    Unidentified speakerVoice A

Good afternoon, Commissioner Commissioner, excuse me. My name is Chris Hanning, Senior Engineer with the Department of Public Works. I'm here to uh present P W 220107.

This is for the uh P Bass number thirty-four eighty six, paving of Prigham Road. It's one street that is currently unpaved. The total estimated project cost came out to about $358,500. That brings the maximum cost per ERU to $33,787.55. The discount amount was $89,800 $622.03, which

brings down the maximum cost after the discount per DRU to $25,340.82.

Uh we had uh 16 uh votes, possible votes. Thirteen uh responded to the petition. Of those 13, nine voted in favor, which is 69 percent, four voted against, which is thirty-one percent. Uh there will be annual installments payments for 10 years at a interest rate of 3.25%.

It's located in East Pasco County between Reed and Lake Iola Road. It's north-south

Here's a picture of the current condition. road

    Kathryn StarkeyChair

    picture that's a paved road

    Unidentified speakerVoice A

    Kathryn StarkeyChair

    oh unpaved

    Unidentified speakerVoice A

    I'm sorry I hope I didn't misspeak wow that's

    Kathryn StarkeyChair

    really deteriorating

    Unidentified speakerVoice A

    I hope I didn't misspeak that's unpaved yes

    Uh sta staff recommends approval.

    Kathryn StarkeyChair

Yeah, okay. All right, um, board members, any questions? Okay, is there anyone here in the audience wishes to speak against the PVES?

    Kathryn StarkeyChair

    I have Don uh

    Kathryn StarkeyChair

    Yeah this is not

    Kathryn StarkeyChair

    Dan.

    Kathryn StarkeyChair

I know, I'm just asking. You don't have to come up if you're foreign. That's all.

    Kathryn StarkeyChair

I can't read your last name, but if you would please come up, Dan. Thank you.

    Kathryn StarkeyChair

    Okay.

    Kathryn StarkeyChair

Didn't you see what I was trying

    Kathryn StarkeyChair

to do? I was trying to move us along.

    Unidentified speakerVoice B

Good afternoon. Um I'm actually Asking three things. One um Sorry,

    Kathryn StarkeyChair

you have to say your name first, then your address and

    Unidentified speakerVoice B

    um

    Kathryn StarkeyChair

    then you can't.

    Unidentified speakerVoice B

    Dan Haberley.

    Kathryn StarkeyChair

    Thank you.

    Unidentified speakerVoice B

    It's that [address removed].

    Unidentified speaker

    Thank you.

    Go ahead.

    Unidentified speakerVoice B

Okay. Um lot thirteen on Lakeside Lane. Has been assessed. And I'd like to get it unbuildable. Due to Pasco County offsets for a well in a septic tank and existing septic tanks and the water line.

So there's seventy-five foot offsets from subject tanks and the um high water mark. So there's no way to get a well out there in which case there'd be no water. So So that's one of the things that I'm going to do.

    Kathryn StarkeyChair

So is um is this lot adjacent to do you live on this lot? No.

    Unidentified speakerVoice B

No. I live on On [address removed], which is kind of behind. Like Govita, clearly.

    Kathryn StarkeyChair

So Ainsley, will you show us the lot and see why you're assessing it, please?

    Unidentified speaker

    How

    Denise

    do I go back?

    Kathryn StarkeyChair

    That is Northridge.

    Unidentified speakerVoice C

It's the extreme right green lock, the green the one that's called green.

    Kathryn StarkeyChair

    The little thin one?

    Unidentified speakerVoice C

    Yes.

    Unidentified speakerVoice B

    It's

    Unidentified speakerVoice C

    fifty

    Unidentified speakerVoice B

    foot wide.

    Unidentified speakerVoice C

And and um this came up at the workshop and I mentioned that um we would check to see if we could verify what you said. Um we also got an a letter from an attorney in terms of um having this assessment removed and I responded by saying if they provide documentation. I cannot present to the board route documentation to justify why we're removing it from the assessment. So if this Documentation comes in.

    Unidentified speakerVoice B

Yes. And we'll send it to you. Um I've got just a schematic where some of the existing septic tanks are and stuff. So

    Kathryn StarkeyChair

but I have a question, Ainsley. Um so it's it's kind of a weird lot. Um That the person that li if the person I guess if the person next door buys that lot. It's still w only one ERU? Yes.

If they ever build anything on it, then they would have to come they're going to be able to do it.

    Unidentified speakerVoice C

Right, but you cannot also have a mobile home on it. You cannot. You can.

    Unidentified speakerVoice B

    No, it's it's D research. It it's a h subdivision.

    Unidentified speakerVoice C

We I have not been able to find any justification. I'm not questioning what they're saying, but I need that justification so that I come back to the board and I say to the board, here's the reason why we're recommending to be removed. Based on the information we have, it has to be included in the assessment.

    Kathryn StarkeyChair

Okay, but there's an opportunity to get excluded once the

    Unidentified speakerVoice C

documentation comes in. Yes, yes, yes. Does

    Kathryn StarkeyChair

    that have to come

    Unidentified speakerVoice C

back in front of us? Well we bring it as an adjustment at a later date. Okay. Yeah

    Unidentified speakerVoice B

they comfortable with that? I was instructed that to come here. Um the other thing that I'd like to request is um we use a uh a cheaper asphalt like we did regrowed. So um it's a less expensive asphalt that they used on Reed Road or you guys approved on Reed Road.

    Kathryn StarkeyChair

Well they they pick the right type of treatment for the right condition. I don't know what's going on here that What kind of road it was?

    Unidentified speakerVoice C

Um we use uh ch double chip seal. That is not in the current paving contract. We no longer double chip seal the road. So we just uh asphalt uh we put up.

    Kathryn StarkeyChair

Any any questions about that? No. We can't put it okay. I think I think we're kind of stuck with what we've got.

    Unidentified speakerVoice B

    Because that's

    Kathryn StarkeyChair

    what we

    Unidentified speakerVoice D

    are

    Unidentified speakerVoice B

putting in. And then my last one is is to um you guys vote out this ordinance that says that if somebody has to pave a road that everybody has to pay for it, especially when Penny for Pasco isn't interested in it. But that's neither here nor there.

    Kathryn StarkeyChair

Right, wait, say say your statement again?

    Unidentified speakerVoice E

He's asking you to use penny for Pasco money on the

    that's

    Unidentified speakerVoice B

    the

    right-of-way.

Private road everybody has to pay for it within fifteen hundred feet of the road.

    Unidentified speakerVoice E

But you can't use infrastructure the sales tax for these types of roads. That's all I'm saying.

    Unidentified speakerVoice B

And right. And I I agree. In which case. You see how nice that dirt road is.

    Kathryn StarkeyChair

Well we're um we we are working on a way to change the way we do this, which we should see uh in a few months. And eventually we won't do it this way. No one likes the way we do it. Um but in the meantime Be be be lucky, be happy, you're in the pipeline, that's all I can say. So that it will get done in your lifetime.

    Unidentified speaker

    Ha ha ha.

    Kathryn StarkeyChair

Okay. Thank you. I'll take a motion. Yeah.

    Jack MarianoVice Chair

Um Angelie? Yes, sir. So we look at his lot. The N-green one. What about the lot right beside? It looks like it's the same dimensions.

    Unidentified speakerVoice C

    Sorry?

    Jack MarianoVice Chair

The lot right to the side of the good looks looks like it's got the same dimensions.

    Unidentified speakerVoice C

Yes, but it has a dwelling on it.

    Jack MarianoVice Chair

Yes. Very good. I'll set it.

    Kathryn StarkeyChair

    I'll take a motion.

    Jack MarianoVice Chair

    I guess.

    Unidentified speakerVoice B

Back to the um West. Is that the one you're talking about? That has a well on an antiseptic tank.

    Jack MarianoVice Chair

So it's so it's buildable. Yeah we it's already done the other.

    Kathryn StarkeyChair

Aye, all all in favor? Aye. Did you know? Is that our last one?

    Kathryn StarkeyChair

    No. P one hundred.
