That's the next step
in the approach that I'm um I'm very much interested in. By no means is a knock on your work, this is fantastic the fact that you own it. accessible for this short period of time basically A pilot project. and assembling a team assembling a team and Finding the right personality traits to go. Work with these folks. A beautiful thing. However Uh These folks who walk out. Need to know.
But the next step is going to be a lot more unpleasant, right? And um
You guys know where I am on this, so I'll leave it there. But I'm very grateful to your team and animal services and How important and Catholic charities and and everybody involved. It's just It's about issue. Larry and former we're very grateful.
This But you know, f frustrations run downhill. They come to us and there's a lot of pressure on us. Triple stuff to you to figure this out. And you know in America in the culture we want it now, immediate results. It's like, well it's not like Amazon. You can't buy Bye.
So we're we're we're calling that this is obviously Um Uh there's a great sense of urgency and success here. Um But that also means gloves. Or off. Thank
you. I'm going to say I promise you, Commissioner Weightman, that we will come up with a solution for that. It might take us a couple of months, but we will come up with a solution, and I'm going to promise you that.
And I actually wanted I just want to say that. People don't realize this is such a complex issue because most of it stems from the mental health component. and you do have to keep welcoming them back. And we are very fortunate to have Baycare. Who it works alongside us. And you know, we talk about You know, who who do you know? You know, and most of these people have all their relationships are fractured.
They've they've burned all their bridges. So um You know, it's it takes a lot of time. to do that. And um just because we've I've worked with You know, lots, lots of homeless people, and there will be success stories coming. Families reunited, jobs coming out of it. people coming on track, but really when it comes to the drugs and the mental health, they have to say yes to that. And once they say yes to that, that's a
big piece of the puzzle. to to move forward. You know, and that's that's the the tricky part. You can't make them say yes. But you know, like when I when I talk to people, I'm like, when you're ready. Here's how you can get a hold of my office because I can't force you to be ready. You're the one that needs to decide if you're ready. And when they are ready. They're in control of their destiny and they can make huge changes. And you do see a ton of success stories like that. Four-year-olds now gonna get services from the school board and have an IEP and
be able to learn how to communicate. So I mean I you know, I've worked with Catholic charities a bunch and I do have a ton of success stories that have come out of there where people have been homeless and they are on their own. And I'm super proud of Um the work you guys have done. I'm thankful to be on your calls and on your team. And I really do think we're moving the needle. And um I look forward to some of those success stories. And
maybe one day we'll have somebody. And uh tell us one of their stories. So that'd be great. Thank you.
How do you say George? I I think Kathy did a great job bringing James forward. Um The team we got together was great. I appreciate the the effort that you're going to go through and get confidence. you you gotta get the right things but as Commissioner Weightman said there's still what are we gonna do with these problem points? I wanna hit on a few different things, we'll get to some other things too, but You can talk about like how do you find these camps where I think you said you can talk to the Hudson Firefurner team, those up the roads, talk to them before. They can tell you where all the camps are. And they they do paramedic
work out there, et cetera, dictating. They're going on. Recently I I had called Sheep when we had a fire sheep mass area with a big fire in the area and I used to camp right in there, what we talked about from before. Um Sure enough, in that area is with that fire loss. Um It's dangerous for these people copy cars a bit playing system. So The chief said twenty eight out of the thirty fires we spent a lot of money on. Taxpayer money on trying to defeat these down. They cause havoc, they cause reefs,
they cause danger and That's why this is so wood. What shouldn't? Um Originally going to um The one scenario. Bolaros, tax, uh, gas station, the public's the CVS right there. I mentioned these things where there's homeless people out there with their signs, early lesson may They know they can get funds by staying there and getting money. If these people in the woods And they could get their money, their drugs, et cetera. They're gonna stay longer. That's why I keep on
pushing this right away ordinance that we crafted just to keep keep the pressure on whether we compress them around doesn't matter if they're gonna be hassled, they're gonna know they're gonna go on. Walmart, you can walk in there nine out of ten times you're gonna see someone out front, plug in the cell phone. Uh in front of anyone or get these businesses. Did they
not want to fight now?
We get a pump now. To the known as extra support. part of public's it called in. I think Chase, I sent you the email on it. But going to the public's at the side of the entryway. Some guy going crazy with Just yelling. I don't know. I mean scary mental health things that that are going out there. So know when you're working closely with a sheriff is very important to get to get us to be honest.

uh y yes sir, yeah just to that point, uh Chase Daniels, Under Sheriff Community Outreach Operations, Pasco Sheriff's Office. Uh so first things first, I do want to thank uh Corporal Zimmerman and It's Videlli, they had a they had to get to somewhere else. But um, whenever I talked to to you and in your offices and I mentioned that I'm sending something to our team, that that's a team I'm referring to. Uh so last year um they actually handled uh a little more than a thousand uh complaints that were referred to to us by by all. offices and in yourself. So uh just did want to recognize them in the in the work they do. But I did also want to talk to Commissioner
your your point. And I think it's something that um you know I thank Mr. Walters and Ms. Pearson for working so hard on um because it does become a challenge for us legally and also to Commissioner Weightman's point. whenever a business is open. So for instance, if a public is open, we do not have the the legal authority to trespass anyone from there without publics calling in and some represent the public's reporting it to us. So that point, whenever something is plugged in in front of there or Walmart and that business is open, whether there's a trespass agreement or not, as long as it is open,
we need the legal authority from that manager on duty or someone responsible to remove them from there. So that's where reaching out to those businesses, creating those partnerships are incredibly impactful for us because trespass agreements are great on making lots where businesses are closed, but during open hours, um Legally, we can't presume who the business wants there or not. So having that buy-in from those businesses to ask us to remove those people. Um, it's huge. Yes, yesterday, Commissioner Starkey referred us a a uh case out of the 7-Eleven where we were actually able to go out and make contact with the
manager, and now he understands that you know calling into us and asking those people to be removed uh are are the steps forward there. So but but to your point on on that, it's uh we mean that this is Fine as well.
Of course we got other things like seven eliminated that C R people. pull up our wolves. This is called them what you need to help put it together if you didn't agree with them. Holmes went away from that spot. So I don't do this, but uh but the reason I bring it out is If these agreements aren't in place, like the other day I'm driving down Vegas. Uh at the Walmart I got one homeless person. At nineteen I got another homeless person. I can go up to taking a right door to the north and right in front of what does it look? Now you took care of the other two and you did it very quickly, which
I appreciate. Um but the one in front you said you couldn't get just the property. If we don't have a great law, et cetera, I want to know, I'll work with you, let's go get one. It's not good for their customers, it's not good for the citizens. It's not good for the people with public CVS or without Holeros either. So I think if they are aware of how important this issue is, we can do something. And if you need my help to have those conversations with all If everyone in their own district would do the same type of thing, you need to get these agreements in place if they're not. Not. Let's communicate that.
Yes, sir, but but I I will say too, uh in addition to the to the agreements, because I said the agreements are great when the business is closed or not open, but during business hours we also need those businesses to inform their managers and things like that that that they need to call in and report those as well. Right.
We can take those
make sure we get in the greatest replacement and we can get the project off sure. Uh next in my own or th this may be good for anybody, I'm not sure. Commissioner Starkey, think you were over this as well. So When a person gets educated in jail. When they get finished from the trail. for a long time they were dumping people into our host camps. Is that process still going on if we stop it?

so we are it's dangerous. Yeah, and and so what once they are released, they they are released once once your sentence sentence is over and it's it's up to up to them wherever they choose to go from there. Okay, but then I guess we're gonna go.

It's the people
with the sex offenders. So I know uh we we were we were engaged um with the the State Department of of Corrections regarding their the community formation and parole. Uh my my understanding is that that is not an an issue anymore. Um I've not heard complaints about that recently, but that's uh still an issue we're certainly happy to know to re-engage with them.
Well the only way we even knew that was happening. It was because our code enforcement Dying. Followed a UHA truck. that was going into Bob and Well's private property off the plath. And when our code enforcement officer asked him what he was doing, he said, this is where I was told by His probation guy. to move to. And so he was literally Unpacking is you all. Um her private property. And and so it is known,
it is known where they are because they have to wear ankle bracelets. Yeah, so
They they get checked regularly. So I I'm not asking where they are, but they are They are living somewhere in the county. And we're not the only county with this problem. Everybody has it. Because they have to be One thousand feet from a school or a church. And so there's certain zones where they're told they could go to. And um it is definitely known by law enforcement for those of us. Because they have to be checked at
the monitor.
So
if I get some being dish for a favorable presence, especially if you're not about to see them being a circumstances county.
We can
as you say. What was it? Half of all. Correct. Yes. Um it it right moves with with a point on time. the whole display years ago where they asked everybody where they were from. And if they deem them to mean they were here for a few years, that they were now our business. I I don't think that they're they should be our problem. I think they should go back to the case.
But they if they Uh the way it works is that they were rested. In Pasco, then they come back to Pasco. We had it worked out that we could send them to a treatment facility in Orlando and we were willing to pay for it. But the state said you cannot take your problem and send it to another. So they wouldn't, we had, we had room for a treatment center in Orlando and we had more room in Penellas County because we don't have a place for them. And so um it was all set
and and then they they said no they can't do it. But we didn't do
Sorry, Molson. I found here for New York. They paid their rent for a year, they home wasn't a good. And had people have you heard some Carolina do the same type of thing. Yeah. San Francisco, the most effective thing they had was doing dealing with the Holy Spirit years ago, which was when they sent them back to where they came from. Because if you know it's a haven they all come over. No now they deal with the issue, that's where they get probably used to render because Just that is something and I don't want to be that. Officing it to drugs a viral outdoors today. And I appreciate the
success of the numbers 18 out of 22. Successful short city of Mariano. I wanted to give you a another option too that could be up there. Um the government company um See you Tim Cheng ready from Dais Analytic. I was talking to him yesterday. We're talking about some different issues. And he says, you know, I'm just gonna have a big contract. I got a lot of people I need to hire. This is I've worked with the M skills in the past, they had great success. I'm willing to work with some of these people, even if they're goals to get them in there, get them into a job, et cetera. So we're gonna take those steps
coming up. The fact that these were just steps for recovery as well. That could be another great person that people go work with too. whole the special they need to summon the woods etc maybe get those specs because it Make it money, get such so they know. Um You know, in and years ago we had the Leisure Lane Bandoran properties that we had out there. And one of the things that we're very suspect with some of these people, the attitude of oh, I'm just gonna go find somewhere else to go. We had 33 people. We are the end of the college about there. No takers
to get any help that's going to be a little bit more. That's
because they had that White House right there. They had power and everything they needed illegally from that business.

We got status on the vote and helped them agree with the chetis. So we know the danger that's there as well. These people are not. The nice people who make that soon are probably gonna continue to come. Um I'd also say Mike if if we can't Um Pasco Jets over here now, she's trying to fit those trails we gave her to you just you can find we expect frozen things with some people. There's another opportunity just like the Hope Center that people we can help give you some belief. Well that's uh
Is that sloping issue? You're a big man. I got faith in your identity. We got a great team you put together and I appreciate all of you guys, all your help, all your compassion. We've got it too, but at the same time we're gonna listen to what it says. It's about Their safety. Their health. You know, in front of like this, let's say just a post office, maybe there's some way we can put something together, maybe it's working with other groups to go clean up the messes in these places. you know, payment fees, whatever someone's got some, just to help clean it up because
I'll tell you, when a hurricane comes in, all these loosen breeze going around, whether it be needles, trash, whatever, it gets into the Gulf, it gets into the streets, whatever, it's not a good look for us anyway, but if there's a way we can find ways. to to work with these private landlords that didn't know this was happening or or couldn't find a way to stop because The shadows and you memory could do. So if we could find ways to keep on going, we'd appreciate it. Candy. Well what we just made we just call decisions they have to be made. Again, really appreciate you bringing Jim into your team and
then working with all the people that are here and and here uh those that are coming back to do we'll keep going. We just keep on going, keep on working out. Thank you for all of your appreciation.
Yeah but a different thought with would help for getting public citizen. What about it? To get the managers. I think I don't know if anybody from Morris here from EDC, but uh you're on EDC? Consuming EDC tracks business tax receipts. And they take County dollars to the penny. I think we should partner with them and and task them to calling on these businesses, telling them the challenges we're up against.
That way they're not weighed down and take a proactive report with the EDC and have EDC reach out and explain to them what we're doing. and try to get folks to businesses to come online or testing businesses are with them. to sign these these trespass agreements or at least get us in contact with the right folks. And um you know there's more to economic development than just what they're doing. It's Did to keep what we have safe and clean and customers coming in the door. And that's their that's their mission, right?
So I'd be a good share of suppose would be a good
idea.
Yeah, but these we you know we give a lot we we give a lot of money. See. And um I think They're probably pretty critical resource. Help us get a hold of some of these folks in business or or ask them to go track down. Um they have a seat on board. give money and this is a a critical issue in Uh I I personally think that They have an obligation to help to help us be this up. They've got to attract businesses, right?
And um They're in tune with that. Yeah. The Adam Brusselback. Maybe that could help. It's uh um I think it's the same that we can make as well. I think it's a summer we'll make it. Uh business routines. I know utilities is probably the easiest one of them all, but Anytime we're sending a bill I'll be saying are you registered?
Potentially. Maybe that that could be something. won't cause it any more money than a piece of paper slipped in the bill. To say are you signed up? Did you want to sign up? Good evening, Art.
Right. We'll find ways to get the word out to the business community that the more trespass agreements you have, then more of your land you've got locked in with legal authority. We have all that's. Okay.
