Got a motion second. All those in favor say aye. Aye. Aye. Motion passed 5-0. Move to P75 publication.
Unidentified speakerVoice AApproved for publication in the Tampa Bay Times September fourth, uh, twenty twenty four and supplemented by affidavit of certified mailings and site postings.
OakleyChairItem P75 is PDE 250179. This is an ordinance amending the Pasco County Comprehensive Plan, providing for a small-scale comprehensive plan amendment to the future land use map, Map 2-15, and Sheet 03. From ROR Retail Office Residential to I L Industrial Light on approximately 16.84 acres of real property located at the southeast corner of the intersection of Diagonal Road and New York Avenue and providing for additional text amendments as necessary for internal consistency, providing for repeal of severability and an effective
date. This comes to you with a recommendation. Uh to approve the proposed comprehensive plan amendment and adopt the ordinance by roll call vote. And there's a presentation of so desired.
WeightmanYes, sir. Hey Terry, you knew my question, just on the record. We have the Live Local provision on this one. Yes, sir. Thank you.
MarianoYeah. Register board. Mr. Chairman Mariano. Just to talk about this. Uh Terry, have we looked at closely what this if the road structure can handle this change?
OakleyChairYeah, and you mean the the pavement surface? Yeah. Uh we uh from a comprehensive plan standpoint, we have not looked at the pavement surface. Um we've looked at the road capacity and uh you know its location along arterials and its relationship with arterials and collectors, but not necessarily the construction of the road.
MarianoI'm gonna say I just went through a situation up in uh Shady Hills where we have made approval. approval on something coming in without seeing the site plan, the site plan come in. And And because one decision was made before the other decision decision made? There's a big issue with the connection. Diagonal Road I think is a very sandy road, tough to travel on. It's a very important road So I I'm gonna say that I would rather hear this at the same time. The car the uh zoning amendment's gonna come come and change in.
I mean we c we can do it so it doesn't slow it down, but I think if we hear 'em together. I'd be I'd feel much more comfortable because I don't want to take a land use chain that's already been done. And now I gotta go deal with something else. I'd rather s look at it look at it both together. It's a been a very tough area for years to develop industrially. I think it should. But I think we should be looking at both of them together.
Unidentified speakerVoice BIs this coming in as a Uh planned development or a Um Euclidean zoning.
OakleyChairUh my understanding is that it would be coming in as a Euclidean rezoning later.
Unidentified speakerVoice BYeah,
OakleyChairthey have to be separate.
Unidentified speakerVoice BThe compliment comprehensive plan amendment must be effective before you can rezone the Euclidean.
MarianoHaven't we done it before where County Attorney. Well just let me finish. Let me finish my question. Okay. We've had some times where we have a land use coming in. And we'll see the land use. Then we'll hear the zoning. And then we'll rule on the land use first and then look at Whether they decide to go with the zoning.
Unidentified speakerVoice BOn an M PUD you can do that because you can make the zoning effective Subsequent to the plan amendment being a very good thing. Being a little bit more than a Effective. So you can delay the effective date of the rezoning. You can't do that with Euclidean, unfortunately. That's That's
Marianothe law. If we approve this, it gets sent to the state, then it's going to come back to us for a final approval, correct? Nope. No? This is Small. Well I wanna hear I wanna I wanna see. Well all right, so what what things can we look at with this project?
Unidentified speakerVoice BSo
MarianoI
mean
I'm I'm I'm I'm I'm concerned about the infrastructure in place, especially on Diagonal Road.
Unidentified speakerVoice BSo the question is uh it have you is whether or not the The team has looked at Whether there is adequate infrastructure to support this r this comprehensive plan amendment. Um and even if the current cond if if there's sufficient right away Um
whether the right of way can be upgraded to to handle this and that would be a site plan
Unidentified speakerVoice CSo I do have a suggestion, Mr. Chair. Um they do have to do a substandard roadway analysis in connection with the rezoning. So I don't think there's anything preventing the board from having that substandard roadway analysis presented as part of the plan amendment if you wanted to Continue the plan amendment until that analysis has been done. Okay.
That's up to the board. I'm just saying that that date Terry's right. The data on the substantial railway analysis is typically not. presented with a plan amendment. It's usually presented with a rezoning. But I don't think there's anything preventing the board from wanting to see that analysis before you take action on the Plan amendment. But I'll let Terry and the applicant comment on that further. The applicant
OakleyChairwishes to address the board.
Unidentified speakerVoice CMs. Will I?
Barbara WilhiteGood afternoon. Barbara Will Heights, 6327 Grand Boulevard, Newport Ritchie, 34652, for the applicant. Um we are happy to continue it. Yeah, we've this has been a long journey trying to to take this property to industrial. Um when I was hired my client said the staff was gonna initiate this complaint amendment. So I'm glad to hang in for the journey and make sure that any uh issues are addressed. We can agree to a month continuance and we can uh work with staff.
MarianoOkay. Thank you.
Unidentified speakerVoice BWould you continue? Mr. Chairman, since it was advertised for approval, I'd see if there's any other people who want to comment knowing that
OakleyChairit is a public hearing, so does anyone else here wish to speak to this item?
Unidentified speakerVoice ANo one has signed up on this item.
OakleyChairOkay. No one signed up but on WebEx? No, sir. No sir. Okay. Anyone in the room wish to speak to this item? C M L One. Move to continue. Time
Unidentified speakerVoice Bcertain. Um So You only have one the question is are you going to continue it to your Dade City meeting on the twelfth of November or whether it's going to
The tenth of December in Newport Ritchie.
MarianoI'm okay to the next meeting in Dade City. Uh there's no one here speaking in opposition of it, and I think that will give staff enough time to bring it back a little bit quicker, which I'm okay with.
Unidentified speakerVoice BSo the motion would be to continue the item to November twelfth at one thirty or soon thereafter is same may be heard. So move.
Unidentified speakerVoice COkay. Can staff comment on whether they're gonna have a substandard roadway analysis done by then? Because I have no idea if they will
OakleyChairthe deadlines are for November twelve are this week
Marianoactually.
OakleyChairSo we wouldn't have time to bring it back for November twelve.
MarianoOkay. What's the December date then?
Unidentified speakerVoice BDecember tenth. The tenth is on my calendar. Is it Yeah. Correct.
MarianoMove to c s move to continue to December tenth.
OakleyChairI got a motion.
Unidentified speakerVoice BSecond.
OakleyChairvote.
Unidentified speakerVoice BNo.
OakleyChairThis you can just take a you can just take simple. We've got a motion of a second. Those in favor say aye.
WeightmanAye. Aye.
OakleyChairThose opposed like that? Clear nut. Motion pass five zero.
