37:31Hi, good morning. David Engel, Office of Economic Growth. I am here today to uh present Mr. Mike Davis, who is the Chairman of the Jobs and Economic Opportunity Committee. Uh the Board of County Commissioners created the Jobs and Economic Opportunity Committee in 2015 by resolution, and every year the committee is required to present a annual report to the board. Mike?

38:19Uh does this work? Okay. Yeah. All right. So uh good morning. Uh again, my name is Mike Davis. I'm with uh I'm the Chairman of the Jobs and Economics Opportunities Committee. Um We have a Short presentation for you. As you know, the uh Jobs and Economics Opportunities Commission was created back in um uh 2015. It is a is comprised of uh citizen volunteers

38:49from various industries from finance, banking, real estate, agriculture, mining. uh to give insight and be an oversight committee. I also give uh uh recommendations to the Jobs and Economics Opportunities Commission Trust Fund, uh which is funded by the Penny for Pasco Um uh s at least part of paying for Pasco. We do have nine members

39:20within the on the board. Um part of uh this uh the the Pay for Pasco initiative is to provide incentive money to businesses to grow the jobs and economy of Pasco County. So why do incentives matter here in Pasco County? One of them is to uh entice businesses to come in and create jobs so that people will not only uh work but

39:50live also within Pasco County and res and uh we get a return on that uh tax money revenue. uh over the life of the employees living in inside Pasco County. Part of that is also to help encourage higher wages within Pasco County. and uh to also diversify Pasco County's tax incomes. So how does that work? The uh in the slide the these

40:21are all of the largest manufacturers in Pasco County, the ones that are highlighted, those are manufacturers that have received incentive money from the Payne for Pasco uh tax fund. Um And those are have been uh approved by the board. Um and Then they're vetted through the Office of Economic Growth and the Jobs and Economics Opportunities Commission

40:51gets to review and give insight and direction on whether they are doing this appropriately and in the presence of transparency government. That is why we are a citizen-based committee. Um this is like very

41:13full slide of a lot of things. Uh yes. You might need your glasses. Uh

41:21that's that's David's fault. Um basically this is just um uh programs and how much they have been um awarded by the Board of County Commissioners, um how much they've been paid and so forth. If I let me look at it real quick, I can give you some quick numbers because mine's a little bit smaller. Actually This one. Nope. My I missed it. Where is it? Are we missing a slide?

42:00My apologies. Yeah, there is a slide. Oh, there we are. Sorry, I fat fingered it. It's a whole lot easier. Um so It's

42:09a big number?

42:10Huh? That's a big number. That's a big number. So the the uh jobs and economics opportunities trust fund, uh which is the J E O T F. Um That is projected of $69 million and some change through 2025, which is the end of the uh voter-approved life expectancy. Uh to date the expenditures, including all the operating costs, have been just uh just over 34 million and

42:41there are uh just under 32 million that are already approved by the board.

42:52Also included with that is uh budgeting numbers for uh the uh um for all of the uh administration of the funds. So now getting back to the tiny one, this is kind of a more of a breakdown of those big numbers as to uh who got Um what funds? And uh The biggest one in there is the uh PADs and Poors

43:22program. Uh in public infrastructure, they take about 74% of uh the allocated funds. Um there is employer training uh reimbursements, which uh Has only been just over one percent of the funds. Operating expenses uh was only just under three percent. Uh development and permitting fees was just at one and a half percent of uh of the programs. Uh Pasco Economic

43:53Development Council got thirteen percent of those uh redevelopment loans. Which is a new program uh within the Office of Economic Growth. Only has a quarter of a percent, however, um that's Hope hopefully that is going to get bigger. Um that number me personally and the other members of our board would like to see that uh grow. Uh if you don't know anything about the development uh loans. That is for uh businesses

44:24that are struggling um for utilizing uh uh interest free loans from the tax, um, from the paying for Pasco tax to help them uh build uh rebuild their their outside of their building, bring them back up to code, especially in the blighted areas. Um we've started it mostly or I say we David Engels and his group um has started that over in the holiday area uh to help

44:54um entice more people to show up there uh in a cleaner and have more safer environment uh for businesses. Um

45:07So um

45:10Over the life of the loan, we do have uh several that you guys have already approved. Um I know some commissioners have not been here for the full uh time uh since 2015, so this might be some new information to you, which is why we talk about it. Um not in great deep detail, however, uh these are our big programs again. Kind of hard to see so I'll just name them off. We have some uh Uh Metler Toledo project, which was a expansion

45:41and relocation, they received uh seven seven point six million. Um that created uh five hundred and eighty-three full-time jobs with an average salary of fifty-eight thousand uh annually for those employees. Uh we built well built, sorry, uh did an expansion and relocation uh that involved bringing in a hundred and ten full-time jobs at an average of seventy-seven thousand annually. And they

46:11received a uh a hundred thousand dollar Uh award Touch point medical. Um They received um Two hundred fifty thousand. That brought in um a hundred and sixteen full time jobs with an with an average of fifty seven uh and a half thousand salary Then we have some uh uh future potential projects, land investment partners,

46:43they receive six million. That's part of the Pads and Poor's program. Just like Harold Harold Properties is part of the Pads and Poorers as well. Um that is uh these are all class A office building Um The Herald properties, that one was seven million. Uh M M Route 54 West. Uh again other pads and pourers. Uh received four million. Zephyrhills sewer Uh they uh did some

47:13um Site ready work there. Uh they got uh three and a half million Overpass Business Park. Um along with all the wonderful traffic issues over there. Um it's a another conversation. Um That uh Got two different um Two different uh uh projects. One was for twenty thousand, another one's for one hundred and eighty six thousand

47:44Uh Caldwell Avenue properties uh did construction Uh f again for pads and pourers and they received uh one point five million Moffat Cancer was our big one, uh, with uh expansion and relocation that was uh done uh last year if I'm correct with that and they received twenty five point seven million and then the old Pasco uh widening Um for public infrastructure received three point two million.

48:16Um These are the active ones that are currently uh being um

48:25being built and and moving forward. Some of those other ones that I had uh already mentioned have already completed their uh requirements and all of the um

48:40Um Penny money is is has been allocated to them. Now the important part about this slide here is Does this have a uh This doesn't have a a pointer, does it?

49:01Is our pointer? Is that is that a pointer? Oh ooh, hey look at that. Oh you got it. Alright, thank you, Matt. So the important part about this slide is our Estimated G C P. If you don't if you're unaware of what G C P is as the uh uh gross county product, just like your um GDP that you would see in economics uh for the nation. This is about the county. So The pay for Pasco

49:32is for uh M M Route fifty four.

49:35What is that? I don't remember what that is.

49:38MM Route 54 West?

49:39Yeah. I don't know. That's a lot of jobs. Mr. Angle?

49:45Uh that is the town center.

49:49Evan fifty four is the Mitchell Ranch town center. They're incentized to build a office building, a parking deck,

50:02and some spine roads. Yeah, I know where that is. Okay.

50:06Thank you, sir.

50:09Uh so 3,200 jobs, the pay for Pasco, gave them 4 million. Um they have a capital investment of two hundred million. Um the estimated gross county product that they're going to be um helping us out with. This is my tax dollars coming back to us, $152 million.

50:32Um I'm not gonna go through all of these because they're all very um uh specific, but overall The bottom line with all of these projects that are currently uh being invested in, 660 uh 600, sorry. I'm having a stroke, so let me uh go back there. All right. Six thousand six hundred and ninety-four jobs. Pay for Pasco. Um cost from uh is uh

51:02just under nine just over nineteen million But The uh estimated Gross County product. is over five hundred and seventy three million dollars back into our local economy. So that's that's pretty s pretty huge. Um so ROI, our return on our investment. For every dollar that we get that we spend on the paying for Pasco based off of um every

51:33tax dollar that these jobs are creating not just um uh property taxes, but you know, things that people buy, consumer taxes, sales tax, gas tax, um, all that. We're for every dollar we're getting back twenty nine hundred dollars annually.

51:54That is a good return.

51:56It's uh it's okay. I'll take that. It's okay. Um

52:02This is actually My favorite slide.

52:07Mine too.

52:07And I wish it was uh bigger. Um

52:12Because if you like that one number about you know the big numbers of you know every dollar coming back as as uh you know twenty nine hundred dollars This one is not about business. This one's about people. So Um Part of our allocation of of of awards has gone to um Workforce and training at Pasco Hernando Workforce Board. They uh received um Just over

52:42a million dollars. And this was uh last year.

52:47The purpose for it was to serve adult unemployed or underemployed residents to build technical skills and resumes on the job training. The requirement was that it had to have a minimum of 150 residents. As uh participants Uh the end result was there was 201 uh residents uh that were participated in this program. Of that 201, 92 of

53:17them were registered or were homeless individuals. Um And um

53:27Those all all those individuals were trained and were then offered jobs. Um And I believe they have a around an eighty-two percent retention rate from these uh positions. So not only is the ta the paying for Pasco tax money going into helping train people but giving them uh making them a uh a valuable member of our community. and skills. Uh Commissioner Starkey is uh yeah, she she likes them a little bit.

53:58Um They uh expanded their advanced manufacturing workforce training programs. Um and they received 125,000 Uh the nice thing about this program is I actually was able to connect with um a s uh one of the high schools uh knew somebody there, connected them with AMSkills because they were a coach, a life coach for at-risk kids. They'd never heard of Amskills and Amskills does

54:28these uh little two week boot camps for these uh at risk youth to get them involved in technical um education and so that was kind of a neat little thing that I got to do as being part of this board had I not I would have never heard of Amskill, so um So see there you go.

54:51Chairman Mariano. So looking at the numbers I think we we can probably look to try to find if it's an applicable use at one hundred twenty five thousand. There's got to be a way we can increase that number up.

55:02That would be fantastic. Thank you. Because this a lot of the money we get is very restrictive. Right. And so we try and be less restrictive with that. So that that would be very helpful.

55:12They have um We've been giving them a reduced amount every year, uh, mainly because if I remember correctly y you can correct me if I'm wrong, but uh Amskills has uh grown since they first started and they started getting into um Some uh I believe they got their nonprofit status and so forth, so now they're getting additional funding through other other uh avenues. Um So

55:43But if there's other companies that are like that, absolutely I think that's a I think there's it's it's a good it's a good opportunity.

55:52Yes. And the M School's going to be right o right alongside there. There's going to be a huge expense doing robotics, so maybe something to take a look at.

55:59Yeah, we want to go in and help another school build a robotics training program. So that's that's our goal for the big lift for the next years to get uh students involved in robotics.

56:10Yes, ma'am. Uh and then uh Pasco EDC um with some uh entrepreneurial ship um programs uh they received uh 2.8 million um for new uh cooperative funding agreement um and Um And so again that's these are all programs that are impacting individuals and not just uh businesses

56:41themselves. So and that's at the end of the and at the end of the day that's what we're here for. Um

56:50So uh the uh economic empowerment again, you know, AMSkills, career source, uh the micro loan program, smart starts, um these are again all of the various programs that uh the paying for Pasco um uh jobs and economics uh opportunity trust fund goes towards um Um

57:19Improving. Uh stand by I had one more paper here. Hold on a second. We're not done. Hang on.

Okay, so um in conclusion, the the uh Jobs and Economics Opportunities Commission does have a recommendation to the Board of County Commissioners that we would that we've uh would like to ask, and that is to expand the oversight uh of it to include reviewing all of the economic growth, um, all the Office of Economic Growth. programs uh regardless of whether the paying for Pasco funding is

58:06uh being used for it um mainly because Um it's all about economic opportunities and jobs. It's not just about uh using the Pasco County uh uh funds for it. Um The other um request that we have is that we expand the marketing for the paying for Pasco projects uh so that it's a little

58:36bit more um Represented. Uh such as putting Depending on the logo on project communications, uh requesting that if um

58:51uh organization does receive funds for the payment for Pasco. They do put the payment um pinning a logo on their website and also such as like the Pasco EDC, Pasco Hernando Work Workforce Board, and AM skills. Just putting that logo there just so that it's it's branded because there is a a disconnect I believe with a lot of um what the penny does. Um, even though this

59:21is just a portion of the penny, school board gets most of it. Uh but this is still a big piece of

59:29they get forty five cents a bit. We get an equal amount but Yeah. They get to keep all theirs. We s with a lot of

59:36we split ours three ways.

59:39Yeah.

59:40So the JEOC concludes as far as our report goes that in 2021 the Payne for Pasco Trust Fund program is being aggressively and appropriately administered to meet the goals of keeping Pasco County economically vibrant. Furthermore, it is helping to facilitate the creation of high-wage jobs and diversifying the county. County's future tax income streams. It is working to improve uh the lives of Pasco County residents.

1:00:11We'd also like to uh commend uh Mr. David Engel and Steve Smith of the Office of Economic Growth for their work of um in uh making the programs successful in 2021.

1:00:24And I want to thank you and I'm sure the board does for your uh volunteering uh to serve on this important committee and we we really appreciate all the work that you guys do and support for the county.

I'll I'll just to echo um you know talking to David, we we can we concur with their recommendation with respect to oversight over all OEG programs. And then on the second one, uh I adamantly support the use of the Penny logo. on organizations that receive penny money in those programs and not just that I would expand that to organizations that receive

1:01:21county money should be acknowledging us with use of the county logo at certain events in certain places too because there are organizations I go to events and you don't see and we've sponsored a decent amount whether it's Penny or County. Agreed. So we will work To reinforce that with these, but that may need help from from the board as well. So

1:01:46No, um I just wanted to thank the JEOC for a great year. Um they provide great insight, a lot of energy and good ideas, and we graciously applaud and accept the additional oversight because we're much more sophisticated than we were three or four years ago. And I thank the board for your time.

1:02:05And did we just have an announcement I got an email this morning, uh NGTV coming in with thirty jobs?

1:02:13Yes, they're they took the uh former Oscar site um in the Trinity Business Park, is that what we call that?

1:02:20Yes, it's a pad ready site right on Trinity Boulevard.

1:02:23I I met with the young couple last week. Very very interesting dynamic couple and to think what they've done in three years is just uh mind boggling. Mind boggling. So if

1:02:36you want trendy athletic wear you know where to get it.

1:02:38Yeah, it's uh this requires about Um no, I think it's for information only. Presentation only.

1:02:52And they think that that um that facility is going to be open very quickly. They're um doing a tilt wall construction. It's nice. It's very nice. And I think that's just the beginning for that couple. They're twenty nine and twenty seven years old. In three years, fifty million dollars in sales. All through social media. Started it in college. Oh that's right. Yes. Got it.
