2:06:40Thank you for allowing me to do it virtually today. Kathy Pearson, Assistant County Administrator, Public Services, and we're here to bring round two of the opioids capital recommendations. So next slide, please.

2:06:58Next slide. I think we can next slide. There we go. Uh just wanted to thank the uh OPO Task Force, the idea, all the great work that they've been doing reviewing all these applications. Uh next slide, please. So for this second year allocation we received five million dollars We received eighteen point four million total pass for year two. Just the breakdown on the bottom is where the funding comes from. We have the city-county funding and

2:07:28then of about three hundred and seventy-four and regional funding about four point six for a total of five million thousand five dollars and thirty-five cents.

2:07:42Did uh for about seven hundred and fifty thousand and three if we go the next floor to

2:07:52These are the allocations that the advisory board had recommended. And these are one of those.

2:08:21I apologize for this. So let me just see if I can turn my volume up really quick. Um so The screen was before you now is the public finding recommendation list. This is what the advisory board has recommended and it is an annual allocation only. So as you will see the amount that is requested and amount to fund is different. These are one year allocation. Next slide.

2:08:50After we have briefed all of the commissioners. There was uh some revised recommendations that some of you have felt that maybe should have been fungus and I'll go through some of those now. It was the uh eight hundred and fifty thousand dollars after the um for the Sheriff's Department for his Wellness Center. There was $100,000 for the school board. Uh they're basing uh uh pilot programs for three hundred

2:09:20thousand dollars for Premier for their um uh renovation of their Dave City office and then twenty-five thousand for case opportunities. So with that said, what we did is we reduced Bank Hill's recommendation of a million thirty six. Yeah, I was paying those songs. Those are the revise recommendations as you can see. The revise recommendation runs a little bit more than the five million cabin. And how we are going to take

2:09:51it out will be the next slide.

2:09:58How we're gonna pay for that is capitalists and take up that one more. Sorry, got my message. How we're gonna make up the difference. We have capitalist contingency from year one. Of two hundred and seventy one. We have remaining funds from approved budget allocation of 55. That was a 750. We didn't use it all. We have 55 left. The recognized interest of uh the OTF funding of 286 for a total of 613,589. So that is our

2:10:28remains in the Difference of a little bit more allocation of A D. The next price I did to my board has the five million dollars. Three point three million. was used for gener the savings to the general fund. These were projects that you had to fund through general funds and with this Sophioid funding we were able to save three point three four four four twenty one dollars. I'm sorry for the status, I'm hearing the status too but I don't know where

2:10:58that status is coming from so apologize for that.

2:11:03With that said, um we would like to make the recommended um Recommendation. for the board to approve the revised opioid treatment proposed project for rearness as recommended by the opioid task force with the revision, delegate full authority of the County Administrator to execute the project-specific agreement in substantially similar form with review and approval from County Attorney's Office on behalf

2:11:34of the Board of County Commission Commissioner. Additionally delegate full authority to the county administrative to act on behalf of the B D C for any purpose described in the approved subsidy agreement. I'm sorry, I'm hearing that data too and I really don't know what it is. Including but not limited to the authority to provide any necessary notices to exercise the right to terminate the agreement.

2:12:00Terminate the agreement um to extend the agreements for twelve months if necessary and to execute any and all documents by the Department of Children and Families related to the project specific agreements for the use of the opioid settlement funds. 2:12:34Ms. Chairman Mariano. So so Kat Kathy, I I appreciate the meeting as well and I appreciate uh you'll listen as far as what I what I was thinking as far as from the budget all the way through. This is a sett this is settlement money and I first didn't like the settlement where we had very little control over what was going to go. But when I look at when we're spending money for opioid treatment, I think the first allocation should should be to offset our budget for our taxpayers. So I'm glad you've modified it to go to that. So

2:13:57Yes, this is uh collaboration between the staff, Kathy and her team, Mike and his team and and we think it's fair. We're gonna be able to roll out impactful programs and support the sheriff and and fire rescue with uh a true wellness facility, especially after what happened. And uh I should note we should probably uh I know we said some prayers for uh an employee earlier. There's still uh sheriff deputy who's responding to the storm who's still in the hospital. Uh that I think it's the right-of-way. I

2:14:33he's he's still in still in the hospital, but I I think he uh I don't want to speak for Chase. Uh would

2:14:45You know, our our first responders uh were out there in the heat of the battle and even during the storm going around doing site evaluations, uh it's dangerous 'cause, you know, roadways wash out, things like that. And uh so I think a facility that's gonna be dedicated to, you know, some they can get mentally stronger and and focus on their mental health I think is good. But Yeah.

Um but no, we we appreciate the uh the the board's support on this. Uh and as JJ noted, um funding this project is uh is a big deal for our members uh and fire rescue as well. We're excited to to further strengthen our partnership with them. Um but we are very appreciative, so thank you very much.

I mean how many how many people on there w firms on there we're gonna have to audit. uh make sure they're in compliance with these with the monies. So I don't know if there's a way to you know fund

2:16:13have two or three major I'll call them prime contractors and for this for the sake of this conversation and they can pick you know whoever their subs are to do their work or wrap around services out whatever the appropriate vernacular is for this type of thing. Uh I that might be better. I I'm also when looking at this You know, I I view my responsibility in this job of how do I maximize the taxpayer dollar. And to me, this year this

2:16:43is a five million dollar coupon. This five million bucks that if the county used it internally that we could save our taxpayers five million dollars. if we chose to restructure the way these funds are doled out. Um I appreciate what the nonprofits do. I I I think their you know their missions are fantastic. But it's also the same time we're fiduciary to the taxpayer. And I view these monies that come in that if we we maximize it the right way that we

2:17:13can save money for You know, if we had five million bucks on this, for example, we could use it for something in the jail or what have you and then that gives us five minute free up for parks or whatever other needs we might need to be due. We just maximize the efficiency of the monies that we have that uh uh we get from our our taxpayers. So just going forward next year uh That way staff understands how I'm gonna be viewing this and uh you know we can only you

2:17:43know improve. This is the second year. Yeah and um you know just get the most we can out of it and and try to save our taxpayers a a few bucks. That's all. Thank you. Mr. Picard

So Mike would would we um this is not recurring money, so to me it's hard to hard to save on taxpayer dollars when it's not re we don't know the how long we might get an extra but we may not I mean it might just go away and we not get that kind of money. Isn't that right? Or is it gonna be recurring and we can use it in place

2:18:23It's recurring but on a declining scale, so it seems. We don't we we target certain numbers that we think we're going to get. Um but there there is no there is no guarantee of it, of course. I I I I do agree with that. Kathy, is there anything to add to that?

2:18:43Next eighteen years we're already in year two. So we'll have sixteen more years of funding coming in. So it will be reduced every year.

2:18:52So it is recurring in the sense that that I said, but the the funding amounts vary somewhat on a downward decline in some side.

2:19:08Note this money is for opioid treatment, prevention and recovery and that we don't stray too far from the purpose of what these lawsuits what what the settlement is supposed to do is help people who have these issues so they're not expensive for us. 2:19:39there's someone showing a video where this guy is breaking into their house and the comment was, Oh yeah, we see him all around. He lives in Moon Lake and he's a you know, he's got a meth problem and I mean I w I wanna I I I'd love to see us really um work on um not having that kind of community. And so I I you know I'm looking forward to that Bay Care discussion to see what they're doing. They're

2:20:09talking about the indigent care money, but I also want them to talk about because they're getting a lot of our money. And I want to see how it's used, how it's being used and you know hopefully we're gonna be keeping a lot of people out of the jail. That's Okay. All right. So Mr.

2:20:24I got a question. One more can. Uh and I'd just like to say, you know, I think we're all thinking the same way. We want to try to maximize the dollars for our taxpayer. Right? We all want to do that. We also want to fund everything that's opio related that makes sense too. Um I would like to see Kathy in the future as well work with uh J J to to to go in further to try to find what things we can get from the state for better matching monies to even stretch the problems further uh as we keep on rolling. And that could be working with the nonprofits too,

2:20:54wherever we can get a bigger chunk of the money because there's still a third of the chunk that's up there in the state.
