding a wing to that. Uh same with West Effort Hills is on the smaller side, so we're adding capacity when we rebuild that one.
It won't solve the whole problem, but

project might exacerbate that problem, but if you're able to meet the schedules you discussed, then this project may not Substantially impact that project. Correct. Right. This particular project. Agreed.

MoodySo m I I'm I'll voice my reservations or concerns. I know that um Miss Wellheite very uh she mentioned uh live local and so in theory, you know, under the current um zoning that this could be potentially developed into the multifamily with a much higher density. Um but we're also dealing with the current issues of oversaturation of residential To commercial um in the county and all the issues that that's that's creating. So it I have some reservations
about um converting good commercial property that we have over into residential. The other issue too I'm seeing is um it looks like the property to the north on the future land use is designated major attractor. Um thank you for clarifying. For me. So, you know, if if I guess it's currently the flea market, but you know, if this is potentially developed into some sort of major attractor on future land use, I don't know if you know it looks
like everything else around it is is residential with very little commercial. Um and you know, and a lot of future land uses for residential as well, except for this this. one little spot of commercial so I don't know if it would be prudent to give up this commercial.
Barbara WilhiteYou're missing a s an analysis in your staff report. We actually hired I knew that would be an issue and we hired a planning expert and you're missing that report unfortunately so you can't see this. Okay. So you should get to see that. So if you would continue this matter, we'll make sure you get that. Um they went through that and and can it goes through all the commercial that's there, what's in two rivers, what's the commercial comm capacity of the north, what's going on with State Road fifty six 'cause it it intends to be to be um extended. It's a thorough analysis and
unfortunately you're missing that because it wasn't included in your packet. So um we are happy to continue it so you can get that information.
MoodyYeah, I I personally like to see that. I mean I think that's 'Cause you know, you you do heard a good point. I mean this this potentially will cause it to be a lower density that would potentially could be used under Live Local.
Barbara WilhiteYeah, under we're about ten nine, ten units per acre and Live Local would allow twenty four units per acre as in in garden, you know, multi story, multifamily. Um so you know this provides the platted townhomes fee simple ownership that the board wants, but I do understand the question of what's going on in this area regarding office and um commercial and I think you'll find all those answers in this very detailed report that we did.

Barbara Wilhitecouple of years probably. Yeah, I'm not threatening I'm not threatening Live Local. I'm not threatening Live Local. I've I have a report that just
Live Local is the right-of-way. I'm just saying there you know Live Local people have approached. You know, we started this project well before Live Local. We've actually been at this for a while. Um this report that you don't have is dated March twenty uh March of twenty twenty three. Took like four months to put together. Um it's pretty it's a very has a lot of analysis in it what's going on in that area. It answers your questions exactly and your concern exactly. I had the same concern when I brought this project forward. Um You know, w we don't just take commercial and
make it residential in this county without looking at it very specifically. Well

Barbara Wilhiteopportunities. Well that major attractor that attractor, the AT will become a commercial project. It's it's at, you know fifty six is in t is going to be extended. It's already D O T's already working on it. Um so there won't be a That won't be an intersection that's just, you know, a three legged intersection, it'll be four legged. And that property will be where the commercial goes and this property is is off of that intersection quite a bit to the south. But I'm happy to we have an M P D, the M P D's got a catch up anyhow, so we don't have
to rush um this this land use amendment. It was ready to go. Staff works hard to get these things moved forward. So we're happy to uh continue it and um so you can take a look at that report and make sure you're comfortable.
