Good afternoon. How are y'all doing today?

Alrighty, for this item then you are going to be sitting as the local planning agency. This is going to be a large-scale comprehensive plan amendment. So see PAL 2205. And this is going to be through the VOPH Villages L and M. This project is located within the central market area. Um, if you want to go to the next slide, please. Um for this amendment then um it is a large scale comprehensive plan amendment to amend the future land use map two-fifteen sheet fourteen fifteen twenty-two

and twenty-three. This will be an amendment from BMU three village mixed use type three to VMU 2B Village Mixed Use Type 2B. This is generally located east of Curley Road and north of the Zephyrhills bypass or just directly west of Zephyrhills. The resolution to this will be to adopt the large-scale plan amendment, amending the corresponding sheets. And there has been two zoning amendments felt concurrently with this. You want to go to the next slide? Long-range

planning does find this to be consistent with both flu 6.5.14B3, which outlines the criteria for type 2B and also Goldflu 6.5.14C for village mixed use type type 3. You don't mind going to next slide? Site is located within the village of Pasadena Hills and this is going to be villages L and M. So those are going to be the two villages um to the southmost boundary of the villages of Pasadena Hills. And

they are um lending the entire area from type three to type two B E. Next slide.

This map right here outlines the different village types. Um so this um these two villages are currently type three. There are three other villages with this type, and that will be amended to type two B. And the intention of this amendment is to kind of allow more flexibility. Um as you can see the core reserve does run through the center of these two villages, essentially separating them. So amending the type from reach a 2B, then the attention is to um to allow a little more flexibility as they develop. Next

slide.

This slide is for the general site locations. This does include both villages L and M. Do you want to go to the next slide, please?

So with B O P H then you technically always have two future land uses going on. You have your underlying future land use, which is the counties. So in this case, it is currently Res One. The applicant has chosen to opt into the villages of Pasagena Hills, and that will be allowing them to opt into that village mixed use type three. So the amendment here is from that res one to activate that um That village type. Do you want to go to the next slide, please?

So here then this showcases the um the proposed future land use of the type two B. Excellent.

The current zoning app there is a C um post uh comprehensive plan amendment, then they will be um amending the future lane or the zoning category to MPUD. And they currently have two MPUD applications submitted. Next slide.

So this is probably the place where you're gonna have the most questions. Um, this is the entitlements for VOPH. For Villages L and M, through this amendment from type 3 to type 2B, there is zero changes in entitlements. So we're not increasing the residential or non-residential. The only difference in the types is type 2B allows for more flexibility in development. Yeah. The intent of this is with type 3 then with the locations of the wetlands

and other geographical features, it essentially restricts all development from even achieving those entitlements. So by amending the type, then we're adding that flexibility where they can actually achieve the set entitlements for this. Next slide.

So long range planning, we do come with a recommendation for the local planning agency to find the proposed amendment consistent with a comprehensive plan and to recommend approval to the Board of County Commissioners. And just let me know if you have any questions.

Mr. Chairman Mari Hobby, Hobby and Hobby PA 109 Oak Breast Street, Tampa, Florida have been sworn. I there may be questions for Mr. Moody, but I want to dumb this down a little bit for a simpleton like me. The only reason this plan amendment is before you is when we started working on this project, we realized that we think there was an error in the village typology. The financial plan for VOPH and the entitlement chart for VOPH cannot be achieved. Anywhere near

for this site with a type 3 village, and that's because in a type 3 you have to have a neighborhood edge, which is not more than two units per acre, on 70% of the entire village. What that would mean on these two DuPew villages is that you'd have over 800 acres in, I'm sorry, 613 acres. In that condition. And by our analysis, which is not final, but our estimates

are that we would be roughly 40-41% shy of the planned entitlements at Build Out for these two villages, which is a considerable number of units, about 1,800 units, and that's about a $20 million hit on the VOPH financial plan. So all we're trying to do, keep the same entitlements, but use the uh village two typology, which allows us to have more of a neighborhood general and neighborhood core acreage as opposed to just sprawling area

of not more than two units per acre, which is not efficient. Mr. Marie, did you have questions?

It's well, it's we applied on behalf of the DePew Ranch, which is about ninety eight percent of the overall villages, but I think it's it's a plan amendment, so I think staff is treating this as more of a quasi legislative matter. Happy to answer any other questions.

There's a pile of paperwork to do something fairly simple. I I was out of town for the VOPH advisory committee, but I understand my friends on the committee were totally perplexed by what was being done. It's it's again, we were having to change about three or four different exhibits just to make this one change and make sure that we don't adversely affect any of the Other villages in V OPA.

And can I ask a question of staff? And that is are there other proposed villages in the village of Pasadena Hills that may have this same problem so that as we go forward with the update to the comp plan that maybe those can get corrected in the process.

Yes, uh Nectarious Pizzos Planning and Development Department. Um each of the villages are uh reviewed separately as MPUDs come in. So MPUDs will begin to update uh the villages as they develop. Um

We are currently working on a number of updates. We've updated the uh uh master planning documents for P O P H and these are the only two villages that have been identified for the clarifications that have been discussed today. I've not heard that there are other villages out there that have a similar problem, so But we if we if we find them, we will update them. Uh and then of course the M PUD process uh provides a lot of opportunity there to make any course

corrections as well.
