Today is the adoption hearing for the ordinance pertaining to the proposed 2025 Penny for Pasco infrastructure surtext. The ordinance provides for the following: contains amendments to Chapter 102 of the Code of Ordinances. Referendum to be placed on the November eighth, twenty twenty two general election ballot. It adopts the referendum title language to be placed on the ballot, and it generally describes how the surtax proceeds will be spent.

1:17:10And the title of the ordinance is as follows: An ordinance of the Board of County Commissioners of Pasco County, Florida, amending Chapter 102, Article V, Infrastructure Surtax of the Pasco County Code, imposing a local government infrastructure surtax of one cent on certain transactions occurring within Pasco County from which taxes are payable to the state of Florida under the provisions of Chapter 212 Florida statutes, providing the imposition of the surtax. As you are aware, there is a resolution that will be setting forth the more specific uses of the 2025

1:18:11penny proceeds, and that'll be brought to the board for adoption in July. A draft of those proposed uses is also a part of your memo package before you. There are county staff folks in attendance that are familiar with those more specific proposed uses. Should you have any questions on those? And then later in the summer, an interlocal agreement for the distribution of the proceeds among all the parties to it, as well as that allows the school district to participate in in these surtext proceeds, will be brought to you, most likely in August. The people that are working to campaign to pass this renewal of the penny sales tax. I can say that I do represent the group when I say the group supports this ordinance as written.

1:20:08And I'm here to tell you that we're doing very well on fundraising. For those of you who are at our kickoff meeting last Thursday, thank you for being there. For those that weren't, I hope you'll come and meet with us and join us at other things.

1:20:24I wanted to say something about the history of the penny, not to reiterate what you've already heard. Баз сама вас. And this campaign needs a lot of money now this time around, not because there's opposition to this penny per se, but there are so many new people. in Pasco County that many, many people have not heard about this penny for Pasco and they don't understand it. 1:20:55we're going to be doing a very large educational push to get this penny through. Um in 2004 it was very tight. And in 2004, one of the things that helped us pass this penny was the fact that the county in particular committed to specific projects that had to do with improving older infrastructure, traffic lights, intersections, old roads, and it

1:21:25helped pass the penny. And then we got two thousand and twelve, the renewal in two thousand and twelve. And we added something new. which was the economic development section. And all of us supported that too. And there have been a lot of good things that have come out of that. So here we are now in 2022. And I would like to remind the board that there are still many, many things about our older infrastructure. that needs attention

1:21:55and that's what the original intent of this penny was for. So with that in mind, my personal opinion, this is not the penny pack, my personal opinion is the county needs to emulate the school district and have a citizen oversight committee. that actually looks at the projects that this penny, this newer version of the penny is going to cover. And gives their input on it. So With that, I want to say yes, I'm 100% for the

1:22:26penny. I'm for this ordinance, the way it's written, and I want to remind you all of what it's supposed to do. So thank you for your time. Thank you.
