PC twenty-one is actually PDD 240032. It's a comprehensive plan amendment in the name of CPA 2302 Land O' Lakes 5241. We'll start with an overview of the project. So the applicant is proposing a comprehensive plan amendment to change the future land use category from ROR, Retail Office Residential, COM Commercial, Res 3 Residential, 3 Dwelling Unit per Gross Acre to Plan Development P D. And the incense of this
proposal is to allow for the development of a mixed-use project with a maximum of 130,000 square feet of commercial office and 350 multifamily residential units on approximately 76.72 acres. This project will be located on a site that's located on the south of um excuse me, of State Road 52, approximately 900 feet west of Lando Lakes Boulevard. There is a campaign in rezoning petition in the name of RZ7725,
Lando Lakes 5241, MPUD, which will be heard after this presentation.
And now let's discuss the subject site, starting with the site location. As you can see on this map, the subject's property is generally located in the central market area.
This is an aerial view showing the exact location of the subject site. South of State Route fifty two and west of Lando Lakes Boulevard or US forty one. And the subject site is currently vacant.
This is a map showing the local context and the existing conditions surrounding the subject site. The subject's property is nestled between the Sun Coast and US forty one. This subject's property is I would use a pointer, but I don't have one here.

Hayat MazilliWait, this is the first time I use this, this is cool. Okay. Alright, there you go. So the subject's property down here is contiguous to Tibbetts Land. So Tibbet Land is a proposed plan development which was supposed to be her today, but it got continued to um I guess sometime next year. So this project will also be, or Tibbetts Lands will also be a mixed-use project with commercial and um residential entitlements. Project Arthur is to the west of the subject site. Palm
Materials is to the north and Palm Materials is a um an industrial oriented PD. State Road 52 Trail is to the north of the subject site and to um State Road 52 which is being constructed as we speak right now. So, as you can see, the this area is envisioned to be a suburban area with emphasis on employment generating uses. This the subject's property or the pr the proposed projects will um provide a mixture of uses that
um prioritize employment generating uses um along the frontage of State Route 52.
This is a map showing the access to the subject site. Obviously, access will be through State Road 52 and also through Bullock Boulevard, which is a county vision road that runs from State Road 52 all the way down to Asbell Road down here, down south. And this boulevard will be constructed by the developer. The developer will also construct a sidewalk on the northern portion of um of the property. And
uh also there will be a um a multi-use twelve foot multi-use um path and a five foot sidewalk within constructed within the property to um ensure connectivity between the the uses.
Uh this is a map showing the wetlands that are on the property. There's approximately 26.9 acres of wetlands on the property according to a Pasco mapper. Category one wetland will not be impacted and it will be kept as Lake Pierce.
This is a map showing the existing future land use as COM, ROR and REST III. REST III is also to the west, north and south of the subject property, and COM is to the east and to the south.
This is another map showing the proposed future land use as P D. P D is actually a transitional land use or a compatible transitional land use to the surrounding uses. And uh P D will provide um or will unite three um Land use classification into one single land use, which allows for a comprehensive and cohesive design of the entire site.
This is the zoning map showing the current zoning as MPUD and the RMH. And this will be discussed a little bit further after this.
Planning and development found the proposed amendment to be consistent with the following comprehensive plan policies. P D Plan Development. There's actually a sub-area policy that identifies the potential um develop the maximum development potential um on the site as well as the permitted uses uh and also uh the um Sub-area policy uh ensures that there's a safe and convenient connectivity between the uses within the development as well as the neighboring
or the adjacent properties to the west and to the east. Policy flu 813, Central Market Area Establishment, Policy Flu 143, Transitional Land Use, Policy Flu 187, Economic Development, Policy Flu 1810, Preservation of Capacity for Employment Generated Uses Kind of go hand in hand. And the proposed amendment is consistent with these two policies since it will add more square footage of commercial uses to the area. and will bring more jobs, so more
revenues for the county and less consumption in um um in facilities and in um utilities for the county. Then we have policy DGR five three requirements to minimize adverse impact to wetlands. Like I mentioned, the category one wetland will not be impacted by the development, and policy HSG 112, comprehensive plan amendments.
In conclusion, Plan and Development recommend the local planning agency to find a proposed amendment consistent with the comprehensive plan and recommend approval to the Board of County Commissioners. Thank you.

Barbara WilhiteBarbara Will Heights still at sixty three twenty seven Grand Boulevard, New Port Richey Four Six Five. This project consists of an already approved MPUD called the Sand Ridge MPUD. It's a commercial MPUD. The client also acquired this other parcel, um the parcel that's the multifamily parcel. I'm looking what to do regarding zoning and land use. We also needed to address Bullock Bullock Bullock Road, which is a county vision road. In the approved Sand Ridge MPUD. It was a four-lane
facility and it had conditions relating to that. Between when the Sandridge MPUD was approved and now the county updated their build-out network and their Vision Road, it's only a two-lane road with an 80-foot right-of-way. So we saw it as an opportunity to bring both of these parcels together and provide for the connectivity through the way that Bullock Road was is going to be designed. We met with county staff and they want to see a 12-foot multi-use path on the west side. as well as a five foot sidewalk on the east side of Bullock. They
want to see um connectivity between the commercial, we'll have Accray crossings or an Accgrade crossing to to make sure that we have connectivity. We're planning um a linear park on the west side of of Bullock Boulevard. So we thought that was a advantage of putting these together to be developed as one MPUD as opposed to to bringing them forward as separate um land uses and and and zoning. So that's the reason why it is an approved project and could be developed today where you see it masqueraded
pursuant to a county plan approval. And I have my whole team here if you have any other questions.

How how does somebody access from the residential side to get to Bullock? Because there's the the master plan and may again maybe this is a zoning discussion. There there is There's an access point shown to the west of the residential to some of those smaller residential
roads, Williams Lou, Panson Road, that direction. But uh is there room there to fit an access to get to Bullock on the south side of that wetland?

Barbara WilhiteThe the area you see to the to the west is just the required future interconnection. Our access will be from Boulevard, uh from Bullock and we'll and we'll be doing an access road from that parcel. um east to Bullock and then we'll be extending Bullock all the way to that point.

Barbara WilhiteWhen staff presents the MPD plan, you'll see that as well. Okay. And we have actually worked with them. They're working on easement so that we can get to their access points and they can get to our traffic signal. There will be a traffic signal. It's already in the you'll see it in the conditions for Bullock and State Road 52. You'll see it in the R conditions of MPUD as well as PAW. And there's actually already Paul and and our client have already worked out it the f you know, who pays what for that signal and so Quite a bit of planning and coordination between Paw on our north, this property and Tibbetts on
our on our east.
Jon MoodySo the only access is gonna be out there through Bullock. There's no there's gonna be no interconnection out to Forty One.
Barbara WilhiteThrough Tibbets when Tibbs. Through Tibbets we'll we have to interconnect to them, they have to interconnect us. And they'll be able to get to our light and we'll be able to get to their Their access upon forty one.
