Also um I wish y'all would quit making destinations in the Northeast Rural area plan that don't really fit. We're trying to be rural, save your natural resources in Pasco County, and make it more like a state park. That has

That fits in perfectly, but the rest of the stuff, and they told us they were making small punking patches. And a small Christmas walk. Well, still 118 acres doesn't sound too small. Thank you.

Um, I respectfully request that this conditional application be denied and continued until additional evidence is provided demonstrating compliance with the county's approval standards. This request is not simply a continuation of an existing approval, it represents a significant intensification of the current alcohol authorization by expanding from a 2OCP. to COP beer

2:05:09and wine permit, which is the alcohol they've been serving, to a full four C OP liquor license, which is a lot different. It's a whole different concept of alcohol. Extending alcohol sales throughout a large 118-acre amusement and an entertainment complex. I f I I don't believe this is an agritourism project. It sounds like a commercial tourism project. First, the applicant has not demonstrated compatibility with the rural and architecture agricultural character of this area. The property is located within

2:05:39the northeast northeast Pasco rural area. And carries an agricultural future land use designation. While recreational uses may be permitted, the burden remains on the applicant to demonstrate the full liquor sales and late night operations are compatible with the surrounding agricultural and residential uses, which I don't think that it is. The staff report Contains little analysis supporting that conclusion. Second, the applicant has not provided significant sufficient evidence addressing the public health, safety, and welfare impacts associated

2:06:10with the expanded alcohol consumption and type of alcohol and late-night operations. The proposed hours would allow alcohol sales until 11 p.m. on weekends and alcohol sales until 1 a.m. on weekends. Rural roadways such as St. Joe Road and Bellamy Brothers Boulevard present unique safety concerns and the record contains no alcohol-related public safety analysis. They say it, but there's no record of it. Third, environmental review appears incomplete. The staff reports acknowledge

2:06:41that detailed wildlife surveys and wetland delineation information are still required. Until those studies are complete and evaluated, the board does not possess all the information necessary to fully assess impacts associated with the intensified use of this property. Fourth, the transportation mitigation identified by the county staff has not yet been completed. The traffic review determined that a left turn lane is required on Saint Joe Road, with completion anticipated by fall of 27. Approval of an intensified alcohol-related

2:07:11use before required transportation improvements are in place is premature and dangerous. Finally, the applicant already possesses an approved alcohol permit for beer and wine sales associated with the amusement park. The record does not demonstrate why the existing authorization is inadequate or why expanded liquor sales are necessary. The burden of proof rests on the applicant, and I do not believe the burden has been met. A mixture of alcohol and late late late night hours does not create a family friendly environment. Nothing good

2:07:41happens after midnight. For these reasons I reck I respectfully request denial of the application or at a minimum a continuance until outstanding environmental transportation and compatibility issues have been fully addressed. Thank you.

But they do. provide some information about if turnlees are warranted or not.

First of all, when it comes to the burden of proof, the staff report in and of itself is competent substantial evidence to substantiate the approval of the application. So I don't need to provide any further evidence. All you heard from the objector was argument. There was no expertise offered. The difference

2:09:33between uh selling beer and wine and liquor does not generate any additional trips statistically, and for that reason, there's no differentiation in the ITE code. There's no difference with the type of facility. When it comes to selling beer and wine and selling alcohol in this area, I think. I think most of you are probably aware that the Florida Cracker facility opened up in St. Joe just down the road on St. Joe Road

2:10:03a few months ago. It sells all kinds of alcohol, including booze, liquor, I should say, and it's wildly successful. Even Disney and and and facilities like that now sell liquor. So the days of just beer and wine and not liquor are kind of gone. And for that reason when you go into a Circle K, maybe you'll uh I don't drink it, but there are a lot of the stuff that looks like beer now that actually has liquor in it. It's usually uh down at a

2:10:33lower percentage of alcohol by volume than if you were to go back. buy a jacket coat, but it's it's sold virtually everywhere now. So um and last thing I'd say and I could give this to staff but we have 10 letters of no objection for this application from almost all of our closest neighbors. So the neighbors are fine with it. It Florida Crackers selling booze right down the road. People wanna get a drink when they're out. I'm sorry, times have changed.
