1:49:27Well, okay, Mike, if you want to go back to me, I forgot to say that I had a meeting with Swift Mud yesterday. Um, and um our park staff Um there was a bridge that w used to go over the Anclope River. I actually thought about getting married on it thirty one years ago. Couldn't but couldn't figure out how to get everyone out there into the woods. Um And our family called it the Big Bridge and um Stark family actually built that bridge twice, but it finally fell into disrepair a number of years ago and I don't know if it was the County or Swift Mud who

1:49:57recently removed it. Um and my husband used to gingerly walk his bike across it and but a lot of people carried their bikes across it and carefully hiked across it 'cause it got very slippery and some of the wood was rotten. Um But it's our desire to replace it with some kind of another kind of bridge. Um to make sure that we have that connectivity between one side and the other. For one reason Um if you're hiking on the southern side and we hope

1:50:28to have a another bike trail there in the near future You want to be able to access the trails on the other side and you you can't go you know, there's no easy way to get across that river. Um and for safety reasons. If someone is lost or hurt um You need that uh accessibility. So um in my impression of that meeting was that Swift Mud was fine with the bridge. Um and that the the uh county staff was putting in a request for for uh some

1:50:58money to uh explore what kind of bridge and what's the best location. And my husband does want to help with that sighting because there's a reason why they put the bridge where it is, and he thinks there's some issues with where the county was talking about moving it a little further to the east. And then the then the discussion becomes who pays for it. And so I will tell you that when Wheelock Went to buy The property uh from us. Or um well when

1:51:28they bought it, there was an easement that our farm family had given to Swift mud so that they could access the park from 54, so from the south side of the river. And um

1:51:44And when uh Wheelock wanted to develop Uh If There was a um There I'm not gonna use the term that my husband uses, but Wheelock did pay Have to pay Swift my a lot of money, almost a million dollars. for them to vacate part of the easement. Um it just shortened it. You know, now they have a paved road to get to the dirt road to get to the the park property. Um Uh and

1:52:14so we're We put that that money into discussion with Swift MUD if they could use some of that money that was paid for by the development. Uh into um paying for the cost of the bridge, which that there's a lot more money than that bridge would ever cost. But anyway, so hopefully maybe we even have a money source. So but they had to go do some research. Uh but I would just say that that our first discussion was very good and I I'm hopeful that soon you'll s we'll

1:52:44have a bridge over the Anklet River.

1:52:49As w the widest it would be would be to accommodate like an ATV. Or something like that.

1:52:55And then County Attorney. So we spoke this morning about Senate Bill 1604. And I'm going to thank uh Andy for bringing this to my attention. Is Ralph here?

1:53:33Uh for the record Andy Taylor, Legislative Aid uh Commissioner Weightman. So the the Senate bill I'm gonna be careful how I say this so I don't get a phone call later. Um the Senate bill that we discussed this morning 1604 had an amendment that came out during our morning session. Um and it involves what they're looking to do involving uh Reedy Creek and and the Disney Central Florida Tourism Oversight Board. So that

1:54:04amendment uh was filed with that sixteen oh four and I think David the point we discussed is that quite frankly makes it more likely to pass.

1:54:14But we could amend it. again.

1:54:19Andy's trying to make That I would probably make too is that Now that it has the Disney and validation in it. It's likely to move quickly. And likely not to be vetoed. So I'm not sure if we wrote a letter at this point opposing the bill that's gonna do anything. Um you probably need to ask Our lobby is to see if they can pull get It's the agricultural pre the architectural preemption. taken out of the bill because I don't think you're gonna

1:54:49get the bill killed at this point. Not with the Disney. invalidation in it.

1:54:56So I just don't think we're gonna have time to write a letter, even if we did A letter opposing sixteen oh four is not gonna go very well. Now that it has the Disney invalidation in it.

1:55:07What else is in that bill besides architectural?

1:55:10It's got some language regulating. How we update our comp plan. It's got some new language about plats. I it's got other Semi harmful language in it. Um but probably the most harmful language I would say is probably the arc the architectural preemption. So Uh my preference would have been they just put the Disney invalidation in some other bill. Yeah. But they put they picked this bill to put the Disney preemption For Disney invalidation in. So

1:56:12easy.

1:56:15So you most of the MPs that you approve now have architectural and monotony control requirements in them. In fact the MPO MPDU MPUD memo that Terry brought to you six months a year ago established those architectural monotony control requirements. And Every project, even the one today had those requirement every single MPD you approve has those requirements in them. That's what I'm saying. That's probably the most damaging part of that bill for you. Because almost every MPUD you approve now

1:56:45has architectural and monotony control

1:56:48But they can voluntarily Mr Starkey. Um, two things. They can voluntarily put them in keep them in if we Want a horse trade, potentially. Can we horse treat? Right?

1:57:08have to approve their project.

And I and I'm trying to understand where where they're coming from and maybe there's some counties that um are uh don't have the price level of the amount of entry-level homes that we have and maybe they're

1:57:44trying to save uh get some affordable more affordable housing in those counties. Um so I'm w I'm just wondering if is there some way we can creatively craft

1:57:57Blaze. I don't know who it is in the Senate. But craft some language that helps our county. I mean I think we need to understand why they're requir who's pushing that and why.

1:58:58Take all of us I hope take time. We've been studying it to really understand it and what it means to our

1:59:05Zone properties and I've and I've asked Mr. Karbala if when he talked to other county administrators if that maybe might be a appropriate place to have that conversation on how we protect our job creating properties. for our cities and counties. And then especially now when you talk about quality and value. The bill that's seemingly gonna move through today, uh I really it probably Add that into the into the mix of of conversation, but Hope we take some time to really understand both of those.

1:59:36Pieces of legislation what they mean. And uh you know Just We figure out how to respond accordingly. Um Uh 'cause it could be very delicate twelve months until North Florida meets again, right? Uh so I just I think it's it's worth everybody's time to really understand. Both of those pieces of legislation.

2:00:02Uh and I'll tell you, I think I think for the future we need to work with our lobbyists, our government affairs person, and when these things are happening, we need to be

2:00:09they need to bring us into the mix

2:00:10and immediately. I mean well this is kinda like one of those hurricanes that just popped up in the Gulf. You know, sometimes they they form quickly. In in this particular case, this um this particular bill in the Senate is at going to the Rules Committee tomorrow at eight thirty A. M. Uh its house companion will be at the State Affairs Committee tomorrow at eight AM. So we'll we'll discuss with Ralph and and our lobbyist and and Yeah.

2:00:35And then I have to defend Ralph for a second. He probably did alert everybody about this bill and I know 'cause Terry Pitos and I adversely commented on the bill. But it wasn't until this morning that we knew that they were adding this Disney amendment It's probably gonna drastically accelerate the bill towards passage. There was no guarantee it was going to pass.

2:00:56Till today. Yeah. Yeah. Mr. Chairman, just to add on that as well, the literally came out the amendment came out during our morning session today.

2:01:07You'll probably see it in the news because as you know, Disney is a very hot news item,

2:01:11so And and again, I think I think from now on, maybe when we're in session when they're in session or even committee reports, that every bit through, as they're going through the committee reports, that Every meeting that we have that Ralph or our

2:01:29Just as we're going along from committee reports all the way through to where we are. Uh as

2:01:33we revamp our legislative process we can we can work that in. Okay.

2:01:37Um did we even talk about the um The bill that is limiting The terms a c a commissioner can serve? Did Did that go through? I mean I What happened with that?

2:01:53They're still working it. I don't know. It's in it's in the Senate. I don't know about the S.

2:01:56I don't think that's a good idea at all. And I tried I tried talking to Blaze about it. Um You know, uh And I heard it is it retroactive to your election, Seth? It just so handicaps. the ability for Commissioner to rise into leadership in the state and in the country and I think it puts It takes a while to really learn how to navigate a lot of the things

2:02:27that we have to know to vote on. And I think it's gonna be Development attorneys and

2:02:36who's pushing that bill?

2:02:40I know they s they started with the school board. Yes. And then somehow the commissioners got looped into it.

2:02:44And then they added us to it.

2:02:47But I mean it takes us once you get a road approved through the MPO list, it takes five years to get it built.

2:02:55Commissioner Oak was we were talking about when we were in London and She did five trips to Washington to bring back those billions of dollars for their Sunrunner. I mean they they that was not an easy easy ding thing for them, but now they're now they're in the running, you know, and they're get they're getting millions and millions of millions of dollars back. But that was relationship building with DOT up there at FTA. And so I think it's gonna put Florida at a disadvantage. I

2:03:25really do. So I just

2:03:27Yeah, I agree.

2:03:28If they feel that that term limits you know you know, I'm I agree with folks that say term limits a You bring 'em on yourself because if you're doing a bad job they're gonna vote you out of office. But if you feel that you need to have some term limits, perhaps twelve. Is a better number? Uh certainly better than eight. At eight years you're really catching your start.

2:03:50Twelve I think twelve's the right number. I've I've been here now six. And I've got very good projects of removing That personally if I leave in two m two years, I wouldn't see fruition on on all these things I've worked very hard for. And the next commissioner might come in and just kill it off stop it or whatever, you know. I don't think anybody wants that. Were you gonna say that?

2:04:18Yes, that's uh Senate Bill 1110 and House Bill 477. The House Bill has made it through the House now has been given to the Senate. And in the Senate it only has one more committee to be heard in which is rules. It's not scheduled though, and they meet tomorrow morning. So at this point I would think that it would already be scheduled. It just depends if rules uh committee is gonna meet again.

2:04:50I don't know if there's anything else that's important on there. Blaze talked about it when we had our meeting up there when Pasco day and he mentioned he was gonna go do that. So if it's gotta be the herd in the Senate and it's Blaze, Um

2:05:08We should we should be smart about activating folks to contact if we feel something's happening that we don't think is good for our citizens.

2:05:24Yeah, I have um two items. Uh one um just wanted to talk about our Operation Greenlight. Uh we held an event, it's basically a driver's license reinstatement event for those that have a suspended driver's license due to failure to pay a court obligation. Uh we held it with it with occurred March 30th through April 5th. We held extended office hours for the event. waived collection agency fees to allow uh cases to be paid in full or to enter into payment plans. We had some record

2:05:55numbers this year, which very excited about. We had 191 cases pay in full that's 17% increase from last year. We had four hundred and fift I'm sorry, four hundred and forty-five cases went onto payment plans. That is Yeah, well, really good number here. Three hundred and fifty-four percent increase from last year. Um there was uh over twenty-one thousand dollars waived um in collection agency fees. Driver's license reinstated at the event were uh 62, which is an increase of 158% from

2:06:25last year. And driver's license made available through the through the event was six hundred and seventy-seven made available. So they basically cleared everything here in Pasco County. They might have something in another county that they have to resolve, and that is up 153% from last year. So a very successful event. We're very happy. Yeah. Um another thing I wanted to talk about is an event being held this weekend. It is Operation Stand Down and it is at the Concourse Rotary Pavilion at Safety

2:06:56Town. It is put on by One Community Now and we work, my office, the Judiciary, the State Attorney, Public Defender, work together with um One Community Now to put on Veterans Court. And it takes place on Friday Friday from ten AM to two PM. It's a the event is amazing. Um it's a three day over the three day weekend, Friday, Saturday, Sunday, and um veterans are given the goods and services that they are they need and what we do

2:07:26during veterans court is if a veteran has their driver's license um suspended and they have obligations that are due on felony or misdemeanor cases that they go before the court at the site at the event and we hold court and the court will usually waive fees and To help the individual get back on their feet, get the driver's license reinstated. So it's a really great event. Again, it takes place Friday from 10 a.m. to 2 p.m. And we're looking really real forward to that.

Um I'm I'm very impressed with them. It was a perfect morning. It was like bright sunshine, the water

2:08:45was clean, clear, um and he said it really helped him get a feel. So I encourage each one of you to to get him in your districts for whatever you've got to get him out on site there. Um definitely taking it all in. Our tourism banquet is coming up on May twelfth, twenty twenty three. Uh at the Hyatt Place in Wesley Chapel. Um Registration starts at five to six. 2:09:14I will tell you I've nominated the governor, Governor DeSantis for uh my Chairman Award to uh show support for tourism. So we've invited him. We have If nothing else you may give us a video, but we're we're inviting hopefully you'll be able to make it a little bit more. Uh we won't know that till probably like uh two weeks before at the best. So we'll we're working to it so Uh Yeah. Um To talk about uh the the homeless meeting we had last night I thought was very good. Staff was was dynamite, Sheriff's

2:09:44office was here. Um Had a good very good conversation. Uh Commissioner Starkey had some great input. She uh Did very well up there to talk about different things. The whole room was full. uh with people. And the discussions were strong, uh a lot of passions on every s every single side, and I think it's going to give us some uh some direction to go in the future, where to go, and I think everybody's got a better perspective on everybody's perspective. Uh for those that are really sympathetic, those that aren't, those that are concerned, uh

I think some good things are gonna come out of it. Even Lisa from Holy Ground was here. Um I had gone up there at Thanksgiving bringing some turkeys but I didn't see her there. She said she wasn't feeling well, but she looked great last night, so glad to see if she's doing so well.

2:11:00Yeah. Okay. Uh so uh the Economic Development Council had their mission trip to London. Uh to work with Virgin Atlantic to celebrate their flight. And Virgin Atlantic has now a nonstop, runs daily uh from Tampa to Heathrow. What a phenomenal playing, phenomenal team. And as Commissioner Starkey, the check-in things were so easy.

2:11:22Yeah, it was amazing.

2:11:23When I took my return flight back, I literally just was at the airport and I'm stressed out. We're like leaving from London And they don't do it like we do it. They do it where when the plane gets in, then they'll decide what gate you're gonna go to. And it was like whoa.

2:11:39Yeah, you have to wait.

2:11:40I'm looking I'm looking at I said, I that looks like time, not gate. And I'm I'm looking and Michelle and I going back and forth, I think that's it, maybe not. And then uh sure enough it was just the time that was being shown. in uh military time. And then finally when uh We got to the right person, took us like three people to figure it out. They said, your gate will come in once the plane docks or once the plane is lined up and has landed, they'll tell them where they're gonna go and it goes up from there. So that worked out good. Literally from the time it darked We had already sat down to get a bite to eat. We

2:12:10walked over to do the check-in and they were already checking the plane in. People walked right on and away they went.

2:12:18Yeah, so so uh Virgin Atlantic, they've got it together. So some interesting, very interesting conversations was going on. We had one of the uh high high directors there, Jura. And we were talking about different things going on and he was so impressed he did the open he did the opening mark for the reception we had. Um at the uh ho at the hotel we're at. And while we're there He started talking about the different things they do. And one thing I was unaware of, but Virgin Atlanta actually does hotels. So I talked with him extensively about

2:12:48that and the gentleman from Delta When Delta and Virgin Atlantic partnered to put this Line together. So the guy from Delta, Fabiano He's Brazilian. He he was like hi hyping about how great I started talking about football, he goes, Yeah, but paddle tennis has really taken off. So they played that on the beach. It looked like one about a half a mile long. People just playing paddle tennis out there. So I sh I took him online, I showed him a picture of Sun West, what

2:13:18was going on there. He got really excited about it. And then uh the gentleman from uh Virgin Lannock was there. We talked about putting the hotel out there.

2:13:27so the site we go and I've already got the information rolling back and forth now, but They could put a Virgin Land O'Tel out there. Try to imagine Pasco County being featured. with let's say tiki huts like Bora Bora in our secondary lake, going around there for a destination for them.

2:13:43I think it'd be awesome for tourism. Yeah. I think it'd be awesome for Pasco and all sorts of tourism stuff. So uh that'll be very interesting to to see. Yeah. Um I was also very enthused with uh Moffat being there. Uh Henry Reyes is phenomenal. Uh we were like going back and forth and you know Commissioner Starkey I were getting ready to go on a bus to go see an event for the uh bridges. Um And I says, you know, maybe we should take a look at this. So Commissioner Starkey was very smart. She went over to do the first one. I went with Henry

2:14:14to make sure we were there. So literally as we're getting to the event we're going to, Commissioner Starkey's already done the event. She's riding with Bill Cronin on the way to the same meeting we're gonna go to. So uh we're kind of joking with these people that are gonna bring in big big things or can bring in big things that have done big things in l in London for projects. that I says we if you had one more commissioner we have a quorum to vote the vote this through So they they love the support, they love the ideas. Um And for everything I think that we didn't have to do, we have to was phenomenal in actually starting

2:14:44market because it's the number one economic development trader we have is the UK. So now that they've actually left the union, it's even stronger for them to look for other people to partner with. And I'll tell you, I saw a lot of cool, cool things that were out there. No

2:14:57here's the sad thing though, that they left. The EU Um, although I only had I had nine minutes to shop. In this whole trip. Um Huh? That's very sad. We were there for three nights and I you know, I that's all the time I had. Um but you don't get The vat. The the tax back. So if you've ever shopped overseas I mean that's one of the good things. Shopping over there is you get you don't have to pay the tax

2:15:28and you get you get a g a good amount of money back. You don't get that in England, so I think that's gonna hurt them. More than That's the biggest problem for them leaving the EU.

2:15:38All right. Well some interesting things I saw over there. Um this is a building and if you notice in the building there's a street sign.

2:15:48They put them in the buildings. Really interesting. Um couldn't go to the next slide. Um now this is an idea I have streetlights. Look how small they are. Now for us for our bigger roads with six lane roads probably not gonna work. But those are in the

2:16:05city slow traffic.

2:16:07Well, so you're right in the middle of sl city slow traffic. But um but I'm thinking like even we just talked about maybe putting one at at uh that Fairwinds Road. would coming out or i even a colony in fairwinds. That's a sign that can go a lot less expensive A lot less maintenance, easier to see driving up on a roadway. Maybe we should take a look at that.

And they even put a rail in between if it if it gets too long. They are no different than the size of ours, but that width of a of a bench would keep anybody from going to sleep on it. 2:18:16was just f phenomenal to get everybody together. Commissioner were there. And just everybody working together. And I just got a notice from Bill Cronin, I just got invited to a summit Uh for the crew Tampa Bay Economic Summit that's coming up uh June thirteenth.

2:18:31They had initially just the three city Mayor's going. Now they've added uh the Chairman of the County Commission to go as well. Which I think is pretty cool. So we're gonna be right down mid What's that? GSTM, yeah. Yeah.

2:18:47Okay, Okay, Commissioner One one of the funny I just sent Bill uh Mike the picture, but one of the funny euphemisms that I thought was kind of funny. So our f the first reception was at um Bee feeders. Um I think it was to keep everybody awake. Uh but you know how we say fanny pack? They say bum bag. I thought that was pretty much a big thing. I know, I thought that was so funny too. We were all like Lack a bum

2:19:17bag. A fanny pack, the thing you put around your waist? Yeah. Yeah, a bumbo. No. It's good that you can't. But I have some. I always wear them when I'm snow skiing.

2:19:31I'd say so so it was a g it was a great trip. Uh delighted we went, Commissioner Starkey I know you've gone to the Germany trips, et cetera, but this I thought was waste.

2:19:42I mean I've been on with Global Tampa Bay, but this one was un originally predicated on this to celebrate and bring attention to this new nonstop. Yeah.

2:19:51And and I tell you, Moffat was extremely happy that we were there. Yeah. So it was it was just a phenomenal trip. Um one last thing. As we had the meeting this morning that somebody cares offered to help us out with cleaning out these homeless camps, I don't know how we do it, but I recommend we try to engage them uh and and get them working. Uh they work on only donations, but somehow if we can make an arrangement to help them out, that would be great.

2:20:13Um so what are we gonna do about all the garbage that's on county property? It was brought up this morning.

2:20:22Well I guess if we if it's on county property, it's probably our responsibility to clean it up. So we would just need to See what we've got and figure it out. If and code can get together and
