   1:27:35Good morning, Commissioner. Christina Cordone, Assistant Director of Parks, Recreation and Natural Resources. Sweet, they're right behind me. Um So I'm here to present uh a general fund request for the Gulf Harbors Neighborhood Park. So um if you look at the map the red area that's the neighborhood park um and then the boundary around it that's the boundary of the MSBU. There is a thousand eight hundred and forty-five units within this MSBU. So in uh 2022

   1:28:06an ordinance was adopted creating the Gulf Harbors MSBU and in 2023 the initial assessment uh rate was set for the MSBU which was $100 per assessment unit for the 1,845 units. That's been the assessment rate. That was to cover half the purchase price for the property as well as maintenance costs and kind of just administrative cost with an interest rate of 3.25 for a five-year

   1:28:36term. Since the assessment rate was set for $100, we've been receiving requests from the communities for some capital improvements, as you heard during public costs. Comment, dog parks, walking paths, improvements on the parking lot, things of that nature. And as those requests have come in, we've also realized that the price of you know the cost of these items have continued to increase. So in uh August, this past August, we kind of had a a workshop with the advisory committee to determine

   1:29:06how do we move forward with the assessment rate and And the request to add capital improvements for their property. And so we held a poll this past winter from November to January with the community and gave them several options on how we could kind of move forward. So some of the options were or the oh, I lost my paper. The four options were increased. The assessment rate, modify the existing

   1:29:37E-Lamp term to basically extend it for 10 years. Option number three, which is what the advisory committee ultimately decided, which was modify the existing E-Lamp term and then t request a general fund transfer. And then option four was kind of just to leave it alone and do nothing. So the advisory committee did receive that poll information and they voted to move forward with keeping the assessment rate at $100 and then requesting

   1:30:07a general fund transfer for the Harbors Park, which is the Gulf Harbors Neighborhood Park MSBU fund. That way they can expedite funding capital projects. As of right now, the way the assessment is set, they don't really have a A lot of money um in the bank that can kind of roll over so they can move forward with building capital improvements on the property. So here is the transfer official request. So it would be to up to keep the assessment at $100, modify

   1:30:38the existing five-year term, and basically create a new 10-year term for them at $100. And so that would that would and request the general fund for $887,000. So that way they can start moving with Building some of these improvements.

   1:31:01Um yes, and thank you. Uh we've been working on this very hard in our in our community. Um If uh if you could like put up a map of West Pasco, you would see that there there are no parks anywhere near our community. And so this is so so important for the residents to be able to walk their dog or their little ones as you hear our neighborhoods getting younger and younger on their bikes. There there's no sidewalks, there's no bike lanes, there's it's

   1:31:31just very narrow roads and then you're off the pavement. I myself have almost hit people twice. So this park is really important to the community. Um they're willing to pay for it. Um And and if we kept going at the rate we're at, I think it's I don't know. We just paid for our parking lot to be paved. repaped, which was torn up by the trucks during the hurricane, if I may add. That's where they did their staging. But it was in bad shape. So but with without

   1:32:02this, there's there's no way for us to do put anything in our part. We don't own it. The county owns it, so we can't get a loan against it. It's just really the only way for our community to move forward. Uh i if this were being developed today, the developer would have been required to put in a a park. and and some amenities for the community. But um because this is an older neighborhood, um we're very fortunate to have this MSBU set up and we're willing to uh

   1:32:32pay the interest and the the fee to be able to get some uh some amenities so the park can be used. So

   1:32:40I'd like to chime in on a couple of things and I and I'm happy to see it coming forward and something that's been very important to the residents. Um the interest rate they had before was three point two five, now it's going to three eighty five. I mean market rates could drop down again, you know, depending. I'm comfortable with them keeping a 3.25 rate. It's gonna be a it's a great benefit and let them have more capital for later on. And I also think we should take a look at, as you just mentioned, Commissioner Starkey. When we

   1:33:10had a Uh if if it can work. When we have like hurricane damage from all those vehicles that were being parked there, it was a s it was a station and it was an important station. I think if there's a way, staff should try to find a way to be able to pay for all that damage that was done for that parking lot. And if there can be with DR money or some other source Um Not not come out of the general fund. And there's a some way to get reimbursed for that. I think it's appropriate. And I think if we make mention of that now, we can do it. Won't be supplanting.

And if there's a way to make that happen as f as as far as supporting this, I'd like to see that get written in so it does show clearly that we did. asked for it to be taken care of. Yes. We tried to get that reimbursed by FEMA and it was declined because the road their opinion was their the roads were in so bad yeah they hadn't been kept up and so there was no way for us to demonstrate that the storm actually caused the damage.

   1:34:38Well the residents didn't have to pay for the road to be fixed in front of their house. That's true. The county paid for it.

   1:34:45Right. So and again the I think there may be a different leverage situation with the D R funds compared to what we tried before with FEMA. I think if you go this way here there may be opportunity. I think it's worth a look and if we can get it.

   1:35:05I mean that was every penny we had saved up and that little bit of extra over three years of the our middle.

   1:35:13But I'd like to see the rate at three point two five and like to see us trying to get the funds included to get the reimbursement for that right away. through the DR funds or whatever the source we can use. Not the regular femur approach.
