Um we are going to move on to the consent agenda. I have two items here that are pulled for discussion. I have C seventeen from Commissioner Oakley and I have AC ninety-seven from um are you gonna stay for the presentation? You gonna stay for the presentation?
No, it's this morning. Um it's JP Murphy A C ninety seven. All right. Um is there anything else anyone would like pulled from the consent agenda? Jack, do you have anything? Okay. Then I will take a motion.
I'll move. Second.
All in favor?
Aye.
C17, Commissioner Oakley. And
I just want
to say that the motion was to approve consent agenda. Yes. Thank you.
Uh I pulled C17 just for information. Um There's been a lot of talk about back and forth about the intersection of Meridian, uh County Route 52 and St. Joe Road and 21st Street here to our west and uh it's been from being maybe a roundabout to a four-way traffic stop and the message we got today in this is that it will be a full it'll be a realignment
of Saint Joe's. And it'll be a four way lighted.
Oh,
you're not
getting a roundabout?
No, this gonna be a four way. F D U Ts. Planning it to be a four-way stop. Yeah. Lights. Lighted.
And is that what y was that what the community wanted or was that F D O T pushing a lighted?
I
mean what the community roundabout this continuous movement
It was just it was just spoken at one time it was gonna be uh a roundabout. And pe s people were for it and people were against it. So a lot of people don't understand Rababots. I know, so don't but it's been determined by F D. O. T. that it will be a a light signal for four lanes and actually St. Joe will come over and square up with the meridian.
Right. Um I just wanna be sure too that the multi-use path is built in in that in that intersection. With s safely, you know, m uh a refuge to cross and you know a good the good.
So let's make sure we speak to that that path coming through that area. Honestly we know We may not know.
Good morning Commissioner.
It's gonna be either eight or ten feet wide. Uh unfortunately
more than eight for major
county. Probably will be ten feet because you know the right of way is kind of tight there. So but we are trying to have a ten foot uh multi use
path. I mean this is this is the this is Like the ma a major spine in Pasco County can't be eight B.
Um chair. Yeah. And about the roundabout. You know, we did one at fifty two with the new intersection. That thing has come out fantastic. It's big. Tons of tra tons of traffic running through there. Yeah, I want to see. And I'm just wondering how much do they really look at this roundabout? I know they used to doing lights and signals, et cetera, but uh o over the years as as we have the right situation for 'em, I'm actually a fan of them and um rather than having a light, 'cause the light you waste time you sit, et cetera, the more dangerous for accidents. So I just wonder how
much how much look was into that.
DOT originally looked at the roundabout option. I believe they changed the concept to a signal because that works better with Swane Way and Saint-Joe. It it functionally operates better than a roundabout. And also minimize right of way impacts in that area. So that's those were the primary reasons. And they had a public involvement uh program. They they informed the local citizens and everything. So it was part of the whole work they they're doing.
Yeah. They've they've looked at it very thoroughly 'cause F D O T, as you know, look at everything safety first. And I trust that they figured out this was the best route to go with the light. And they're gonna line up. Saint uh Saint Joe Road is gonna be moved over and lined up with meridian.
But what it is now you got actually uh Two.
Yeah, you got you got four rows, but you got w two of 'em Mingling right there on the north side of that intersection. And they're gonna move that Saint Jove and line it up and then be a poor. four-way lighted intersection.
And it should be safe right there.
Well I
It gets a lot of traffic every morning and schools in and out.
Sure seems like a uh roundabout would have been better, but Who are we? Are there any more discussion on that one? And
I'll
take a motion.
That's all I want to just report that. We've talked about it many times. I
give me a motion.
And it motion to approve. C seventeen. So
Do
you make
a
motion to approach
seventy?
Oh yeah. I'll
make a motion to approve seventy. All in favor? Aye. Aye. All right, um A C ninety seven. Thank you. Trying to see where this comes in.
Thank you, Chair. JP Murphy, Director of Rebuilding Construction Services. The item before you, first of all, thank you for your patience. It took a lot of people to get this kind of moved together very quickly. And the reason for the delay on that was we wanted to increase parancy transparency and put that in front of the commission. What this item is, is an extension of the services provided by Title Basin for essentially the permitting. assistance. So we have a a number of staff that are contracted through Title Basin to provide
our permitting center assistance, plan review assistance, inspection assistance, kind of the whole process of VCS has uh for the past six months been uh supplemented by professionals with Title Basin. The funding for that program, which they were funded under 1206, ended hard date last night. At 1159, and because we saw such a huge spike in the month of March with folks coming in, finally getting money for their insurance and deciding what they're gonna do with their properties, we thought it was best to continue
that high level of service that we're providing to those customers and continue this program for about another month or so and tapering those services off. But this is an effort to be responsive. There is an error in the Board action uh memo on my part, it was um authorized the county administrator to execute the purchase order. In the middle of uh processing this, uh we decided to make it a purchase service agreement which should be executed by the chair. Other than that, I'm happy to answer any questions.
I just want I just want to say that um Uh uh in my meeting with uh Mr. Karbala this week, he mentioned that we when our when our letters went out we got an another big surge of permit requests, which is a good thing. And so, you know, I think their services are needed because we don't want it to take weeks to get back to our citizens. We want them I'm still I'm hoping to spend the night in my my house tomorrow night. Um so we need we need this though. Uh
Commissioner Mariano.
So with Tidal Basin, uh and and again with the surge we agreed appreciate the great work you're doing, Anthony. Your your team is doing phenomenal uh running these things through. Um this is for how long of a time?
This is for a period of seven weeks.
Seven weeks. And that we expect to get reimbursed from FEMA. So most most of it.
Yeah, we've requested uh that to be reimbursed under category G. We're waiting an answer. That wasn't available at that. That fits in the category. So we think
that's a good thing.
Yeah, and this is being funded up twenty one oh four, so out of the building construction services fund because the whole all the services are being provided are related to building services. Sure.
So so it's so so it's not a tax. It's not a tax base, it's just fee-based. And but we do expect to get reimbursement payment with it as well. Yeah. So no no effect on the budget. Okay.
All right, take a motion. Vote approval.
Second. All
in favor? Aye. Aye. Aye. Opposed? Aye.
Thank you.
