Good afternoon. Liam Divine Planning and Development. Item P seventy one, P D D twenty two dash seven five eighty three in the name of A G J M Pasco L L C. It is a zoning amendment from AC Agricultural District to C two General Commerci Commercial District. Um the subject site is located in the northeast corner of Purine Ranch Road and uh Grand Boulevard. This is a look at an aerial view. The surrounding feature lane use to the north is ROR and IL, to the east is R
O R and Res 6, to the south and west is ROR. The surrounding zoning to the north is AC, to the east is AC, to the south is AC and C2, and to the west is AR and R4. The subject site is currently undeveloped on approximately 1.77 acres. The applicant proposes to develop the property as a dollar general in conformance with the C2 general commercial district standards. The surrounding area is characterized by residential and commercial development. The subject site
has a future land use classification of R R under the comprehensive plan and access to the properties from Grand Boulevard, a county maintained collector road with approximately 70 feet of right-of-way, and Prairie and Ranch Road, a county maintained collector road with approximately 140 feet of right-of-way. And this is coming with a recommendation for for approval from Planning Commission and PDD staff. I'm here if you have any questions.
Uh board members, any questions? No, Um the applicant is here. Still here. The applicant's attorney is here. And the applicant.
Um just so you guys are aware, staff did submit a revised memo to the clerk's office as well.
Okay, we'll hear from the applicant.
Barbara Will Hite, 6327 Grand Boulevard, New Port Richey, 34652. This property has its original AC zoning from nineteen seventy-five. It is within your harbors and your west market area, infill parcel incentive zone with where you're incentivizing commercial development. The land use is already in place at ROR. Uh and the property is uniquely bordered by mostly roads.
Barbara.
Yes. Uhhuh.
Clerk needs to swear you in just because we didn't do I was all alone. We didn't do that. Because it was the only Yes
to me.
Well we need to swear in anybody who is who is wanting to speak on this item.
And there was one person signed up, so if you would please stand if you're going to speak on this item.
Raise your right hand. Do you swear or affirm the testimony you're about to give is the truth, so help you, God. I do. Thank you. I've now been sworn.
Now you can start all over. And what I said was all c all factually correct. Okay. So um the property is uniquely bordered by three roads, um excuse me, two roads, Purrina Ranch Road and Graham Boulevard, and an RV storage facility to the south where I keep my RV. Um the zoning in on both the northwest and the southwest corners is already C2. The property to the south at the RV storage is C2. This is exactly where you locate commercial development per your comp plan, the intersection of two collector roadways,
no abutting residential and not with an existing subdivision. So I'm we're not sure exactly what the public comment is. We'll be glad to address it afterwards. Thank you.
Okay. Um I do have uh one person signed up and then I saw a couple other stands so looks like we have three. You can take them in the well well I'll do do the one who signed up first. I the last name I can't read, but it's Deborah Dichha something. Mm come on up please. If you when you come to the podium to not only state your name and address for the record, but also state that you've been sworn.
I've been sworn in. My name is Deborah Delia Derensky. And the property I'm concerned with is a rezoning rezoning on Bolton Avenue in Turrow Lane.
And your address?
My address is [address removed]. Which is a county owned road. Um I have two parcels.
That's not this parcel. That's not this. That's what I was wondering. Yeah, this isn't this. She mentioned Bolton.
I was gonna say, no, it does so that's my district. If you want to talk after this weekend, but this it's not on the agenda of right now. Decided, yeah.
I decided, yeah, okay.
Okay.
What does she want to speak to? It's
not a good thing.
Yeah. It's not to the user. It's not at today, ma'am. The
one you're talking about.
Okay.
Poor thing, she's been here a long time. Sorry. But you can speak to your commissioner after. We're almost done. Okay.
My name
is Julia Bartunik and I live at [address removed]. And I just speak against uh the preen and grand uh
ma'am, you have to state whether you've been sworn before your comments.
I am sworn. Thank you. Thank you, Nikki. I want to and I just wanted to say that um I'm I'm against that for two reasons. Number one, there's very a family Dollar store, which is less than half a mile away from where they're proposing to build the Dollar General. And also there the way that Grand Boulevard backs up with traffic being that it's two lanes, it's just gonna create more traffic
problems. It's just not the time. Perhaps the infrastructure should come first before building a Dollar General on that corner. So those are my first points. It's gonna create big problems for people commuting with the 10,000 people moving to Pasco County a month. My second um point is for um uh Saving the uh Enclope River, it's part of the Enclope River basin there. And although it is uh not that
land is has nothing on it that's environmentally sensitive, still it will create more runoff into the river ecosystem and it will adversely affect the ecosystems. So I'm speaking against it, will adversely affect commuters and residents in that area. Perin is already a dangerous road. It'll increase uh frustrations and um perhaps even increase accidents on so I would like to um Request
a continuance and for there to be more of a traffic study before that I know the land's been cleared and everything there, but I think it should be studied more um more in depth. Thank you.
Thank you.
There were I thought I saw n more people s signed up. Um well the I think that gentleman is the applicant. Oh, okay. And then that's um he's with the applicant. Okay.
Yes. Is there anybody else who wishes to speak to this item? item. Seeing no one?
Is there anyone
online that
wants to speak? There's no one on WebEx. Okay.
So this is Barbara Will Hide again. Um the s the rezoning is to C two, it's not a specific use. And with regard to traffic, as any other rezoning, we went through a full timing and phasing review, substandard road review, as well as access management, which will be done with the site plan. And um all of those things met your your uh required criteria. If you want to hear more about the traffic study, our traffic engineer is here. Um but we did go through all of the process and it's been carefully reviewed by your staff.
Second.
All in favor? Aye. Aye. Okay. All right.
So we can't we can't uh approve based on uh what might come. We only can approve on If the zoning changes. Coaster or not, so sorry. Okay. Um Commissioner Oakley.
