   3:19:55Good afternoon Commissioner's easy call at public works. Uh this is the agenda item for our CEDA, PW230037, PVAS number 3510. There are seven streets which are counter-maintained and paved. The total estimated cost for the project is approximately $1.34 million. Um, in terms of the maximum cost per ERU, that's $11,097.56. The discounted amount is $204,285.37.

   3:20:28The maximum costs per ERU after the discount is $8,573.17. There are 123 possible votes. Um we got a response from 60 um property owners. Um 43 of those were in favor of the project and that's about 72%, and 17 were against the project, and that's 28%. Um annual installments over 10-year period, and the interest rates is at 3.25%.

Why the the residents of the community did vote to go ahead with the road paving project, I believe it was based on some information that may not have been accurate. at several of the board meetings in in our Aristida community prior to the vote, the community president relayed certain conversations that he had with uh Commissioner Starkey that if we went ahead with the ro the road project, we would not be under the

   3:24:01Um Michael Cox uh [address removed]. Uh When When Amy and I decided to build a home we had certain requirements for that home. Number one, it it had to have a roof on it. Num number two it it had to have a um an air conditioning. It also had to have hot water. and it had to be on a paved road. Now, twenty two years later I've replaced a roof. I've

   3:24:31replaced the air conditioner. And I've replaced the hot water heater. Twice. It's time now to replace the road because the road is deplorable and it just needs to be replaced. Um the the P VAS passed you Overwhelmingly. Um we have been working with the county staff for a while to find a solution to some drainage issues that we have, right? We have some pretty significant problems and we believe that the fix

   3:25:02is going to be a combination of help from the county, the HOA, and um individual homeowners. And and I am the HOA president. And I will tell you that the previous gentleman His concerns um Is I'm not exactly sure what his concerns is, but I put out in writing to the community that We wanted the community sub to support it because the roads need to be paved. but we were hoping to be able

   3:25:32to fall under the new MSTU if it works out that way. But the bottom line is the roads need to be paved. And for what I heard from P one hundred today, it sounds like we will be falling. under that new MSTU. And so that's my my other item is I would like to ask that, you know, our notice to proceed be issued after the MSTU goes into place. And to Commissioner Oakley's question earlier,

   3:26:50we don't know where air seed is gonna fall in from the old PVAS or to the new MSTU. And um but if we were in the old system of PVAS we wouldn't be double charged. So so um but if we So that I I can't guarantee to anybody what the future is, so I think I was misrepresented, but I just wanted to let that

I mean the new MSGU as well. So uh I don't don't feel anything at the mic the microphones and tapes are out there that to show what we've done even up here at the meeting. So I wouldn't worry about that part.

   3:28:55Yeah, for clarity's sake, the the board direction for coming back in March is to come back with a plan on how we unwind PVAS. And the intent of that is to make sure that folks aren't double charged. So how do we retire the PVAS debt and and transfer over to the MSTU? So we're still working those details out, but that is the intention.

So all the input for all the things, whether it be dirt roads, drainage, or just timing of a previous assessment, all of it's gonna get factored in.
