    Gavin Covey, uh Plain Dwell in Economic Growth. This is the last time you'll see me today and hopefully for the next month. So

    So this is uh PDE twenty six zero two two seven Kinton Development Agreement. Uh here's a location within the county. It's very similar to the previous project.

    Location, Connecticut City as well. As you can see it's a little bit northern a little bit north on Kenton Road from where the April MPD was approved, still within the community hub that we've been talking about.

    So, like the Aprilly DA, this is uh the DA is a requirement of the MPUD conditions of approval to design permit and construct. uh this portion of Kenton Road. So you can see where we're going to do it. The Kenton developer is picking up where Aprilia is leaving off, extending north all the way up To the northern property boundary, building a a roundabout here, and then connecting over to the existing Tendle roundabout. This is an alignment change from what is within

    our current master roadway plan that was approved by the county engineer. We wanted to make sure that we were using as much county right away as we could uh for these roadway improvements. Okay. And I do believe that uh Mr. Schrader mentioned uh the driveway access to the private residential road. For this project, if it's gonna work.

    Okay. you can see another access point uh just about here that'll connect to the existing residential Kenton Road.

    And then again another access point right there for the the residents along King Lake.

    Again, it's the same modified typical that we talked about with the the uh expanded multipurpose pass on the side, both 12 foot. Um just like the Aprillion being consistent with the other two DAs or the other two roadway projects we've been talking about. And again, we wanted to make sure that we tagged a third person for the missing Kenton segment to make sure it got done. So at the developers election, if the Kent Road commercial doesn't go through. We have another backup that could potentially uh construct this road. All right, good,

    And then same thing, this recommendation comes uh from the Planning Development Department to find the proposed development agreement consistent with the comprehensive plan and recommend approval to the Board of County Commissioners.

    Um, Gavin, so the April E DA had a calendar deadline to complete the roadway. This one does not. It just has a the deadline is basically prior to the final plat within the M Pud. Um is there a reason why they're treated differently?

    Can't speak to that. I'll let Clark answer that. Um I think that's uh just You wanna talk about the timeline? Yeah.

    Yeah, I was just gonna clarify the northern section. So it looks like there's uh part of this is a roundabout uh and then will the section that goes uh east west is that replacing Tyndall Road or is it in line with Tyndall Road?

    Yeah, let if I might, Clark Hobby again for the record. Um so yes, uh let me answer that first, Mr. Ponsl Pontlet's the uh The very northern segment, yes, what what staff was talking about, just to be clear, that segment is trying to use as much of the existing Tyndall Road right away. on the north-south segment, the segment of Kenton that we're building in this project, we're using all of our own property again, so we will not be touching the

    existing dirt road segment of Kenton Road that lies adjacent to the lots that are over on King Lake. And again, we did that after community meetings. Um and what will probably happen on that segment at some period of time. is those people could have a private area or if they were to uh get the property uh the right-of-way vacated, they may have even larger lots. But we did it for two reasons at the time. Number one, we didn't want to create an access issue for them during our construction. The

    second of all was because of the you know big width of the right-of-way and the landscaping that we have on our site, we want to create a very large setback for them because they have large lots like the other neighbors do to the south. And off the top of my head, I I want to say that the nearest lots were like it's like 280 feet away. That was all discussed at length during the uh MPUD, but that's how that's set up there. But it for the the the big ticket um discussion

    again Yeah. This project now uh a developer has bought it and we have a lot of approvals for it already. And so we are anticipating Picking up at the same time our neighbors to the south, if they start construction in about two, three months, we would follow immediately behind them and start construction on our roadway segments. Um I have Joe Semeno here to answer any technical questions about that. As to the phasing, the the reason

    it was set up uh not to have a deadline originally, and David, you may recall this from the P U D. there are, you know, there's likely to be at least uh what I know more than one phase of this road. Um we're probably gonna go up um close to where the first uh wetland uh system is in a first phase and then come back and have subsequent phases to that. and it wasn't entirely clear when the northern area was gonna be developed. Um

    And that's why that was put that way in the M PUD. So all we did was follow the language that's in the M PUD about it. Um the the reason the one to the south had the timeline when we originally did it was we knew it had to be built so that this project could have access ultimately down to Elam. Unless the southern one goes first, we have no access other than to hope someone else builds another segment of Tyndall to us. So that's that's how that started. Um again I have Joe here to

    answer any the technical side, but we did have community meetings on this thing and uh Joe went out there a couple of times afterwards and talked to our neighbors because on this segment there was a lot of uh commu well, even before the uh the hurricanes occurred, they were having observable uh Lake level rise. And you know, we're all very sensitive to that because it's it's easy for folks to be worried that, hey, maybe

    something happened at Epperson that changed my world. And we want to make sure that we were understanding what the baseline was that we needed to be engineering off of going forward. And we also want to make sure, and Joe was very good at educating me and some of the neighbors. About what where the water's going from the lake, did it ever discharge um up into our project and through it? And and what I understand from Joe, and he'll probably uh tell me that I'm not saying it correctly, but basically there isn't

    an existing workable discharge from the lake over there based on the the where the height of some of the pipes are occurring. It has to basically go through everyone's uh house to get up to the point that the pipe could work. And it's just I think there's about a three foot difference that Joe explained to me. So we're really in a different basin than the lake. Um but we, you know, we're very sensitive in making sure that we're taking all

    of our drainage from most of it collects and starts around the southeast corner And then it runs up through the large wetland system in the northwest corner and then out to Cypress Creek. But other than that, happy to answer any other questions you may have.

    Clark, just to clarify and 'cause I don't have the MPD in front of me, but I don't know what's gonna happen to the timber or whatever property to your northwest, if that's ever gonna get developed. But Hypothetically, because they hypothetically they need this road for them to develop. Um, if you all weren't ready to build the northern piece, does your MPD require you to at least dedicate the right of way if they needed to build this road?

    One. Uh I think the original plan was they were going to make an exit and an egress or a road that connected the new Kenton. with the old Kenton so that the people that lived on the old Kenton could have access to the the new Kenton. What I would like to see them do is That's fine, but if they could do it on the county property side, which is at the very end of all those rectangular slats. From

    that point north the the county maintains that road. So if they can move that to that and to just leave our road alone. Uh UPS might not be happy, but they'll get over it. Uh also right at the corner there's a S curve. and right at the very front of that uh northeast corner of that S curve there's a Lake entrance for people who live on the road, it's a private entrance. Um We're gonna need to have access to that private

    road. So I don't know if they're going to be able to just put a stop the curb and start it or whatever they have to do. And my neighbors to the north I don't understand if this road is gonna be On the county road. On the north part? Are they gonna Do you know? North part of this road. Where uh Aprelli stops building and the and the the next company comes in Is are they gonna Build the Kenton

    Road that goes straight into The dirt road Kenton? I think they said that they were gonna put it on their own property. Where is their property? West

    Afternoon. Michael Pultoric, [address removed]. Um just a couple of things. First off, Mr. Hobby, thank you. The developer that's taking over the north part of this reverted it back to the original plans, which was the neighborhood center. Shopping, uh, grocery gym and the uh very tall apartments in the middle of all of this went away. So we're very grateful for that. Thank you. Um

    again it would be very nice if there could be some proactive work in these roads because the um timing and phasing of these roads, everything's already been approved and the homes are already there. So we're we're chasing our tail if we're gonna build a road that was designed without any of that planning already approved and and in the works. This road technically can't come fast enough because it

    is not fair that all of these res residents that keep up this single lane dirt road that is on their property They, we all, are the ones that have to clean the trees, clear the trees, keep the road up and um and it it's not fair to those homeowners to have all of the inadvertent construction traffic driving on their private property to get through to Elam. So uh Some proactive talk on the four lanes right away would be fantastic.

    There was one there was one request that we did make that I guess it it wasn't uh feasible for some reason was to move the entrance onto the existing Kenton further up so that it was balanced for all of the homeowners on the east side. Um and that I would I would love to be able to have that discussion. But um

    I haven't heard anybody talk about it yet, but the existing Kenton Road residents. If the two sections that are going to not be Kenton Road end up getting renamed. The residents would like a say in if the county renames it uh what the name of that road's gonna be or potentially taking it back to the original name which was uh King Lake. So it hasn't been discussed yet, but if if either of those two

    sections get renamed, if the residents can be openly included in that discussion, that'd be fantastic. Thank you. Okay. Thank you.

    But I think you know we did maintain all of the existing connections when you go

    Which one is the pointer? Let's see this one. Yeah. When you get to the the northern end of the Oprelli project, there's like a ninety degree curve. right there in the existing condition. we're not blocking any of those people off because that's how the people who live to the south and in the west have to get to their property. So that was something we talked about with staff and with the neighbors eons ago. That's being maintained. And again, what happens here is, you know, all the curb

    cut right here that was just brought up, that's already actually been approved. We have approved construction plans for that, so that's already pretty well baked. But the idea up here is the existing tendle is going to come over here, and the reason for the roundabout is to create a functional new access point to the existing tendle to bring. Bring it across here and connect with Kenton. And that didn't really occur in the previous plan. So I really feel like, you know, again, we've heard all these same comments before and

    that's why we met with the neighbors the years ago to work all this stuff out. Um if there's any technical questions that you have for Joe about it, um um he can answer 'em but I think most of these things we we've already baked into the plans all along. Okay, great.

    Right. Maybe a better question for staff, but do you know if the vision off this is not regarding your property, but do you know if the vision is to extend um that section that you're building to the west towards McKendry. So it's basically due west.

    Well let me I forgot one other thing I was gonna say. Uh our Mr. Polterac was talking about, you know, maybe we should build four lanes now. I don't wanna speak for Nick, but we have talked about this b both on McKendry and this project and I think Not to put words in his mouth, but he feels like we need to see a lot higher traffic volumes before we four lane either one of those roads and we are building McKendry, the first big segment of it right now, uh for the hospital. Uh and it's gonna have

    uh it has a small gap now that we need to figure out so that there's no more dirt segments left. When that gets built, you know, I'm I imagine that's gonna take a lot of the traffic off of this area. But also, and and Joe was reminding me of this on this project and the one to the south, they've been designed to build the outside lanes, and with the new cross section that staff asked us to work with, it's going to be very easy for the county or some other developer to come back later and

    build two more lanes on the inside. That was part of the reason for the redesign that staffed. We avoid uh avoid a bunch of the curbing and stuff that would have been more expensive to take out when lanes three and four are later built. So what I'm well I'm sorry, I'm not sure.

    But I was just curious if that if that's the vision to go uh continue going to the west.

    Yeah the county the county owns the property and the intervening segment to get from there to McKendry. McKendry. So yeah, I I don't know when staff plans on on building that or if another project's obligated. I'm not sure. Yeah. Thank you, Hawk Clark.
