Um James David Russell for a change in zoning from C3 Commercial Light Manufacturing District with specific use. an R4 high density residential district to an AR agricultural residential district. The parcel is located on the north side of Denton Avenue, approximately 425 feet east of Little
Road. So here's the parcel. It's a through lot. So you've got Denton Avenue to the south and Eden Avenue to the north. Nine point four nine acres approximately.
It has a ROR Retail Office Residential Future Land Use, which basically allows retail office and residential.
And it has a split zoning of R4 high density residential district on the north side and on the south side, C3 commercial light manufacturing district with specific use for a warehouse. Um, I was speaking to Mr. Russell, who's the owner of the property, and he said his uh stepfather, who has owned the property for many, many, many years, was the person who actually rezoned the property to C3 many years ago. and put it up for sale and was not able to sell it. I believe there's now an an estate. So the property is now
Mr. Russell's. So it's his stepfather's property and they just want to put two home sites on the property, one on the northern portion, one on the southern portion. But I've told you all that stuff. And it ha it does have a split land use of um ROR and Res 6. I should have mentioned that. So the northern portion of it is Res 6, the southern portion is ROR, Retail Office Residential. The Res 6 is where the R4. Zoning is on.
And uh this was presented to the Planning Commission on December 9th, 21, and um they recommended approval, as does the Planning and Development Department. So I'm here for any questions, and Mr. Russell is also here.
Madam Chair, can you can you back up to the map that showed the zoning categories? Sure.
Right there, thank you. So if you look along Denton Avenue, it's commercial node. Uh you got C three starting at Little Road. Then it goes to I1, C three, C three, C2, C2, all along Denton Avenue. To the North Pond in Eden Avenue, uh it's listed as R4, and there's an R4 property two blocks down. Uh A error on that. I don't I don't mind if they take the upper portion and do something on our floor, but I certainly don't want to put the
the zoning they're looking for with the C three r right next to an I L I mean Better Mix had major trouble with residential right beside it. That could be a problem even to the north anyway. But he's got R4 already with that. I don't I just don't want to see that portion of this project be changed. Uh T other than what it is at this point. C three is appropriate.
Did so may I mention, I just want to mention that R O R, which is what the future land use is on that property, basically from and I'm reading from the future land use appendix of the comprehensive plan. It basically states that you can have residential, retail, and office. And what you have to look at is that you have to look at the the area, the corridor to determine if there's that mixture of use. And the comp plan requests that there be that mixture of use. So you can't just have commercial on in
ROR because that would be against that policy. So I'm just just want to mention that for the boards. I mean, I know it's up to the board your decision, and Mr. Russell is here to uh to speak to the item. But I just want to mention that that it's I know it's a not a land use you see a lot because it's a it's a land use that no longer exists anymore, but you do have to go by the policies of that that land use. So when your comp plan was uh done in 2006, 2007, that land use went Away, but there are a lot of pieces of property throughout Pasco County.
And the planning and development department does look at the corridor to make sure that you have that mixture of uses in the corridor.
And again, right next to I. I can't imagine changing that from from the C three. You need something intense to be compatible. Go into the northern part of Eden Avenue, I don't care what he does up there on that partial that's R4, but to change that piece right next to all the commercial, including the heavy industrial right next door. It just Doesn't make sense to me to make that change.
I guess can we hear from the applicant what's going on?
By the way, I I haven't met with the applicant or anyone else either. It's just something as we read the agenda that just Struck me.

Well, the intent is this is the last piece of property my stepfather owned okay and res he died March first of twenty twenty. My mom just passed November thirtieth. I want to keep this piece of property in the family. I'm going to put my daughter on the backside. The northern part. And I plan on taking the southern part from the retention area, which you can see is just a clearing there about Just that side of that line. And I plan on making it my home. I've talked to everybody around there. No
one seems to have a problem. Um with me doing it. And I don't know what else to say.

this? Well, it's been in the plan works for quite some time. It's gone through planning commission for a few months and so forth and so on. So
I mean I I I I I'm just like right down the street with better mixes, the residential component to that, when they do their industrial work. The complaints were really strong in the whole neighborhood. Against me putting this piece of property in? No, no, I'm just saying residential next to industrial is not usually a good fit. And depending on what goes on in the properties
around you. I don't see any heavy uh commercial going on there. I mean the place that's right to the west of me is half a church and half a car repair place. The next one over is a vacant warehouse. Then you're at Little Road, you go the other way. And all it is is there's no businesses in there basically, from what I can see and what I've saw and been there numerous times, even through the night and all. There's band practice in there and a few people that do small automotive repair probably on their own or running a little tiny business out of there. I
