16:44Good afternoon, Commissioner My name is Joe Farrell. I'm here on behalf of the Central Pasco Realtor Organization, uh 2011 Eagles Landing Way. In general, we are supportive of impact fee.

16:57Answer almost all the time is money to those needs. But one thing we would uh like to see maybe more expressly identified or lined out in this ordinance is in the fee schedule area that there would be an exemption for affordable housing. The cost of housing is going up, that's not news to anyone. What is unusual is that when interest Rates are going up, the prices are either stabilizing, staying the same, or going up too. That's unusual, and we're seeing that throughout Tampa Bay. And that means that there's still going to be an increased need and increased cost for home construction in our region. So

17:28we are really looking out for those kind of those folks. It's just basically for our workforce and first-time home buyers, it's getting harder and harder, and they're getting pushed out more and more of our community, and having it in that fee schedule and expressly put there would be more obvious to home builders, especially smaller mom-and-pop home builders that may not understand that and build in multiple jurisdictions. They may not know to go and look where to look in the code. So having that exemption for them and also having it lined out in the fee schedule will be very helpful. Thank you.

Um I did get a few emails and did talk with uh David Longspar, uh prominent realtors also on the housing board, and he did s express concern about it for the affordable housing aspect. Uh a few years back when we put the school impact fee in place, we put something in there where there was language if it was affordable housing, they could go before the school board to uh asked for the reduction. Um What what is the board's sentiments of trying to structure something

18:30like that? And I'm not even looking for a full exemption, but maybe a partial. Commissioner Weightman.

18:35I'm opposed. To the exemption. Until we understand the full impacts of the Live Local Act, I don't think we need to be giving any further exemptions uh to fees as to affordable housing until we know, you know, twelve months from now what we know the impact. We have five in the pipeline. significant amount of units. I I think we need to wait. I think we need to wait twelve months to understand the impact of this of this bill and what it can mean to our tax base before we we make any decision on

19:05this particular uh exemption for the others.

19:13I'd be willing to have a discussion and review it after we understand twelve

19:17months,

19:18so maybe maybe next year.

19:24I I think we need to move forward as is. I mean everybody uses our parks. We're so far behind on our parks. And uh whether you live in a affordable housing style or not, you're gonna be probably using our parks if you have kids. So I think everybody needs to have some skin in the game.

But my understanding and talking to staff is that um once we really understand what's going on that we can bring this back and figure out ways that we can um can help because I do And

20:31I do think we we need to. So uh I'm gonna be in support of this today with the understanding that we're gonna re look at it when we understand a little more about Live Local. Yeah, and it's important.
