introducing myself to those of you don't who don't know me, my name is Scott Tremblay. I'm a local attorney, but I also serve as the mayor of Port Ritchie. Um and Port Ritchie has a lot of exciting things and a lot of things going on, a lot of positives moving forward. And one of the Biggest parts of Port Ritchie that I think there's a lot of interplay with the county is our waterfront overlay district. That's a place where we have a lot of uh folks that come through there and it's not just uh people that live in the city, but it's people that live in the
county. Um so it's one of my primary focuses as a mayor to to kind of improve and and to move that in in a forward direction. The first document you see in your packet is a resolution. It's uh 21-01. Um that's been renamed Tacody River Landing. Um we we've always called it the Waterfront Overlay District, but it really didn't fit with the area. And I think as we make improvements and we redevelop that area, having a name that we can advertise and be proud of is something that's important to us. So we've renamed
that as we start to talk about studies and improvements, including signage, lighting, pedestrian traffic. regular traffic patterns um and all the things that we normally would address when we go into uh a development of a project or that kind of a project. Um I guess before I go any further, I also have a map that I can put up so we can work off a map. Um I have it on a on a drive. I didn't know if that can be put up.

The next document that you have um relates to our CRA. Um it's uh board meeting notes. Um And one of the things that we've done recently as a city is we've looked at our CRA and our funding and where we want to go as a city with our CRA funds. Our board had also had some Restore Act money that, as you guys know, was use utilized to dredge canals 1 and 1A, which is the main canals that link our Bayou
into the boat. Docks and the river, so it kind of links everything together. Um, and that is in the hub of the Waterfront Overlay District, or what we call Cody River Landing now. Um that having been said, part of that project we set aside $200,000 of CRA money to go along with the money from the Restore Act for the dredging project. Our city has also in our board has has voted to move forward with redevelopment of the waterfront overlay district. And as you can see, we've hired Ayers
who is an engineering firm to begin our feasibility studies. Those studies have been ongoing and we have a complete completion date of approximately uh two months from now where we'll have a complete feasibility study. Um as you can see on the map, and I'll direct your attention to the map because I think it'll be easier to work off of Uh the feasibility study encompasses the entire waterfront overlay district or what's gonna be considered Cody River Landing. Um and you have that main inn um which com
comes in from If you look at Grand Boulevard as the main entrance in, then bends around through treadway and then wraps around to the waterfront area. Some of the things that are in that engineering study in the red area, we're looking to put a multi-use path. That will go through the entirety of the waterfront overlay district. That multi-use path is important and one of our biggest concerns is the safety or pedestrian or public safety. And obviously
having a multi-use path or walkway will ease some safety concerns for folks that are down there walking around. One of the other concerns is going to be lighting, which is also going to be addressed. There's all the infrastructure issues which are addressed. So all those have been baked into the study. One of the other things that's important to the city is there's a lot of businesses that are down there already that have invested a lot of money. Um you have Hooters, you have Whiskey Joe's, I think Gildogs
is down there. So you have these businesses that are really ahead of the city at this point in in development. Um and that's one of the decisions to move forward with developing that area. Um so what we have is we've already had one workshop with the owners of Of those uh those businesses, and we have another workshop coming up uh sometime in the beginning of February. Um so those are all the kind of the different things that are going on with that project. Um, and one of the reasons I I wanted to bring that to the the county
today is because uh as we utilize some of our CRA funding, um that area has always been blighted. There's There's really not proper lighting, the the roads need to be developed. So we felt that was the best way to utilize our CRA funding here in the next in the near future. So that was the the direction that the city's headed. And with that, the last um packet is just some of the notes and minutes from our meeting. Um and it goes
to echo what I've already said where the rest of the board, which um would be the other four council folks, I'm excited about utilizing um funding from our CRA into the Waterfront Overlay District. Um there's some other projects that are going on just to give a brief update. We've approved the Ritchie Road extension, which will extend the road in front of Walmart all the way down to um Where it dead ends into the waterfront homes and that should alleviate some traffic issues and and also help with infrastructure
and drainage and flooding. Um flooding is a big concern that we have and obviously as we build roads and and infrastructure it eases some of those. That will not be CRA money, but we have collected and saved um impact fees from some of the developments that we've had have had going in. So we certainly have funding for for that project as well. Um that is not CRA, but like I said, that'll come out of impact fees. Um so those are just a couple of the bigger projects that that I think that um the the county'll see as as we start to develop.
And with that I just kind of wanted to open either for questions or if you guys have a discussion, I can sit down but I can answer any questions that you guys may have um to the best of my ability at least. Uh
Yes. Yes. And thank you for coming, Scott. Um Uh I love that name, Cody River Landing, and I'm I'm real excited about what's happening down there. I you know, if you were here listening to us talk about making sure we have places that have a sense of place. Certainly um this the Cota River landing area is that place for the west part of Pasco County. It is what the ULI said one of our jewels in the county and we all are um committed to making sure that's the best that
it could be. And I think you see our dedication by working together on the uh sidewalk and the trail that will go under nineteen. And for me that's one of the most important projects in the county, really. Um But I think where we are concerned is the amount of CRA money that may be going to salaries. на not into the i infra st infr infrastructure improvements. um in Port Richey. That's I think that's one area that this
board questions. And the second thing is to have The whole of Port Ritchie included in the C RA. Problem is also a problem. When you have multi million dollar homes out there on the water, how you can how you can legally call them blighted is is a discussion that we should have, I guess. So those are the two points that I wanted to ask you and probably my fellow board members as well.

And um does does while the while they're pulling that up, do any of our staff um have the numbers, I'm sorry I don't have in front of me, of how much where the CRA money in Port Richey is going? Because I think that's what's caused the alarm for us, is the percent that's going into um the projects versus you know, helping the city's budget. You have that? Yeah, I just asked my staff to send it to me, but

Look at where it says where it says the I'm gonna say Coyo River so much easier to say. Um where it says Coyo River. When you look at nineteen and you come up
That section to the light left of 19 and you go up to Bay Boulevard. In that entire area. That's a section that Commissioner Starkey I'm sure she was bringing up. Mm-hmm.
That area? It's not why I didn't want that. I go out there, I have tons of friends out there. I'm out there on a pretty regular basis. I put a boat in in that area sometimes or take the boat out there. So you have all of that entire neighborhood for sure. From where it says Old Port was it Old Port Rose? Is that what it is? I can't even read that.

Old Post Road. Mm-hmm. No we like I know. Yeah. If you look at all the area that goes out into the water and all the areas, all the homes in that area, there's no way that's wide. That needs to be carved out. It needs to be carved out immediately.
There's no there's nothing wide about that area whatsoever. You literally go to the point go to the left point each other, please. So all those ones in there. Up to a million over up to a million, maybe more, some of them. When you go to the point there.

I mean you've got 10,000 plus square foot houses out there, or close to maybe I'm exaggerating 10,000, but pretty big.

Well it looks like we've done well in curing some blight then if it was originally blighted.
But I can tell you that area was never blighted. It was developed and it was actually obviously um Magro and and uh That area. But so that that area is definitely not lying. Now if you go up if you go up deeper in the river, if you want to go if you can zoom out for me a little bit too. Uh Okay, if you if you if you go down more down the river, um yeah there may be a house or two everywhere. Everybody has a house or two everywhere in their neighborhood that's a little out of out of sorts, right? Not everybody takes care of their homes whether
you have an H O A or not. But if you come down the river more, down the Cookie River more and the house is along the water.
You get into Port Ritchie though. New Port Richey there.
Yeah, and once you get down there and before you get to New Port Richey, you know pretty pretty Nice too. So I guess that's you know the just a follow-up under Commissioner Starkey. I I guess sorry, I know you're the person here today, but how can it be just how can you justify leaving an area that I just mentioned within a CRA saying that's a blighted area because it's definitely not, um this is not constitute blighted whatsoever. Um
You know. In a dish, I I don't know, I just don't pay it. You know, I I don't know that to me, being honest, isn't it? Somehow there's an in-around going on there and if we're taking money from taxpayers crowdly wide, that should not be paying into that CRA for that portion. I'm not talking about the rest of the area. But areas I mentioned, that needs to really that needs to be carved out.
Well h here's here's what I can tell you. I I think the C R A uh for our city originated long before um probably most of us were involved. Um and how and why that happened I I don't have the answer.
But but what I can what I can tell you is is is um aboard CRA board, we've always moved in the direction of ensuring that we utilize those funds for blighted areas, such as Waterfront Overlay District is one.
I'm sorry, Mr. Mayor, it doesn't matter how you use the funds, it's how you're drawing the funds. You're drawing them from an area that's not blighted. That's the problem. Okay? You're pulling them from an area that's not blighted. That should not be included. Newport Reggie. Just pulled out a neighborhood. That is even come close. So the approach values of those homes. Not even remotely close if you compare, you
contrast.
So and they recognized that that neighborhood should not be within the C R A boundaries anymore. Walt a million dollar.

Okay, I'm I'm looking at s oh this is from twenty seventeen. Do you mind? Um from twenty seventeen, an article that um Tr uh the since New Port Richey and Port Ritchie began their aggressive community redevelopment efforts 15 years ago, Pasco County has forwarded nearly 22 million to the two cities to combat light. So You know, um I'd like to know what projects okay, what projects have you funded and are completed with
the CRA money in the last Well, since you started it, that would be interesting for us to see, I think. And and in talking to your predecessors and I I know you you weren't there when they made these decisions, but they did make one this year on the recommendation of your administrator. to put a large percentage of the CRA funds towards shoring up your city budget. And that means the rest of Pasco County citizens are funding your city budget. Um
which to me is is an inappropriate use of the C R E fund. So we would really like to see how we can help you fix that. Now again I I want to partner with you guys even as much as we can on the on the Cody River landing area. We will do everything we can to help make that a premier location in Pasco. But it shouldn't be done With the way we're going about it with the uh the misuse of the C RA funds funds.
Yeah. Well I I don't know if I agree with the the characterization is mish misuse. Um from when I came in there were programs in place and even though you have million dollar homes, Port Ritchie is a place where you have million dollar homes but you also had trailers on the water. So Uh
And one of the things that we had as I came in as mayor is there's a grant program and and there's places where you have really nice homes and the next door are really uh not so nice homes. So we had grant money to fix up the not so Nice homes that were between the really nice homes. Um so while a lot of those property values are showing very high, there's properties in the middle that are blighted uh that we've put grant money towards and it comes out of our CRA to to improve those properties. Um and that includes anything from landscaping
work to roofs to windows to anything that's visible. Um and and we did that really to cure blight where you you have nicer areas and you have a home that's not so nice in the middle of two or three really nice homes. Um you know, I agree there's some nice areas, but I also would point out that That uh it's so that there's just properties that that haven't been maintained in the middle of those. And a lot of that is because I I think what you have is you you may have retirees out there that um you know bought their house years and years ago and they're on a
fixed income and and don't have the funds to put the new, you know, to fix up the window, to fix up the landscaping and so on and so forth. So that was the intent of that grant program, and we've utilized that to increase uh those property values and and the look of those properties that are mixed in with uh what uh Commissioner Moore and and Commissioner Starkey are talking about where you have much higher valued homes. Um one of the reasons that's so is because the homes that are between there we've we spent some of our grant money to fix up. Uh so
can I stop you real quick and ask that question? Can you can you pull that map back up for me? So I'm gonna pull the map up. Can you show me where of that area, I'm gonna we'll zoom in, um of these waterfront homes. on canals in the open open gulf that you guys spent C RA money on to fix now I would I will say that um A home that was abandoned within a community, a great community, just
like this. Amazing. They do an amazing job there. Um
in this whole area I'm pointing out. You're th you so what you just stated, you think if one of those homes would be abandoned, this whole area Should be within the C R A?
No, I'm suggesting that we have grant money to fix that that house
up to to increase the value of the round. So that's not my qu I guess that's I'm sorry, Mr. Mayor. That's not my question. Why is that area still within the C area boundaries? That's my question. Well they've already been they've been originally drawn up that way. Why wasn't it carved out? Why has it ever been carved out? Why isn't that e ever been carved out? Of the C R A boundaries. That's my question. This area that I'm talking about here. Why has that never been carved out of the C R A boundaries? How can how can it be justified to keep that area within a CRA
boundary now when it's not blighted? That would be my question.
And I think that answer has to come not necessarily from just me but our city board. In other words, I'm only one fifth just like you guys are of a vote. Um Well,
it has to be a good thing. But you Somebody has to be able to justify why it continues to be within the Sierra boundaries. Well I think part of that is there's the interplay between the county and the city. I don't know. What's that? It has nothing to do with the county. The the the question would be why is this portion Of Port Ritchie that's not blighted, still within the CRA boundary. That's just, I mean, why is it still included in the CRA boundaries? It was set up that way and it's just
never been readdressed. And that's the best answer I have for you.
What's that?
Are you going to start to address that that item of taking those out that are not blighted? Because that's what we're
asking. So if we're going
to
put it on and have a discussion across the I mean
she ought to decide that, but I mean it looks like that needs to be done. No,
but we can certainly have a discussion on that within our council. I don't have a problem putting that on and discussing that. And obviously these concerns are things that will will be raised and brought up.

Steisler, can you do you mind um uh uh maybe you can answer this question? What constitute constitutes blighted within a CRA boundary?

The statute
the statute addresses what what is blighted and there's case law on what is blighted.
not a non-blighted area can be included in a CRA, we ha my office is not researched.
Yeah, I think it's a description statue, not your opinion not opinion from you. If you if you had a description of what's complied so I Mr. Mayor I guess that's just my you know, that's my big pet peeve. I know we have others that want to talk and have some other issues, you know, again how the funding's spent, like Commissioner Starkey mentioned. But my huge my big pet peeve, and I work very closely in you know with with in with Newport Ritchie, had some great meetings, met with their their folks, and we talked through this um and had these conversations about and they agreed that
certain areas of should not be included anymore. And again I'll I'll state that the area that even pulled out recently It doesn't even come close.
The appraised values of the homes that are still included within this area of your CRA. It's one thing, so we know we you talk about some areas are surrounded, right? And they're they're an enclave or something like that, and there's issues with that. I get that. I understand. Because you do have some areas down the river a little bit further, you know, that you have that other issue. Mr.
Moore, we got some other commissioners who want to speak.
Yeah, no, but I'm gonna continue. Okay, thank you. Um but um But you have this s section here that's not surrounded by a blotted area whatsoever. Um that's one way in, one way out, one road. It's it's easy to cut off and that's like you know that that one I just don't get an understanding.

My question is can you go back to the board and can you have the CRA lines updated and improved to make sure it's only the blighted areas within those city limits?
The question is I don't know. I it was originally set up. Um my knowledge of the original way it was set up and how it was set up is fairly limited. Um I can tell you that that's a decision that would have to be made. Like I said, by the board in general it'd have to be a discussion that would become before the board. Um and and that would be the the determining factor in terms of whether or not that could be done.
And Mm Mr. Cameron, can I just answer our question? That c it can be done because Newport Reggie just did. Oh
yeah, they've done it.
Mr. Marana. Thank you, Mr. Chairman Mariano. I think Commissioner Starkey as well. Um in in going looking at some comments that were given back from I think our staff here. Um I am going to read a couple of bullet points that are very applicable to some that hasn't brought up yet, but I think it's very important. As a taxing authority itself, Port Richey required by Florida statute to contribute its CRA trust fund at the percentage set by its own ordinance in an amount not less than fifty percent. So whatever that money is, fifty percent should be coming from them. No more
than ninety-five percent of the tax increment. Port Richey ordinance establishes O two five ten establishes a tax and current contribution to the CRA fund at 95 percent. Clearly I think our county attorney or even our accountants can say that's not happening. In two thousand eight Port Ritchie entered into local agreement with the CRA to reduce the tax increment that would contribute to the CRA trust fund, resulting in an amount equal to three point two seven percent, rather than the full amount in Section 163.
PREN 3B allows for alternative provisions and interlock agreements. So clearly they're not funding even on their own portion what should be going in the CRA. On September eighteenth, twenty twenty. So this just happened now. Tampa B Times article cites Port Ritchie City manager's recommendation to contribute just $31,000 to the CRA instead of the $967,000 contribution required prior to the interlocal agreement. Clearly, they're not spending the money as the way they should be. They're not contributing the
way they should be. Uh that blighted area, like Newport Ritchie, took out their rich area and put it as non-blighted, I think is a minimum what we can ask the city to go do. Um I will say when I saw this the schedule for time certain at 1245, I was very disappointed because there's nowhere near enough time. I think we should discuss this this afternoon after we get done with the first time. Without public hearing, discuss this a little bit more, and make some recommendations on things we want the City to go take a look at and bring up at their own Council meetings. Okay. Because it's twelve ten now.
So I'll just finish real quick one more thing and that's it. And then Mr. Mayor I appreciate you being here.
And can I address this issue? Because I do have some documentation for you guys to look at.
Okay, that's cool. Yeah, I'm just saying I appreciate you being here. You know, I was just hoping that today, because you know when I you and I had some conversation in the past and I thought some of these things were gonna be worked out, and I just was hoping that you know maybe the CR board ha would have met before you, you know, you're you're having to be unfortunately kind of on the hot seat now. But um that's okay. I I I was just hope that maybe you know there was gonna be something to bring bring to the table to us. Okay. Um for example, this, because this is you know, listen, man, this has been talked about for a long, long time, especially this area.
You and I had conversations about it in the past. I was just hoping at least, you know, you're able to bring something to us today. So yes, we've had the discussion. We yes, we understand, we see that that should have been changed. A long time ago. It hasn't. We're ready to be proactive and do it. And I was just, you know, that's what I was, I guess I was hoping for. So okay. But I know you want to refer and respond to that. And duly noted
I I do have uh it's just a three page opinion or document as it relates to um what Commissioner Mariano spoke to and I motion received.

Some of the leading sources and C R A and and folks that set up the C R A um and it and explains um how it was set up and and and it explains how it was funded this year, um which has the uh the statutory for TIF and and some of those other statutory schemes in there and it has uh what the taxable values were and all the percentages and it explains that um that it was funded properly. So I d I wanted to submit that to you guys so you had
that um information to show that Uh I don't know if I agree that it wasn't funded properly. Um so that's uh one of the things that I wanted to give you guys so you could look at that and be aware of how it was funded and and how that was done not only this year but in 2008 it was a similar uh scenario. Right.

No. Mr. Chairman Mariano the same thing, same one that New Port Richey had when it comes to statute about what areas should can be within or not be within the C R A. We'll provide that for you, Jim. And and if you can
w we have a actually we're welcoming a new city manager tonight at our meeting. Oh who w we we just uh Have moved on from a interim city manager and and located a a new full time. So I'm really excited that the city's moving direction in the right direction there as well. Um but one of the first things that I was gonna do is is introduce our new city manager to uh Mr. Dan Biles um because I think that the communication and some of those documents uh passing before uh between county and city um will be well received on the city's
end. Um so we can address some of those issues. Yeah,
we'll make sure that Mr. We'll make sure that Mr. Biles gets that and then we'll have him pass it on.

All right. Anything else? I just make one other comment. As you're talking through the budget as well with with the money was spent. Um When we look at the salaries, et cetera For every one of those salaries, I believe I read that was supposed to have it there's supposed to be an explanation of what the person did to offset the CRA's expenses or how they justified spending the money from the CRA to go fund those positions. From what I read in the documents, and again, I think this is a bigger, bigger discussion that's going to take more time even this afternoon, maybe even coming back again another time, to go
take a look at where that money was spent, how it tied to the person, and if the documentation wasn't provided even for the past year, why hasn't it been done and what is the future plan?
And and and one of the suggestions I was gonna make for the for the board is I uh right now there's an ongoing audit. Um and I think the audit will probably provide a lot of the answers to questions that you folks have. Um and it'll come from Uh probably people with the type of degree that would be bet in a better position to answer that than than m my background is uh not coming from an economical background. So um those are all things that we intend on sharing with the county as soon as we get it. So you guys will have additional information to work off of.
Well you've got questions that we've asked that you can ask your board and if you'll look into it and get us those answers I I think that'd be very much appreciated and Of course. Mr. Biles can talk with your m new administrator coming on the B. So Mr.
Chairman Mariano. Can I make a recommendation?

Thirty days from now, the next time we're in New Port Richey, let's have him back again. In the interim if we have questions, et cetera, we want to get answered ahead of time, in fairness for you, so you're not cut flat footed. Okay. We can feed those to you and then we'd have a discussion. And maybe something like a ten thirty time certain as opposed to eleven forty five might be more appropriate. Mr. Biles.

audit gonna look at the C R A that that the way they're using it? Is your audit gonna look at that?
