Okay. Thank you, Mr. Chairman. Uh item P D twenty zero five eight four A is a noted item on your Hybrid virtual meeting agenda for today. It's essentially an informational piece to give the Planning Commission an update on a new directive that was policy directive that was provided by the board county commissioners. Do a real quick summary, uh read the the policy directive. Explain
it a little bit and then uh That'll be the that'll be the presentation. So Tacho County's 2025 comprehensive plan outlines various Policy's objectives that reinforce the review of a project based on the ability to adequately provide for employment generating uses and the ability to appropriately locate and transition between commercial uses. So the policy that was established by the board maintains a little bit of flexibility for staff and development community to work together. um to meet the intent of a
desired outcome, which we'll walk through in just a second. Uh as I mentioned, the Board of County Commissioners approved the policy directive uh during the June 30, 2020. Uh session. Eating, that is. Morning session. So on the overhead or in on your screens right now. is the the language that the Board of County Commissioners approved. Um for those who can't read it, uh Easy, I'll go ahead and read it. So it says new multifamily residential
zoning and future land use amendments along the State Road 5456 corridor from Gunn Highway to US 301 shall be integrated with a mixture of employment generating land use. Either existing uses in an infidel scenario or new uses preserve a balance between residential development and employment generating uses along the county's transit corridors and designated areas for urban development. In addition, along the Stairroad fifty-four fifty six corridor from Gun Highway to US three oh one, The first two thousand feet
adjacent to the corridor shall place new multifamily zoning and future land use amendments behind the non Behind non residential land uses unless the development will vertically integrate with a mixture of land use. To the extent this requires amendments to the Land Development Code andor the comprehensive plan, the board directs the planning and development department to work expeditiously on those updates.
So real quick, uh the thirty thousand foot overview of this is that Um the Board of County Commissioners uh along a specific order, 5456 from gun to 301. Uh is asking for multifamily uh zonings and future land use amendments. Hello. The integrated uh with a mixture of employment generating land uses to essentially create a mix of uses. And then in particular. The first 2,000 feet adjacent to the 5456 corridor, both on the
north and south sides. Um Should place that new multifamily zoning and future land use amendments behind non-residential land use. The intent being that you would be able to preserve the frontage of that road for Uh non mostly non residential. Uh well Not mostly, but all non residential land uses. Uh so in effect, uh you're it you can put multifamily still within the 2,000 feet, but it has to be behind
commercial, let's say, or office or whatever other non-residential land use there may be. So you would have to establish. those parcels before you you build in your multifamily. Unless, of course, it's a mixed-use building where the first floor, let's say, that faces the corridor is has a commercial component or an office component, and then the second, third, fourth, et cetera, stories above it. Um and have the uh Multifamily along the
corridor. Um I must note that there is an update to the policy directive being taken to the board on July 14, and it's mostly clarifications on when the effective date. Of the director is Um, or excuse me, not when the effective date is, but what applies to the effective date. So new rezoning or future land use amendments in the affected area that have not yet filed complete applications. as of the effective date of this directive or comply with the
directive. So if you haven't applied your project yet, Um this directive will be applicable. Your multifamily project on that corridor. And then it of course uh there's an additional clarification in that the affected area is defined. Uh as day one fifty four from gun to I-75. And stay row 56 from I-75 to 301. The affected area does not include Day Road fifty four east. Of I seventy five. So the spur that goes
north. Uh is not part of this. Gosh.
That and uh just for the the purposes of uh Letting everybody understand the geography a little bit. Uh here's gun. So as you read the map here. The top uh segment is gun from gun highway to landalaks boulevard uh state road 54. The middle segment is from Land O' Lakes Boulevard to Bruce B. Downs. And the bottom segment is from Blue Speed Downs to US301. And what you can see here are a couple of things. Um
The edge of the color area. I'm kind of outlining it with my mouse if everybody could see that. The edge of the color area is the two thousand feet. of uh distance from the corridor. Um within that area is where the policy applies. Uh and also the other thing to note is Uh as we move Down fifty-four, let's say from Land O' Lakes Boulevard. Um, we come to Wesley Chapel Boulevard and stay ro fifty four then goes northbound uh
ahead of I-75 or west of I-75. This segment you'll notice is not in it, but this segment, Bruce Bowns, is in all the way to 301.

I guess just a quick question for you and I I'm sure I guess I understand the The board's goal here, the board's objective is to try not to try to keep multifamily off the directly off the fifty-four-fifty six corridor, but In a way doesn't have to be a little bit more than a little The I mean aren't aren't those areas just as a plan or aren't those areas where you'd want to focus density? I mean, along that corridor, uh the 2000 feet just seems like it's extremely large to me. I mean, I I I mean I half
a mile for commercial off of off of that corridor just seems like it it's a pretty wide swath. I was just and I would think you'd want to try to Focus density and development along that corridor because that's where all the infrastructure is and that's where you want your development. But I I guess it's just a question for you from a as a planner.
Yeah, I I don't think the policy um eliminates multifamily um from the corridor. Um what it's saying is that within the 2,000 feet Uh there should they should be specifically arranged either behind non-residential land uses. More vertically integrated. So the multifamily is still capable of locating within the corridor. Um it just has to be done in a specific way. And Yes, the where there is high intensity uh tra transit
traffic, et cetera, is typically we're in in infrastructure. Uh is typically where high density development is appropriately located.
Yeah, I I guess my only point, I I might maybe this isn't the case, and maybe I'm I'm I'm if I own a standalone piece of property that's a thousand feet off of fifty-six. but I don't own the the thousand feet from my property to on highway or two fifty-six, I can't develop it as multifamily unless I join up or team up with and do something in conjunction with that other user. Is that correct? Or am I reading the ordinance wrong or the information wrong?
That's not correct, Jamie. Because you could integrate. So There's an exception if you vertically integrate. So as long as you had non residential on the ground floor, you could still put multifamily above it.

Mr. Chairman, um the staff confirmed with me I was uh Uh Speaking to them on the side here. Yeah, yellow is referring to P. What according to staff? It's just the the the map is kind of small, so it's uh the hatches are not showing up very well.
The you said the yellow is what?
Well staff's staff's letting me know that the yellow areas are PD plan development areas. Um they're not it's it's just showing the future land uses within that buffer area. It's not showing them beyond. So we're not seeing the the traditional shapes that we've grown accustomed to seeing. We're just seeing what's in the middle of the buffer. But those are those tend to be the P D areas from what from what I'm uh being informed.
Okay. Well it'd just be confusing if we handed this to the public because The yellow down at the bottom says res one.
Yeah, I'm I'm trying to uh zoom in here, but you can kind of make out some hatches that are not showing up. that the PD has hatches but in the map, you can clarify it.
