It is a the first public hearing for an ordinance by the Pasco County Board of County Commissioners establishing a temporary moratorium 180 days on the submission and acceptance of applications for conditional uses. rezoning, and comprehensive plan amendments proposing to increase multifamily entitlements within the moratorium area, providing for authority. Uh legislative findings of fact, definitions, moratorium area. Temporary moratorium imposed. Duration
of temporary moratorium and severability. And of course there is no action required today.
Next slide. So, in short, the Board of County Commissioners on February 9th, 2021, directed the Planning Development Department to draft a temporary moratorium on the submission and acceptance of applications for conditional use permits, rezoning, and comprehensive plan amendments that are proposing to increase multifamily entitlements within the moratorium area, which I'll show a map in a few minutes. In order to determine whether additional regulations are necessary. And this is so that the moratorium is being
uh affected so that the ability we can accurately calculate and determine the true potential for the number of multifamily dwelling units uh within the moratorium area, looking at that particular area and then also looking countywide as well. So during the time of the temporary moratorium. P D will research the current quantity of multifamily dwelling units and entitlements. The current acreage of land zone for multifamily dwelling unit uses, including that acreage having the potential for multifamily dwelling units upon
approval of a conditional use, uh, as well as the potential number of multifamily dwelling units available through existing land use equivalency matrices, which are the we've talked about the uh Mechanisms within MPUDs that enable the land trades between uses. So we'll be taking a look at that during the moratorium area. On April 1st, 2021, the Board of or the local planning agency uh found the proposed ordinance consistent with the comprehensive plan and recommended approval to the Board of County Commissioners.
However, they added uh an additional request that we look into the vacancy rate Uh to the scope of the study during the moratorium. So assess the vacancy rate within the uh
why you're doing the moratorium.
Yeah, in the moratorium area. Uh next slide. I've just went through that. So here's and this is the map of the proposed moratorium area. Roughly speaking, it's fifth State Road 52 on the north, US 41 on the west, State Road 54 on the south. south and over to Bruceby Downs on the east where at you go north, cross over uh at Overpass Road, go up Old Pasco Road, and then the the zigzag
right there at the northeast corner area, let's call it. is the district boundary between Commission District One and Commission District Two.
Where's that boundary?
It would be at the northeast end of the moratorium area. Kind of where it zigzags. If I had a pointer,

So no action is required at this time from the Board of County Commissioners. Um this item will be before the Board of County Commissioners for adoption at the May 4, 2021 public hearing. We're at if it were to be approved. it w the moratorium would be retroactive and take effect Beginning April first, twenty twenty one.
