Good afternoon, Commissioners. Amy Heiler here with Long Range Planning. Item PDD 210097 is a comprehensive plan, text, and map amendment in the name of CPAL 2012 Rivers.

The proposed amendment is proposing to amend the sub-area policy flu 711 to Rivers and the Highway Vision Plan Map 7-36 to update the sub-area policies and clean up some redundant language. The location is located off of State Road 56, east of Morris Ridge Road, and west of Gaul Boulevard. And the resolution two. This proposal is to provide for a text amendment to the proposed sub or to the sub-area policy as well as Map 2 or

7-36. There is also a companion rezoning that should be coming or in excuse me, a companion rezoning to MPD that should be coming in shortly. You'll see that. Yeah. Slide please. Thank you. Uh the comprehensive plan, these are the policies that the proposed amendment is consistent with.

This is going to be your visual site location, which is located in the South Market area and the urban service area. Slide.

This is also an aerial identifying the sub-area which is east of Morris Bridge and west of Gull Boulevard. It also abuts Hillsborough County.

Your existing zoning is AC Agriculture and AR Agricultural Residential. The applicant, as stated before, is submitting an accompanying MPD to uh master plan unit development.

The existing future land use is PD and there is con also on site. Those are not being changed.

And this is the existing highway vision plan map that we currently have. And then the next slide will show you what the propose. So what the applicant was proposing was to reclassify lane year to a residential, remove Old Woods Ave, and then we all agreed to place a note on County Line Road. If you go to the next slide, please. This is going to be your final view of what it looks like and then next slide.

So the reason why we are providing a note to County Line Road is this is their proposed master plan. The applicant or property owner also owns the subdivision to the south that is in Hillsborough County, and they're proposing to realign the old County Line Road on that property to the south. So basically, what's happening is the Note on our vision road map is stating that if the parallel segment is constructed

in Hillsborough County, they're not responsible to do it in Pasco County. If they don't do it in Hillsborough County, then they would be responsible to do it in Pasco County.

And next slide.

And so this is the transmittal hearing for the amendment. So what we are asking is that you uh uh accept or the proposed uh find the proposed amendment uh consistent with the comprehensive plan, excuse me, and transmit to the Department of Economic Opportunity and other reviewing agencies. The documents that you had just received, just for some clarity on those, um, between the LPA and today's. public hearing we came to an agreement with the applicant on their proposed changes to the map 7-36

and so the new documents the agenda memo the updated ordinance and the exhibit that is provided to you reflects those agreed changes

Mariano. Yep. Mr. Chairman, this is Clark Hobby. Hobby and Hobby PA 109 North Brush Street, Tampa, Florida, have been sworn. We're in agreement with staff's recommendation. Um, most of the text amendment changes that you see. are a reflection of the fact that when the sub-area policies were created for two rivers, there was not a companion MPUD. And as I have alerted the board previously, uh, we're representing the proposed master

developer of the site and there is a pending MPUD that will be to you in a matter of a couple of months. It was filed some months ago. So some of the items that are in the comp plan now, staff acknowledges we can simply move into MPUD conditions. And then there's some other cleanups along the way. As uh Amy rightly noted, the Thomas family owns the property in Hillsborough and has an approved PD there, where the continuation

of the intended county line road concept goes. But in working with Mr. Goldstein, we came up with a solution so that we don't have to build basically the same road twice, but that the county can't be put in a position. Position where a full connection is in place if the Hillsborough County project does go. And keeping in mind that you are going to have MPUD conditions and likely a development agreement with the Thomas family in the same

entity that owns both parcels that would run with the land. So the county has those assurances. And other than that, we agreed. with staff's recommendations, we've worked out all the highway vision map issues and are on the same page. And I don't think any neighbors are here to complain. So we're happy to answer any questions. And I've got my co-counsel Joel too on the phone as well. Thank you.

Just quick, I mean I I had the opportunity to have a discussion with the applicant. And uh I'm in support of this. We talk about uh this looks in the future it's gonna be a really, really nice, very well done master planning community. This is something that um has really been on online for a long, long, long time. It's just it's taken everybody a lot a long time to get here. Um and thankfully for the um Thomas family and um for helping and and some of the other people supported obviously the expansion of State Road 56

was was something that was very, very much needed here to connect, um, add that connectivity to uh Zephyrhills and the rest of the county. And I will say, you know, there is, there are multifamily apartments on this, you know, in the future for this property, which I understand and I'm in support of because this is an area that does not have the opersaturation of the multifamily. It makes sense in a large master plant community. So I'm I'm in support and we'll make a motion for approval.

I'll second that with this comment. I see the road network, and I know it's way too early to see the trail network, but sure would be nice if Trails are just as important as the roads, so let's see trails on

I tried to get that done before they built the road, but the in the design of the State Road fifty six was too far along. to pull that trail off right off of fifty six and bring it If they Clark knows 'cause he we talked about this. If we'd been able to get ten or fifteen more feet from the landowners on the side of the multi-use trail, that trail could have Been a world class trail. But there's still room to fix it.
