1:54:32Uh good morning uh Mr. Chairman and Board Commissioners. David Engel, Economic Growth Director. I am so pleased to be here today to introduce a significant target industry to Pasco County, which is a very large employment generator. The property is located near Softwinds Lane and Shady Hills Lane, a road. This is gonna be a very important target h industry cluster in the the years to come, and very in very near years, not

1:55:02out years. The property is located in the Harrod Properties venture. It's called the North Pasco Corporate Center. It consists of two buildings, each building approximately 440,000 square feet. One of the buildings according to the developers website has been completely leased. And the uh Gary Plastics Packaging project will be in what the open building that's available. The property is being cleared and under mass grading right now and construction is imminent.

1:55:36This is a Pasco Economic Development Council initiated project. The Gary Plastics Packaging Company will Occupy two hundred and seventy-nine thousand square feet of industrial space in the industrial spec building. The company has projected that over the three years that it builds, does the interior fit up in the hiring, it will invest $66.4 million into the property. Five hundred and fifty five full time jobs will be created at the Uh

1:56:07end of three years, and we have a job creation incentive for 184 full time jobs, which is the initial hiring. The annual contribution to our gross county product is $106 million. That's major relative to the assistance and investment we're making in this project. The economic incentives are Total nine hundred and eighty-three thousand dollars. It's broken down into three buckets. 184 new jobs capped at $552,000.

1:56:39Uh total and this is governed by our job creation incentive ordinance that was adopted by the board in 2010. We are giving also a high impact bonus because of the large amount of jobs that are being created. capped out f over ten year payout of three hundred and six thousand two hundred and six dollars. And the Pasco EDC is also recommending a $100,000 MAX training grant. to the uh to the employer. At at this juncture I'd

1:57:09like to just indicate that this job is this project's an investment. For every dollar the county provides, we're getting back annually approximately $110. So the rate of return is enormous to the community. Yeah, there's always a story behind these projects. This project is very interesting. Approximately four years ago Enterprise Florida introduced the company to our community and to the ArPASCO Economic Development Council. And I would just like to commend Tom Ryan. He's been working with the company for four

1:57:40solid years, trying to find a suitable location in our area. And at that juncture I'd like to do. uh present Tom Ryan to the board today and also um we're gonna introduce the president of the company, Mr. Hill Hillinger, and afterwards I'll make a recommendation on this item. Uh today uh it's my honor and pleasure to announce that Gary Plastics Packaging And President Richard Hellinger. has made a decision that Pasco County can be their new home. This company I met four years ago in the Bronx, New York. When I went and met Mr. Hellinger, I was a little bit more than a little He was enamored with the idea of moving to Florida. He said this was a great opportunity, but

1:58:35he was looking at two other states. So we had to make our case. And we made our case. The only thing that he said to me was Where's the building? And you know, as we've said over and over again over the years, is we need more product. I said, Mr. Hallinger, please be patient. We are going to get you a building. So we assembled a great team. We have great partners A local Pasco resident, Rick Narkowicz, who's a broker

1:59:05At Newmark. was working with Richard to find a building. We d still didn't have one after two and a half years all the way through COVID. And so a great partner of Pasco County, Herod Properties, said we'll build the building. And that is important because we brought many projects to Astoria. with the help of Herod Properties. And so they reinvested back into Pasco County. So we are going to win a major

1:59:36manufacturing project that has 555 total jobs. Almost one hundred percent of their products of Gary Plastics will be leaving Pasco County. We are exporting our product to the rest of the world. He exports uh also to Europe and Canada. 2:00:24It it's been a it's been a long journey, but um you know They've s the E D C has spoken so highly of the local community and I've seen it today in today's meeting and I'm excited that you know the jobs are here and I can bring my product line down here and along with the training programs that they spoke so highly of either b between the the high schools and the and the colleges and the AM skills program, there's great opportunity to bring my operation down here and and

2:00:54m have it succeed and grow over the next Whole bunch of years.

2:01:03Well we're delighted to have you. Um you know Tom is uh workhorse like crazy, he's done a great job for us for many, many years. David is a brilliant mind that just digs these projects up and together they are uh they're a dynamo. Um we're delighted to have you coming down from New York. Um Plastics sounds very exciting. What what type of plastics are you are do you make?

2:01:23Well the the the company was founded by my father in nineteen sixty-three in plastic packaging, which is just clear hinged containers for the electronics industry, the medical industry. And over the years we've grown and a vast majority of our product now, eighty-five percent, is in the promotional product space. So we're in we may We concentrate in drinkware, water bottles, reusable plastics. Cups and so forth printed with logos for corporate giveaways

2:01:53and and so forth.

2:01:54Do you do like recycled materials?

2:01:56Yes, absolutely. Thirty percent of our material that we use is recycled both both in post-industrial and post-consumer. So we'll go out and we'll buy uh P E T that was previously Coca-Cola bottles and so forth and reuse it and make Make w uh water bottles for for other people that are uh reusable.

2:02:20So I would love to have you maybe speak with Justin Russler, um Our team out there with the right recycles, we can work to give you all our recycles. Um get something going there. Maybe even regionally if you need even more than that to really cut your supply cost down and and help us both out every step of the way. Absolutely. And if our people know uh that these recycled materials it'll be the m more likely to to buy 'em as well as you're gonna export 'em. I was just at a place where they actually had recycled materials from the area And they would like put that in

2:02:50the in the finest hotels coming forward to say, Here's what we're doing locally. So however we can partner, I I'd love to meet with you. This is a fantastic project, fantastic location. Um I'm excited about what you're coming forward. Absolutely.
