Good afternoon. Gavin Covey Playing Development and Economic Growth. Uh this is PDE twenty six zero one nine n. This is actually an amendment to the existing April DA.

Here's a location in the county.

Here is the location within Connected City. As you can see, the MPUD itself was is also within the community hub. It is uh directly across the street from the property we were just looking at.

And so here is the Kitten Aprilli M PUD segment that comes from the intersection of Elam and uh and Kenton Road up to Road B. In the April Oh no.

Okay.

Road B right there on the Aprilly master plan. Uh this is implementing the conditions of approval of the Aprilly MPUD. This is a requirement uh to basically uh set to term the conditions for designing permanent and constructing this segment in exchange for transportation development fee credits or mobility fee credits for the developer.

And one of the things that we did do in this DA that that require the uh amendment was that we changed the roadway typical. Initially, the roadway typical included multi-purpose lanes within the right-of-way, uh, which was eight feet. Instead, we changed those multi-purpose lanes to extend the multipurpose paths on the outside. So now we have two 12-foot multipurpose paths. instead of those multipurpose lanes, which is gonna be safer for bicycle, pedestrians, and alternative vehicles to move up and down Kenton

Road. And this is the typical that we've applied to the missing Kenton segment. And then when we talk about the Kenton DA, it's consistent with that as well.

And again, uh Barbara kinda mentioned this in the uh the last project that we talked about. This DA also has a require or an option at the election of the developer to construct the missing Kenton segment with the same terms for that the Kenton Road commercial has, cash reimbursement for the signals and intersection improvements at uh Kenton and Elam and then Kenton and Overpass as well. We wanted to make sure that we had as many people tagged for this so that we could get it done. And

this is coming with a recommendation of find the proposed development agreement consistent with the comprehensive plan and recommend approval to the Board of County Commissioners.

I'm a little under the weather, so I'm trying to not touch stuff that other people might touch up here. Uh this DA is an amendment and restatement of the existing DA you all already saw a couple of years ago. The MPUD was approved. almost four years ago now. and it would have already been built. There were a couple of market gyrations that

ended up with different home builders going away and now we're back with others and I think everyone will be really happy with the builders that we do have coming in there. But so the DA was already approved, uh implementing the MPUD condition that required the construction of this segment of roadway. as you heard from staff, all this does is it moves some of the dates out um for the construction because again we know we initially assumed we would be able to build this earlier

than we're able to. But if we get this approved and a couple of other things we're anticipating that the roadway construction will actually commence pretty soon. Other than that, all we did was update some legalese throughout the agreement. We added the option for us to build the so called missing kitten segment. And um and then we uh added the new cross section. Um I do have Jordan Schrader here with me and and I'll I'll tell you on in broad terms and Jordan can ask uh can

answer more specific um questions that you may have or the neighbors may have. We have met with the neighbors uh on site and our engineers have uh a number of times over the years. Um again it we started on this journey in I think it was early to mid-2021 and when we led up to the MPUD approval we had several meetings with the neighbors, tried to get their input, and it that influenced Clearview is uh designed

their drainage plans for the road. and the overall roadway design as well over time. So happy to answer any questions you may have. Jordan's here and can answer specific engineering questions.

Good afternoon. Jordan Trader, thirty ten West Azile Street, suite one fifty, Tampa, Florida, three three six oh nine. Uh Chairman and members of the Planning Commission. I did want to mention that uh I went through my phone and I found a photograph from March 2nd of 2022 when we met with Mr. Singletary and the residents. And it's in his front yard and the trees that we promised to save that have been incorporated in the plans that your staff have already approved. We met with staff. I heard what he said earlier and I he does need to be heard. He has been heard.

We moved our silt fence to make sure to save those trees. He's correct. There's two overland outfalls also from east to west across Kenton Road. What happens is there's about four hundred feet of cow pasture on the east side of Kenton Road that drains west today. We're taking that water away from that because of the sensitivity of Kenton Road. So I want you to know that Mr. Singletary and those residents have been heard and we've considered that in the plans that have been approved. If you have any questions, I'm here to answer them.

I mean, we're not going to be able to do that Our property at least has at least twenty five oak trees right on the boundary line. Right. I mean we got Trees going in through the bob wire. So And our my concern and everybody's concern on the road was they're gonna actually start at the property line and push back I'm

just concerned about the damage. He assured us that If there was any damage. that they would fix the problem. Right. I'm satisfied with that.

When this road is completed, I would like to see I don't know if you guys can do anything about this or not, but Uh no jake breaks. It's gonna be a very major thoroughfare. It's gonna be a four lane road from fifty two to overpass to the interstates. So trucks people are it's gonna be a major road, it really is. And it's gonna take away from the uh The uh quiet and uh You know, country living. One thing that we would like is to make sure that even

with the original product that we talked about earlier and this product is to keep the construction vehicles Off the private road. It can't handle heavy equipment. Mm-hmm. And um Working hours would be great if they could work from eight to five instead of sun up to sun down, especially that the time's changing now they'll be out there working till nine o'clock. So that would be nice. But um All this talk about the uh the community needs places

to congregate. That property is perfect for the county to buy it and make a nice park out of it, it's access to the lake. I mean it's perfect. It would be really nice. It's got beautiful pine trees and it's a really p pretty piece of property and it's all just gonna be bulldowns. Um so I guess there's two main things that I want to touch on here. And I kind of uh briefly touched on it uh the first time up here to speak. Um

Timing and phasing. And I have the original and updated transportation analysis from the connected city. We have those. It's from Lynx and Associates. And the timelines and the phasing for the roads are my concern. And the reason is That with the road plans. Even through twenty thirty. This was not gonna be a paved road. When we skip forward to 2040, then it

was actually going to be a four-lane throughfair, okay?

Not we. The County has approved all of the developments on the north side of this road and this intersection. There's been over eighteen hundred residences approved that haven't been built yet. They're all We hear they're coming pretty quick. Those eighteen hundred and the 8,000 residents of Murata. This is going to be the through road to get down into Wesley Chapel, to get to Epperson. all of that traffic is gonna be using this road.

Well my concern on the timing is is If we put in a two lane road now, and right now it's penciled in to end With a stop sign.

The signalization there at Elam and Kenton is gonna be a huge importance. Otherwise nobody's gonna be able to get in on her out. But the other issue is because all of the other developments have already been approved. It's being built. It makes no sense to put a two-lane road in there when all of the houses are the majority with Mara are already built, but all of these developments are already approved. Pasco County needs to be a little bit proactive and go

straight to the four lanes so that in two years we're not all in here tying up your afternoons telling you about how bad the congestion is and nobody can escape to get to work or to school. They moved the schools out of the central portion here. and moved it out on to f to the east. And you have to go through this road for all those students to get to school and they live within two miles of their school. So every one of those students is going to school and back and forth in vehicles. They're

not going on bicycles and is too close for bus service. So what I would ask of you is for planning to have some discussions proactive And let's go straight to the

Yeah. Rather than a hodgepodge now where the master plan didn't originally expect all of this growth in the the Kenton community hub area. Thank you. Okay, thank you.

So if you see right there, see that little piece of our dirt road that's still hanging out? Is that can be just blocked off, cut off from everybody to use it? Or what is what what are they gonna do with that? I'm I'm a little like confused on that.

because why I'm mentioning this is that now we already have four wheelers. um side by sides, um all these dump trucks and that's what's gonna happen on the other side of us on the south side when y'all are going to put the new road to connect to overpass. We're gonna have traffic coming from the north to the south, back and forth. There it's gonna happen. Me and Jennifer's chase people down on these dump trucks so they go by GPS and it says, oh,

take this road. So that's another one of my concerns. And I hope you do what you're supposed to do. I hope so. Because it is really bad. I kid you not. It is awful. The rain, the runoff, and when he says north to west, I'm like, that's usually where it goes, is north to west. So that's right behind our property. Right? And then another issue is King Lake when that overflows. I mean, it's just we're in a what Mr. Full would say A swimming pool or a what was it? A bowl. We're gonna be like a swimming bowl. So

those are my two things is we don't need the traffic coming down a road like we have been having happen and we have to stop them, tell them not to come down. We have signs, we have um I we had to personally put up signs to say no trespassing. uh residents only. An interesting thing, I did a game camera, right? At the end of my driveway. Just to see what kind of stuff we got going 'cause I can hear it. Three days we had a thousand activities. These

aren't animals, these aren't just people walking. This is like cars, dump trucks, flatbed trailers, and we're a single lane road. So you have to think of how much traffic we have dealt with and we have been like swept under the rug about for years and I'm sick I I'm done. I'm tired of it. That's why my last little talk. I want us to be our own little community, our own little ten acre lot community. Block us off at this end of the south,

block us off the north, and leave us alone. Because we have dealt with it for so long, too long. You know, I can't even walk my dog anymore. I can't even go walk down our road anymore without people hitting it. Man, they come from the The north side from that skating rink that um They come from that. They come from your county drivers are the worst. We catch them all the time flying. I've called I don't know how many times on them. Um but I mean we get so much traffic 'cause it comes from Curley, it

comes from McKendry, it comes from Tyndall. Tyndall got a brand new housing area there. So that traffic comes down our road. So we have got to stop it. We have got to block us off somehow so we don't deal with this anymore and we have our own little Our own little community, you know. So that's all we're asking. And then this little social space that y'all talk about, oh my gosh, just go to Publix at Innovation Springs. I couldn't even walk in there. There's kids on their e bikes. Oh, that's another thing, e bikes.

They're flying down a road with their e bikes. I mean, and then I could just keep going. But publics, you can't even enjoy publics. I mean they're all there. You go in and I'm like, Holy crap, is this like a high school? I just walked into it's publics. So when they talk about social space, I'm like It's everywhere. And I hate to say before about being transients. I apologize for that. I need to take that back. What I meant is like those type of things that they're going to put in do attract people like that. We

seen it seven eleven down off of um Boyart Road. they're all there. I don't know how many thing it's just a lot of mess. It's a big mess. I just hope someone figures something out instead of jumping on it. And I know they have had a plan for this. what they wanted to do on the corner since I couldn't talk in the previous one 'cause I had times out. They had a plan because we met with Terry and Terry was act like he didn't know what was going on in that corner. He knew. He had to know. For all this to happen now, we didn't know anything

about what was going there, what was gonna be developed there. We knew it was sold. We knew it was sold for big bucks. We can be sold for big bucks.

It's not someone just buying it just to live good. there, you know, and to have their own little space. So There's a lot going on, that's all I have to say. Thank you very much for listening to me. Whoever's doing the road, if that gets dead end, because you know you're gonna have a four-wheeler jump in it, you're gonna have e-bikes going over it, you're gonna have everybody using our dirt road still. So something has to happen there to block us off from everybody.

Um couple things I do um so as long as you keep the trees I um our thing too, I appreciate that 'cause there is a little bit of a natural buffer there, so I hope that They're going to do what they say there um as long as the change as well as the changes in the water runoff. And I I it's very hard to see and you don't have to put it up, but the road segment, I guess what I understand is that the golf cart is gonna go on the other side. If that's a if that's how interested, I think that's great because when you're walking on Elam

Road, people don't like using the golf carts because people are going 60 miles an hour, so they're on the sidewalks, which means that walkers can't be on the sidewalks. So I think if that's on the opposite side, maybe they'll actually get used. So I think that's that's great. So things that I do have some concerns about. So I'm gonna just say what Michelle said is that right now, while we're doing during construction, this one segment, there's basically all the north side traffic is gonna be coming down and then they're gonna be hitting this paved road. So we're having an issue like McKendry

Road has currently where you have parcel. Um not. The difference with McKendry is that we own our easement, which means we are responsible for our easement. It's not county maintained. It is when we say single lane, it is one lane. If you're walking on the road, it's very difficult for even a car to get through. So when we have trucks and everything else, so I'd I'd like to have more restrictions on somehow trying to not have construction traffic come from the north and then use this paved po paved side

while we're in this kind of limbo um with this road. Again we've been dealing with this for for years. It's dangerous. I can't I can't walk. And I walked on Elam until I was getting kicked off by the golf carts. So I I mean it's a it's a whole cycle. Um

One other thing I wanted to say about entitlements that came up is that and this is unrelated to this, I'm just gonna spit it out, is that I remember being I don't know if it was tall timber or Priel or which of the property, but they're like, if there were entitlements, we would change these town homes to single family homes. So I guess there are entitlements. So I guess I question like what happens now with the site plans, because they they made, you know, they make these comments and um Nothing, yeah. So I I distinctly remember this this comment. Um

The other thing, the other thing I have a question on is how people are actually going to use the additional segment of Kenton Road to overpass, with this being a light. So one of the reasons that I thought that that segment was needed was because Elam Road, if you keep going down Elam Road, there's a sharp curve, there's, you know, there's a-there's a lot of things that go down there. And are people going there we have a a a ton of traffic coming from the east on Elam Road now. Are they gonna sit in a left-hand turn light

to go left, to then go right, to then sit in another light to go to the highway? Um so I don't think that that's how that's gonna get used. So I guess I question why would anybody coming from the north or the east do anything other than continue on on Elam Road. So I guess I question a light there and potentially I know people are for or against it, but I guess I would question whether a roundabout makes more sense. Being able to divert traffic because people are not gonna sit in a left and go down. People are not going to come from the north on

Kenton Road and sit through a light to go straight. They're going to take a right to go to Eland to get to the highway. So I mean, maybe a little bit late in the game for saying this, but I I just you're we're gonna put this there and it's people aren't gonna use it because they're gonna be sitting for extra minutes. And why is anybody gonna sit for extra minutes to get where they need to go. Um

The other thing I want to say is that during construction, and I know this probably has I don't know. During construction, I have concerns about dust mitigation of the construction. So I know Tanya on McKendry Road has also these concerns. So I, you know, I would like to make sure that while they're during construction, that we are not bombarded by dust. And I just remember going up Old Pasco Road and when they were doing that big development north of the thing. These people were just getting blasted. Um, I I mean, so I'd like to ensure that. And then

I'll speak briefly. Most of these I think are technical questions that Jordan's in a better position to answer. But I do want you all to know that many of these specific questions were asked of us in a community meeting about four or four and a half years ago, and all of our design is taking this into account. And I even have an email from Ernie telling me, I think it was just right at five years ago, that the new road had to be completely on our side so that we didn't goof up any of the neighbors uh over

on their side. And it is it's an interesting thing. There's some easement that exist uh over some of the property owners over on the west side, but they may one day after we build the new road, they may be able to have a gated area that just serves their area. But we talked about maintenance of traffic and all these issues uh years ago and that's all been accounted for. But I'll let Jordan try to explain what he's done.

Okay. Thank you. And I think some of the questions that were posed too is going to be answered by PC eight as well, so regarding paving to the north. Yeah,

good afternoon. I I I met with Mr. Carthier earlier and I missed the the lady's name prior to, but I think two of the main questions. One were keeping traffic off of the existing Kenton Road. I think as everybody knows, the existing Kenton Road is not even a private road. It is actually easement on individual lots. So as Clark mentioned, we met at Mr. Worley's house, which is the the third largest of the uh the wider tracks. With all the residents of Kenton Road. And what we did was we actually moved Kenton Road over. So the road is not pushed up right against the right-of-way. We slid it over so that we could save the trees along the fence line. And

then we work with the neighbors because everyone's concerned. I don't want people coming down my Kenton Road. What we learned out there also is there's no formal maintenance program. They're calling Mr. Singletary to use his tractor, and that's how they're they're maintaining this road, and people are using it daily. So when the New Kenton is complete, this one plus the next segment, obviously all local all north-south traffic will use New Kenton Road. Okay? Everybody goes north-south. What we did with the residents is at road A, let me zoom into it right here.

Don't want that. Here we go.

Okay, so at Road A, which is right here, we created a full median opening and we created a west side driveway accessing Exinton Kenton Road that's basically going to become their own driveway. So they know this. Everyone will come north on Kenton Road and that's a full median so they get full movements. And then w again when New when Kenton Road is complete, all the general public will go north to south off of their road. The residents will essentially have their own private Reverse frontage road. And they can turn off Kenton

Road onto their private dirt road that's going to function just the way it is today, what they wanted, to try to have that country lifestyle estate feel, but they can get on and off Kenton Road. So we created that driveway at Road A, that's where they will come in and out, and then I'll let the next project in the door speak to how or if that road accesses in the next segment. But I can tell you from the April project, we work with them to coordinate that driveway location. Once all this construction is complete, the only people that need to use that driveway are the residents, the ten of them that live on this road here. Um The second one was again

the trees in the fence line and the drainage. I think I touched on a little bit, but we slid the road over to protect the trees. As Mr. Singletary mentioned, what happened is the farmers cleared the pasture, the barbed wire fence still runs through the trees, and they said, look, we said all the time, you're gonna pull the fence out and lose the trees. So we're committed to leaving the trees that are buried right on the property line and carefully moving that barbed wire so they have a little bit of that buffering. We also moved the road over. And we're collecting all of Kenton Road and into our ponds on the east. We have that outfall to the west, but

we're opting not to use it. We're keeping it off of Kenton Road. We're keeping all of our water that drains into Kenton Road stays on our side. Okay, are we doing anything about construction traffic on that road? So it's obviously it's a private road. There we don't have any restrictions I'm aware of as of right now. All of our traffic is only gonna come from Elam Road. We don't have any reason or mechanism to come from the north. All of our equipment, everything, it's a dirt road to the north. All of our stuff, just like Wildcat being built right now. Everything is coming from the Pave Road, from

Elam Road to the south. Um So I can say from our project, all of our access will come off of Elam Road, which is the hard surface that serves us. I can't speak for the project that's up next after ours. I just uh I think

there was some questions about the not necessarily the They won't wouldn't use that road, but they wouldn't use it at l early and late hours. Got it. So that might be something you want to think about.

We talked about fugitive dust and we had some of the meetings with the neighbors? It's a real concern. Um we have notes in our plans that have been approved that speak to fugitive dust. We'll continue to reinforce that before we start construction. The county's gotten a lot better at policing. fugitive dust so I I will ensure that the notes and some of the restrictions in our plan stay in place for fugitive dust. So Yeah, you just wet it down or water it down, yeah. It's always in January. It's a certain time of year and it's when the wind blows from east to west, it's when a drier period. So we'll stay on top of that. So
