This is item PD twenty-five seventy-eight twenty, the Suncoast Village MPUD, the rezoning request from AC Agricultural to MPD Master Plan Unit Development. for the maximum development of 144 platted townhomes, the associated infrastructure on 19 acres.
It is just south of County Line Road. two miles to the west of the Sun Coast Parkway. Here's the rough location map on County Line Road.

The current zoning map reflecting AC agricultural as well as the future land use. Here is a contextual map showing this MPUD subject site in relation to the overall area. The North Ridge M Pud just to the south, roughly seven hundred Residential dwelling units as well as commercial along the frontage of County Line Road. There are some industrial pieces as well as the Pasco mine that currently exists with a conditional use. Uh as you get more towards the Sun Coast
as well as the C one portion. In between the the purple parcel there, the industrial and the subject site here is the next MP MPD you'll be hearing from item 63. There's one variation request with this MPD from 9016011, street design and dedication requirements, continuation of extreme patterns. for the applicant to not provide an interconnect. to the south. Of course to the south is that Northridge MPD which is already in for plat and doesn't
have an vehicular access there. The applicant was not able to provide one because of that platting.
This is the master plan for this M PUD. This is a pretty basic box, but what you can see more on is this binding MPUD plan here, the binding conceptual plan. in which the park space is centrally located as well as located along the frontage of Uh the County Line Road as well as that reverse frontage road that connects the Northridge commercial portion to this MPUD, as well as to the MPUD that uh butts it, which is item P sixty three. This reverse frontage road A
modification to this reverse frontage road that's occurred over the past few days is that there's an eight-foot path that runs along the north side of this reverse frontage road to allow pedestrian interconnection between this MPD, the MPD that's going to come before you next, and the North Ridge portion. Uh which allows for the pedestrians to access the commercial sites within North Ridge.
This comes to you with a recommendation of approval. Uh from Planning Commission and PDE, but before I conclude here and ask for any questions, I would like to enter onto the record an email from F DOT and their contractors stating that no additional rightway for the expansion of County Line Road needs to come from the south side uh from Pasco County that the improvements are going to be occurring exclusively on the north side in Hernando.

Planning and Development staffI'm not sure which side of the road uh the trail is gonna be on because F Dot is still finalizing their new P D and E, but what they could tell the county as well as the applicant is the only thing that they know is going to be the same between the design that they started in 2009 and the design they're currently working on. is the existing right of way. It's gonna stop on the south side where it currently exists and expand north. I I'm not sure which side of the road the trail's on just because the P DE is still happening.

StarkeyChairDriven on County Line Road when you get over by Um Commissioner Simpson's property. There the multi use path is on the south side of the road. So I don't understand why They're not saying that it's not gonna be on the south side. It or at some point they're gonna have to cross, so I've seen it over there. It's beautiful. Uh I see the applicant's attorney has stepped up to the podium.
Barbara WilhiteBarbara Wilhite, [address removed]. M F you've been s you've done it. I have been sworn yet. F D O T hasn't finished their design. You all can influence their design however you want to influence it. Whether if you want an eight foot path on your side, you should influence their design. The proposal that I made was relating to the discussions that we have with your county engineer. What should we do? And this goes for both projects, Sun Coast Village and Sun and Sun City, what should we do as a project? Should
we do the required five foot sidewalk along our frontages? or something else. And because there's no design, there's no grades and you can't construct something Without any grades. Well you can, but it'll be torn up. And so the thought is the thought was go ahead and do our five foot required sidewalk. Of course it won't go anywhere um because it doesn't have anywhere to connect to to the east or to the west past Northridge. So the thought
is instead of us doing our five foot sidewalk and tearing it up, or you guys requiring me to do an eight foot And tearing it up. What we'd like to do is take those monies. and contribute them to the county instead of paying for things to be torn up. contribute those monies to the county, then they can use it over on Shady Hills Road for a sidewalk improvement that you actually are getting sidewalks on Shady Hills Road. Piece by piece, you're getting those sidewalks done. They'll actually start somewhere and go somewhere. You have schools, you have three schools on
Shady Hills Road. So that's the thought. But understanding that ultimately, when County Line Road is done, You'll get either a sidewalk or a trail, but you all get to participate in that because you're funding, you're helping to fund County Line Road. So that the thought is and the other thing is If I put a sidewalk out going to nowhere, that's gonna get torn up. It's going nowhere. What we did instead is we took our took our eight foot pat an eight foot path and did it internal. So not
only are we doing an eight foot internal path where our children and mothers can safely go between these three projects. Northridge has fourteen acres, sixty thousand square feet of commercial, pretty large commercial area. Sun City, next to this is we're on we're on Suncoast Village now. Sun City has 10,000 square feet of properly oriented buildings, Commissioner Starkey. They're oriented in a manner that I think you all be proud of. And so we put our eight-foot path there. So not only is my client doing paying
for eight-foot path, both clients, within their projects, they're actually, and they're taking the money that they would have spent on five-foot throwaway sidewalks on Calyline Road and contributing it to you. And not just the money for the five-foot sidewalks, about double the money. So the side the five-foot sidewalk along east front is about twelve, uh $27,000, and they're willing to give you a contribution each of $50,000. So that's $100,000 that you can use. on to get more sidewalks on Shady Hills Road where you have a need, you're ultimately
gonna get your county line road done in a manner that you're it's acceptable to you all because you are funding it. So I think it all works really well and is is a good solution for how these projects are constructed. It allows you to take money that would have just been wasted and plus some money and put some sidewalk improvements on Shady Hills Road. And then ultimately you'll have the how County Line Road is done when it's expanded because you're gonna be t first participating. So this is my idea of kind of how to put
this together. I didn't come I came up with it on my own, but I met with your county engineer And he too agrees that those five foot sidewalks would just be a throwaway at this time and thought that it was a better use of money to use the money for something. So I hope that explains what we came up with.

And Barbara I appreciate you working with the county engineer and the owner of the property to to make all this happen or the Incoming. Um And I just wanna make sure was what with the thing when the c concern with staff was they said there was no trail going on the side. But there's at least a path or a trail depending on what D O T picks. So we've got the right-of-way we need.
So as long as I got the right-way and we can take this contribution and build You know we're m we're making an investment on Shady Hills Road now. Seth Weightman up to Bosley, so this is gonna get us up you know, uh quite a bit further, which is good and we can work on other projects coming in to do the same thing. And if Barbara keep on developers helping us out with this, we we'd pr I'd I'd appreciate it. I'm sure we all would.

It's on the south side. So I I saw that um going to an
event over there in uh East Pasco. So we do wanna um be sure that we have Opportunity. But at the right of way saved, that's all that matters. Yeah.

Barbara Wilhitealready had was reduced. It only has three eight unit buildings. The next one was reduced to two. A couple a couple highlights. This particular plan that you saw has two point four acres of parks and open space. What's required is one point four four. So about an acre more of parks and open space. We have nearly double the required visitor parking. We only have three eight-unit buildings, so we have a nice mix of sixes and mostly sixes and some eights. And as we said, we're going to do the eight-foot path on the north side of our connecting
roadway. They're doing a roundabout, just have a nice flow of traffic. So I'm pretty proud of how these projects came together and planned their projects together. It was a unique opportunity and we slowed this project down by doing that. But the end result's a good one. Okay, is there anyone here who wishes to speak against this item? And I would ask that that proposed condition that the commissioner read in you would include that in your motion because it's not in your packet. Okay.
