Staff reports media, email, waste energy, 7051 petition

1:45:36Yeah, just a couple things. If you recall back a few weeks ago we did the media availability out on Ridge Road. I think three three of y'all were there for that. Um just a couple of facts about that there was about seventeen million views of that from various sources.

1:45:53What? Did you say 17 million?

1:45:56Yeah, in in the publicity value that's a little over a million a million dollars of publicity from that. So thank you for being out there and helping with that and thanks to the media communications team, Sam and Everybody that worked on that, that's uh that was a pretty big deal. Um second thing is um We are migrating over to to Office three sixty five. That's on the cloud, so email And the office suite will be on the cloud so you will start seeing that in in March and April. That does infect you 'cause that does infect your county

But that was uh the bill that the Senate President put together that would create a funding pool for the waste energy plant when the power current power agreements run out to help supplement the the drop in in revenue that those waste the intent there is Burning trash is good. a policy that the state of Florida

1:47:57wants to encourage as opposed to putting it in the b in the ground. And so that's that's the intent behind that.

1:48:24Um Madam Chairman, members of the board. Um we were served with a 7051 petition by stock development on parcel S nineteen that is the Environmental Dispute Resolution Act. Um

1:48:43I think m I think most well, maybe not. It's been a while since we've we've had one. Um it it is a it's a process that the that someone who believes that they are inordinately burdened by the action of the Board of County Commissioners in land development can take. Um there's a special magistrate that is agreed to by the parties. Um in this case we have uh we proposed list And we've

1:49:14agreed on an attorney out of Tampa by the name of David McCannick. Um he is AI C P and a Supreme Court um certified mediator. Um and that process will Go. through the process and you know, there there that's a statutory process that um we have to go through um and then there is a public

1:49:43participation, for lack of a better term, mediation. So the public is in unlike a court mediation. the public is invited to attend, especially those who are affected. the negotiation, if any, between the applicant and the county um to see if some resolution of the of the decision can be made. if such a resolution were to occur Not saying that

1:50:13it would. then that would come forward to the board. um in another public hearing So to vote on whatever the the settlement would be.

1:50:26So um does that take place here, that public thing or in Tampa or where?

1:50:30It would it would take place some on one of your facilities here. Either either the I think a lot of times depending on the amount of public Um we've either used the board chambers I think when A one concrete because there wasn't a lot of pa Uh there wasn't a lot of public w that's the last one that comes to mind.

And I just wanna remind the board that if Senate bill two uh six twenty and House Bill five sixty nine pass, which are the ones that say that if you impact a business by more than fifteen percent. You may not be able to t to revisit that issue. after July first. your policy decision, not trying to influence the policy decision, but I do want to make you aware

1:52:48that That policy decision may be taken away from you after July first. So if the board wishes to ban the retail sale of rabbits, it probably should be done before July first, not pushing you in that direction. But I don't want it to be the fall and the board says We want to do this and I have to come back and say, Well the legislature says you can't now. So that that should be something you

1:53:18weigh in your discussions about bring when this ordinance comes forward if

1:53:26different opinions that I heard. in on the board and I'm not sure where the majority was. And that's all I have For today. Thank you.

1:53:40I I believe what Mike was recommending was still a change to the current ordinance. So I mean That would come back and you would have time to make adjustments then if you wanted to.

1:54:03but if we went all the way we wouldn't we'd have to pay that.

So my recommendation would be that when Mr. Schumate brings that back As introduction. with the ordinance put together, if that's the time the board needs to say, no, we want to go forward, advertise it for the full ban or we're comfortable with going this far right now.

1:54:29And go. Well I would just be on the record that if you heard them say eighty percent of these pets Don't make it a year. I'm okay with the ban. And that way if you're really serious about wanting a rabbit for a pet, you can get it from a breeder. And spend a little more time. Oh

Uh my office submitted the annual comprehensive planancial report for the year that ended 2021 with the governor uh the government finance officers association of the United States and Canada and Pasco County has won the Certificate of Achievement for Excellence in Financial Report. Yeah. And this marks the 38th year, consecutive

1:55:39year of getting that award. So congratulations. The first award was 1983. So that's good. The other thing I wanted to say was a couple of months ago, uh Brian Corley, our supervisor for elections, sent out a challenge to the county and the constitutional officers. Oh, thanks. And um it was a kickball challenge and that happened on Sunday. And I just want to show you what you missed out on. We weren't invited. You were you
