Item one oh six was published at the Tampa Bay Times on October twentieth, twenty twenty-one.

Denise

This is PDD 220019. This is the adoption hearing for this item. So we're asking today that you adopt by roll call vote. It was represent presented to the local planning agency on November 4th, 2021, who found it consistent with the comprehensive plan and recommended approval to the Board of County Commissioners. It's an ordinance amending the Pasco County Comprehensive Plan, providing for a small-scale comprehensive plan amendment to the future land use map, map 2-15 and sheet 24 from Res 3 residential. three dwelling units per gross acre to res six residential six dwelling units per gross acre on approximately two nine point eight eight acres

of real property located south of County Road 54 and west of west of Gateway Drive, providing for a repealer, severability, and an effective date. Board members, any questions?

StarkeyVice Chair

Um there should be an applicant. Is there an applicant? Um Okay, do you want me to see if there's anyone here who wants to address this? Is there anyone here wants to address 106?

Unidentified speakerVoice B

You've got somebody standing right down back there.

StarkeyVice Chair

All right, I think we have someone coming up, so we'll let the applicant go.

The applicant will go first and then you'll have a m uh opportunity.

Unidentified speakerVoice C

Madam Chairman, uh BOCC Member, Clark Hobby, Hobby and Hobby PA. I'll be brief. Uh the subject application uh is a change from Res 3 to Res 6. My client owns the property immediately to the east. It's part of Forest Lake Estates. It's a thousand-unit uh manufactured housing project that has res six. There's Res 6 across County Road 54 from us and there's I a large swath of IL that's immediately to our west. So we

don't feel that the change from REST 3 to REST 6 uh is a big issue from a land use uh planning perspective, but I did want to tell the board members a little bit of the backstory here and I'll be brief. Um Gateway Drive runs from County Road fifty four. down through the eastern part of the project and it's cross hatched there. And our plan is to Swap right away and build the neighbors a new road on our western side so we'll be able to ultimately join our projects. And we've

agreed in a private agreement to in addition to that our o at our own cost To give our neighbors enough money to resurface the entirety of Barks Drop Marks Avenue and Frontier Drive to the south, which approximately is a mile or so in addition. So my clients made a big commitment to help the with the betterment of this area. And uh with that, I'll just b reserve the balance of my time and answer any questions that you may have or the neighbors may have.

StarkeyVice Chair

Okay. Yes ma'am. And you can guess what it's about. Because I've I've driven into these neighborhoods and do they have any landscaping requirements? Palm trees? I mean,

Unidentified speakerVoice C

uh that when the first part was built there weren't a lot of landscaping requirements for manufactured housing. And part of the discussion we had with our neighbors is when you come down Gateway Drive adjacent to the existing phase of Forest Lake Estates, there weren't really any requirements in. And that's part of why we're moving the road over to the west side. We will join the projects, but on the west side we will have new landscaping that goes along the entirety of the new road, and

the new project will have to comply with the new LDC landscape buffer requirements. Previously, this one's old enough, Commissioner Starkey. There was no landscaping requirement in the code at the time. So it's very old.

StarkeyVice Chair

But what about the new development? Do we have landscaping requirements? Requirements with on the lots? Yes,

Unidentified speakerVoice C

we

StarkeyVice Chair

we will. Yeah. We will. Okay, because I I've just been in a lot, a lot of them lately, and they a lot of them seem to have nothing.

Unidentified speakerVoice C

This is not like a legacy mobile home park in Zephyrhills. That's not what they build at all.

StarkeyVice Chair

Did anyone else have any questions? I'd

OakleyChair

just like to say that The real bonus was when they decided to build a new road for the residents behind them. it keeps from splitting that park up. And it joins it together. So it makes it a lot better for the residents that are on larger tracks right in behind this project.

StarkeyVice Chair

Okay, thank you very much. I think we have uh someone who wanted to speak.

Cindy Buckle

My name is Cindy Buckle. I live at [address removed].

When we bought our home there, I did research and found that the eleven thousand acres was very appealing that I can ride my horse to without having to go out on to fifty four, which is now very heavily travelled as is every two lane road in this county. Because the roads have not been looked at the right-of-way. the subdivisions just keep growing and growing and growing. Um Right now it takes

us a very long time even before you add the new homes. to get out of gateway on to fifty four because you have construction trucks non stop heading in both directions, towards Polk, towards Zephyrhills. Um the other thing that was interesting is we app we attended a planning meeting um over in Dade City. And on the way home

from that planning meeting Um We noticed that when we went to turn at the corner of County Road fifty four in Chansey that Chansey was closed. And Chansey was closed because there was a double fatal accident. Okay, construction cro cross the center line a construction truck. Hit a RAV four. And There were two fatalities. And that's coming home from the Planning Commission after we've

already discussed. The lack of attention to roads and the constant building of subdivisions. Um I've also spoken with a lot of people in the existing mobile home park who are very unhappy about any of this. They have been told that the fences and gates will come down, it will be open. Um they also stated that since this person bought up all this property

that they're Property value their rents have gone up. Um and Kathryn Starkey, I even have a statement from you where you had a near incident. Due to a short merge lane. So you yourself has have made a statement at the lack. of the attention to the roads in Pasco County. We have two lane roads that subdivisions are being built on. State Road 56 is

the only What is it, six to four to feeds into a three three oh one, which is two. All the other intersections that run off of State road fifty-six, two lanes. Morse Bridge Road is backed up to the Hillsborough County line. The traffic signals do not help. And our fatalities when we were here last when I reported them were at eighty one, they are now at a hundred and seven. And that doesn't count

to today. So It doesn't need to be done. We don't need a new road on Frontier Drive. We're not interested in palm trees or any new landscape.

StarkeyVice Chair

Thank you. Um is there anyone else that wants to speak to this?

Uh Madam

Unidentified speakerVoice A

Chairman Ms. Buckle was the only one who signed up for this item. Okay. And we have no one else on WebEx for this item. Okay.

Unidentified speakerVoice C

Commissioner Oakley Hobby again for the record, I'll be very brief. Uh we did conduct a transportation needs assessment in conjunction with the application, which is part of the record. And it shows that even with the approval of the change from REST 3 to REST 6, that the level of service for this section of County Road 54 is a B is in boys. So clearly it's fail it's not a failing segment. It won't fail with this project. Um I'd ask for your support. It's a great project.

StarkeyVice Chair

Thank you. Um do is State Road 54 slated to be widened over in this

Unidentified speakerVoice C

area? Way out east of Zephyrhills.

StarkeyVice Chair

Oh because on

Unidentified speakerVoice C

here's the

right-of-way.

I don't know that this segment's gonna be widened anytime soon because when you get east of this project pretty soon you run into the green swamp. Yeah. So there's not a lot of development that can occur to the east.

OakleyChair

Part of fifty four. Your graphic says state roads are the same.

Unidentified speakerVoice C

Yeah,

StarkeyVice Chair

that's why

Unidentified speakerVoice C

it says State Road. Well, I'm gonna have to shoot my engineer.

StarkeyVice Chair

That's why I was wondering. It's County Road 54. But when I pull it up on my map on my bed, I see I see that's the green swamp there.

OakleyChair

That's right.

Unidentified speakerVoice C

Before it gets when it that the widened section. Will occur west of Chansey.

StarkeyVice Chair

All right. Any more comments?

OakleyChair

Move approval.

StarkeyVice Chair

Second.

Unidentified speakerVoice A

Uh roll cover. District 1, Commissioner Oakley. Aye. District 2, Commissioner Moore. Aye. District 4, Commissioner Fitzpatrick. Aye. District 5, Commissioner Mariano. Aye. District 3, Chairman Starkey. Aye.

StarkeyVice Chair

Uh P one oh eight.

Unidentified speakerVoice A

StarkeyVice Chair
