And um With with that being said, uh David, do you want to go over what the board adopted in terms of procedures for the BCC and the Planning Commission?
Yeah, so and I was actually gonna mention that in terms of this particular continuance. Um actually Your next state city meeting will allow for in-person. Um participation by the public and applicants. So at this next meeting Um both the applicant and the opponents could actually be in the boardroom in person. Um Essentially that's the major difference is that app starting with your next planning commission meeting. Which I believe is on what's the date Denise.
It will be May 20th at 130 in New Port Richey.
So starting with your May 20th Planning Commission meeting. the public will now be allowed to participate in the actual Boardroom. And I plan to be there in person myself, um, as well. And But you would we will still allow for The other public participation options. In other words, if somebody really wants to use email or WebEx or the to participate, they can still do that. The big difference is that with the kiosk,
if nobody shows up at the kiosk within the first ten minutes of the meeting. then staff can on the kiosk. So we're only keeping the kiosk open for anybody that Wants if they wanna use the key, they're gonna have to show up at least in the first ten minutes of the meeting. Otherwise we'll plan down. Unless it's needed for overflow. So if you've got a really large crowd It exceeded the capacity of the boardroom, we would still use the kiosk for that purpose. Now there is a reduced capacity for the boardroom that differs by
the two boardrooms. So in Newport Ritchie, The maximum comp These thirty people. to maintain social distancing in Dade City, it'll be eighteen people. Not including staff and and planning commission members. So there is a possibility that with a large crowd, you have overflow that still needs to use the kiosk if there's too many people to maintain social distancing in the boardrooms. Other than that, it's still kind of business as usual the way we've been conducting these meetings
in terms of How the public can participate. Any questions?

In terms of the seating, would it be c first come, first served?
Generally first come, first served, however, the chair The chair does reserve the right that if say you had a particularly say you had two or three contentious items Um you do have the right or the bailiff would have the right to tell everybody who's not there for that item to leave the meeting, watch the meeting from the kiosk until that item is heard, if that makes sense. So That way only the people in the boardroom would be the ones there for that particular item.

The uh The w one thing I the one thing I uh uh have a question about David. Uh I know this happened last week and uh And New Port Richey. Uh we had uh We had a situation where we had a lot of people. And they were out in the out in the uh waiting area outside the room. And there was a lot of yelling and clapping and Hollering and and uh You know, I I'm
But what I'd like to do is make sure we get word to the uh to the representative from the Sheriff's Department that if that happens They they need to be quieted down. Um we can't We just can't have that. It affects the whole tenor of the meeting and uh So I like to make sure that if if they were inside it wouldn't happen.
So so I think Mr. Chair that that is less likely to happen. Can we mute Mr. Rice because I'm trying to address the The board now.

Okay. Um The I think that's less likely to happen now that we're letting folks into the boardroom. I i the bailiff is should be in the boardroom um and be able to control that, but Yes, we can give a note to the bailiff. that if things are getting rowdy in the lobby or outside the boardroom Uh that they have authority to quiet those people down and if necessary ask people to leave. Um too rowdy. And
I would also say that to a certain extent staff has that power as well. Whoever's
the crowd to quiet down Uh And report to the be the bailiff if somebody's being unruly. So we use it that person at the kiosk and they have a certain amount of authority to to direct it. Participants to quiet down if necessary.

Yeah. So I mean as long as we have a quorum. We have to have a quorum here. Okay. Right in person.
Yeah, let me address that. So Yes, now as long as you have a quorum physically present, other members can attend through WebEx. However, Our rules that allow for that are dependent on the local state of emergency and the govern state governor state of emergency. So if if for some reason the governor suddenly says that we can't enact states of emergency anymore. Um we may have to modify that rule and then all all members
have to attend. And percent. Unless they have a specific health issue. In other words, everybody. in the hospital and there was just no way they could physically attend. Um or They actually had a little bit and they were worried about You know it them being contagious to somebody else in the boardroom. But it in the absence of some demonstrated health issue you would have to attend physically in the boardroom But again, that's only once the governor stops
the state of emergency. Um right now we still are under a state of emergency and and a look both state and local. But it is possible the governor could stop that at any time, at which point we would have to r repeal the rule that allows Or you all to participate via WebEx. So for example, Mr. Sayas and Mr. Williams participated by WebEx today. If the steam emergency goes away. they're gonna have to be there in person. Again, unless there's a demonstrated health
