    Mariano

could you just ask if that person that's here is in support?

    StarkeyVice Chair

    No.

    Mariano

    StarkeyVice Chair

All right, but I will do that on

    StarkeyVice Chair

All those in favor? Aye. Aye. Opposed? Aye. Uh Commissioner Fitzpatrick said aye quietly. Okay, uh one twenty.

    Unidentified speakerVoice A

Item one twenty P one twenty I have Ralph Brown.

    StarkeyVice Chair

Signed up. All right. We're gonna get a presentation first on what we're talking about.

    Unidentified speakerVoice B

Ends the call by the public works.

Uh this is item number PW22032, Arcola Avenue, PVS number 3404. This is one street is counter-maintained, and the estimated cost is just about $229. $230,000. The maximum cost for ERU is $9,033.80. The discounted amount is $50,659.92. The maximum cost per ERU after the discount is $7,025.35. Um

in terms of the number of possible votes there were 31. We got uh six um responses. Um three were in favor and three were against. And in terms of the repayment period, they saw a ten year uh period and a three point two five percent interest rate. This is a location map US nineteen to the uh west and um Oh. What's that uh To to the east. Yes.

Uh this is a couple of photos of the road condition. Another one and um the staff recommendation is approved.

    StarkeyVice Chair

Okay. Um, come on up, name and address. And were there four people signed up for this? No, for this one just one. Okay, just one. Is there anyone else that's gonna want to speak to this? Because we have a big day. Please line up behind this gentleman.

    Unidentified speakerVoice C

I'm Ralph Brown. From [address removed]. Um I want to thank the board. of commissions for allowing me to speak against This project So on Carl on Carla Avenue, you have a bunch of small businesses. And some residents. And you have three major trucking firms. Two cement companies and the and the garbage company. They run hundreds of Fifty to a hundred minimum. hundreds of semis up and down this road. For the last twenty

years we watched them destroy it. It was put to vote a long time ago, the community voted it down. Okay? Uh now we're being told that we're gonna push it through and we the small businesses are gonna pay the same share that these three major trucking firms. Now let me put this in your idea. Let's suppose we went to your house. And we moved three trucking firms on your block. And they ran fifty to a hundred trucks up and down your road and destroyed it. And they said, Oh, now we need to pave it. We'd like for you to pay for

it. Okay? Well we think if the either let it go just like it is it works just fine or either the county pay for it or the trucking firms that are destroying it pay for it but not make the small business and the residents pay for it. Thank you very much. I strongly urge you to vote no.

    StarkeyVice Chair

    Uh the next, please.

    Unidentified speakerVoice D

How are you guys doing today? Uh my name's Douglas. I got [address removed]. I uh

    Unidentified speakerVoice A

need your last name as well, M Say what? I need your last name as well. Lee. Douglas

    Unidentified speakerVoice D

Lee, thank you. Sorry, I've never done one of these things before. But uh I was the one that proposed to get it paved. Uh I own a small business on there and I have a like the gentleman before, the the truck the garbage company lives on the road. They run a hundred trucks up and down today. There's two concrete plants on that road. Every entrance to the concrete plant, the trash company. It it's all, you know, ate up pretty good, uh But I'm having a problem getting certain deliveries and it's beaten up my trucks

pretty bad and I don't know what to do. I've tried calling to get fixes and stuff and I I was informed I had to try to petition to get this paved and I went this way and I uh it got sent to I don't know, Pasco for pennies or something to get the road paved through the pa the county and then it didn't get paved and So I don't know. I just need it pay I need a clean road to drive my trucks up and down is all I'm asking for. I'm not, you know, so

    StarkeyVice Chair

All right, thank you. This is a tough one. Can I ask my question?

    Mariano

Yes, sir. You were the petition leader, but talking to Ainsley as I and I drove out on the road the other day, you were actually You didn't actually put your vote in though, correct?

    Unidentified speakerVoice D

Yes. Uh when they came through I called the county and I talked to some uh person at the county and I was asking questions about it and I came actually to the the last uh the workshop. I was the only one here at the workshop and I talked with uh the gentleman over there and uh I told him about how what I was kind of informed of so it made me feel like Uh It didn't

really matter on the situation. I I don't know.

    William Gillis

    Wait.

    Unidentified speakerVoice D

Sorry, I I just I called the county, talked to him and I feel like I was misinformed on what was supposed to happen for the road. And if c come to find out I maybe didn't get to his department, I got to the utility department or something. So

    StarkeyVice Chair

So if I understand right, you were the petition leader and you didn't vote and your vote would have been a yes. Yes.

    Unidentified speakerVoice D

    I would have

    StarkeyVice Chair

    been four to three.

So you it would have been five to three.

    Unidentified speakerVoice D

    Yes, ma'am.

    StarkeyVice Chair

So are you gonna um uh you know it's interest it's an interesting dilemma.

    Unidentified speakerVoice D

    Like they were talking

    StarkeyVice Chair

    I

    Unidentified speakerVoice D

talked to him about what they're supposed to do, take two inches of you know, the top layer off. I've measured holes that are eight inches deep on that road.

    StarkeyVice Chair

Well, okay what Ainsy, what kind of Um project are you gonna do here? Considering there's large trucks driving on this right?

    Unidentified speakerVoice B

The first thing we're gonna do is deep base for those spot holes. We're gonna shore up the base and then we're gonna go through and mill and pave um with two and a half inches asphalt. We're gonna put that down in two lifts.

    StarkeyVice Chair

    Commissioner Mariano, it's your district.

    Mariano

Yeah, is that is that standard asphalt or is that a little bit extra? extra? Sorry? Is that the standard asphalt two and a half inches, or is that extra?

    Unidentified speakerVoice B

    Okay.

    Mariano

What what would the difference be to go in a little bit more to go to three? Sorry? What would the difference be in a little bit more going to three? So I think that's a good thing. From two if you went to from two and a half inches to three.

    Unidentified speakerVoice B

Um it's not significant and that should be taken care of in the contingent.

    Mariano

Okay. I mean I'd like to see us go a little bit heavier duty. Um we c I I mean I don't mind reaching out. It's I know um it's Republic and it's preferred and was it Arg Argus that's the other concrete company? And we can ask them if they'll contribute more to help us to go build the thicker road, which they may like as well. We'll make it voluntary. But the way it is right now, I'd like to approve it going to the three inches for the bank. Yeah.

    Moore

Matter chair. Yeah. Quite sure. So

    A wastewater?

    A wastewater, two concrete companies.

And how many concrete companies? Two. And then again, how many businesses total on this road and how many residents?

    Yes. Thirty one.

    StarkeyVice Chair

And this gentleman has two, so

    Unidentified speakerVoice B

I don't have it broken down.

    Moore

How many EDUs? Sorry? ERUs. Uh

    StarkeyVice Chair

    the businesses are paying.

    Moore

I just want to make sure he said he said

    Unidentified speakerVoice E

a lot for the year he is

It says there are twenty seven lots, two twenty five point four two ERUs. Yes. Okay.

    StarkeyVice Chair

Go ahead, Commissioner Oakley 'cause I I uh so does a truck company pay the same amount on that road as a Two thousand two thousand square

    Unidentified speakerVoice B

foot house with one the assessment is based on the size of the parcel and the zoning. So

it's not dependent on what they're we

    Moore

understand that. But the but we're what we're hearing what we're hearing from one person is the majority of the load on this road is coming from possibly two, if not three, Businesses. You can't talk from the audience. I know you're waving. I I apologize. I'm sorry, sorry. Um but I if I'm not correct, that's true. I'm hearing yes, I'm seeing some heads nod. Right. So that's that's where my concern is. So we have a major we have um we have and again love businesses. We appreciate the businesses

being there, but if we have three that are the major impactors of this road

Yeah, I don't disagree. I mean if this guy's just driving a car or a truck to work uh you know, a regular truck to work every day and they're putting a hundred loads Yeah. H these are high weight loads as well. That that if you're on a major highway, you're running through You're having to get weight every day. C travelling up in the highways, right? Well they're not on this road. And they're putting put let me finish. They're putting a huge impact on this road. So that's what that's concerns me. They

shouldn't pay the same as these people.

    OakleyChair

And this is about your concern, but the fact of it is our ordinance doesn't separate businesses from residents as far as paying for the a PVAS road, do they?

    Unidentified speakerVoice E

I think Well the your your ordinance creates an equivalent residential unit It but it does not take into account Right. And intensity of the use.

    StarkeyVice Chair

    That is an oversight.

    Unidentified speakerVoice E

    Yeah.

    StarkeyVice Chair

That we will need to address. Hopefully we're going to do something different than PVAS and we'll address it there.

    Moore

Madam Chair, question for the Commissioner Mariano. Would you be willing to continue this for today and reach out to those two businesses and see if they would have a willingness to contribute possibly more to the again, to the effect of, you know The the everybody's having to pay the same amount for but not having the impact on the road.

    Mariano

I I like that idea. Um I was going to try to do that anyway, but I think it's probably better if we do it that way, so this way when we vote on it, we vote on it once. All right, cool. Make

    Moore

    a

    Mariano

motion. And I and I think they'll go through and they'll probably work with us because we can even do something if we do a full depth reclamation and give it a solid base and then put three inches, they'll know for many years down the road they don't have to worry. So

    StarkeyVice Chair

Fitzpatrick wants to say something, so hang on one second.

    Mariano

So when I get small businesses like Mr Brown who's out here was a great sh great boat builder um as well that uh it'll it'll help

Uh check them online. But as a you know great businessman like that, we want to help them thrive, so I think that'll help uh with everything coming out. So I'll be happy to do that. But

    Fitzpatrick

I'll defer. I just feel that we should be taking it into consideration the wear and tear on the roads. And then also, did any of them start their business there and pay impact or mobility fees? Because I would think that should be taken into consideration.

    Unidentified speakerVoice E

No. fees don't go to that yeah that

    Fitzpatrick

    area

    Unidentified speakerVoice E

well they don't yeah they they're capital capacity improvements not retrofitting

    Unidentified speakerVoice F

    the mobility

    Unidentified speakerVoice E

fees I mean yes yeah all right

    StarkeyVice Chair

    so commissioner

    Unidentified speakerVoice E

motion Mariano do you have a motion I will move to continue second to January twenty fifth is your uh twenty twenty two is your next Newport Ritchie meeting If that's where you want to put it.

    Mariano

    Second.

    Unidentified speakerVoice E

    Again.
