Sally? I um was going back and forth on an email. Uh there's a gentleman named Juge Phoebus, um, bought a piece of property on an unplatted piece of property uh that looks like it had a former house on it. Uh property appraiser site doesn't show it. There shows from the pitcher before that there was a ho structure that looks like a house that was on there. There's a st septic system that he says was on there and he's gone through the construction. They almost didn't want to build Uh
matter of fact he says my wife wanted to sell the property, moved to Citrus County to avoid the high impact fee. But I decided to stand fast. I'm a former Pasco County employee, former law enforcement and a Navy veteran. He's got a full time job. He's a small business owner and takes care of his disabled veteran mother, who is also a Pasco County resident. His wife is a teacher at Classical Prep and Pasco, his roots are here. This is where we will stay. Any help you can provide will be greatly appreciated. Um I met him a while ago through the construction. I said we'd take a look at
it. I I gave time to I think go through the whole thing but When I see a structure that's there, I don't know if we got tax records going back and what we've gone to look at, but I don't want this to go on long because this build is putting pressure on him to go. So can you update me what you know about this?
And I uh Commissioner, I saw your email. Sally Sherman, Assistant County Administrator Development Services. I saw your email just less than an hour ago. I know that this has been asked and answered. The way that our mobility fee schedule is set up. Um this the home that they were referring to was back in 1979. I do believe because there was never any impact fee or transportation fees paid on it, the way our code is set up, they still
have to pay pay a fee. I will double check, but I know it had been asked and answered and and responded to when uh we looked at it in November, December of last year.
Okay. So what I what I know about as far as us putting impact fee in and raising through the years, if a housing structure was there. depending on the size would dictate what that size would be. So it was less than fifteen hundred feet, there's a certain fee. If it gets a bigger if it's a bigger unit than that, they would pay the difference to it. Whether they paid impact fee or not does not matter to when these things were set up. It's for new growth coming in. So if there was some crew growth before a house was there, they get credit for whatever the house was, and any new increase in size is where they pay

if that house was in existence when the impact fees were adopted.

Exactly. So I know I think do a little bit more research, but I think if that was the assumption you were taken or your staff was taken, that needs to be addressed and corrected. So I would like to work with you. I know I had Roy Roy Mazur on it before. But I just again he's getting close to the deadline. So I'd like to work with you on and getting that resolved.

Um I just want to alert the board something I've talked about before on Old Dixie Highway. There's a bridge that was built. I got a little more information over the past The bridge was changed back in nineteen eighty nine. The structure itself is good, but what they did was they took out a lift on it that allowed bigger boats to go through. Now
there's two hundred homes on canals that can't get out to the water. Uh 'cause unless they have a uh I think it's a four foot clearance right now. We're looking at the bridge to be adjusted to go to a higher level, which would open up those properties tremendously. And it goes right out to Cow Creek, right up to the Gulf of Mexico. So I just want to let you know I'll be talking with Dan. He's got the new information from a new bid that came in. Staff doesn't have the money at this point to fund it. We're gonna go take a look at funding it forward, but uh hopefully we'll get that resolved coming up. But it's something that we're working on. Commission
Commissioner Mariano, is that something that the counties funds or do the the residents pitch in on that funding or what's your thought there?
Well I think if we if we do the MSBU like we talked about doing to the to the whole region, we could actually do that as well. So there may be an opportunity there, but I we need needed to get the study done to take the next step. And that's all I have. Thank you.
