Minutes agenda and approval

2:12:10Yes, um had a situation kind of come to light uh that I mentioned earlier in the meeting. Um we went back and historically uh the clerk's office has been providing minutes to be put on the agenda first for distribution and then subsequently reagended again for approval. Which is We cannot find any basis for or any r and as far

2:12:40as the a quick research that Shannon did for us. I hate to use the phrase, that's the way we've always done it. Yeah, which is not an acceptable answer. So with without a desire for anything else uh or to do otherwise, I've spoken with Clerk uh Elvarez Soule, she agreed. that uh going forward that the uh agendas will just or I'm sorry, the minutes will be just agenda for approval

2:13:11one time. And if there is an issue, obviously it can be withdrawn from the consent for clarification or otherwise, but uh it'll cut down work on the agenda staff and ours that's uh duplicated at this time. So it's not in your rules. Uh uh a quick look by the county attorney and by us. We don't find anything. So without objection, that's well what we'll do henceforth.

They always did a great job. And Commissioner Weightman myself. This is one of the representatives that's a director nationwide. I mean two nationwide directors from Floyd were here in Penasco. In the next picture. And there's Mrs. Ford right there. Um What a bundle of energy, I wanna say. She was like passionate about it just like the other gentleman was as well and it was it

2:14:20was really cool to think about it just as a change in location for a dealership, these two national figures that love the brand, love the family, run business and just are passionate about what they're doing. So it was really really a a great celebration. Right. Um So On The last meeting I had canceled the meeting or I ended the meeting and then I called it back up again. In that the minutes for um I was looking for an approval for a first annual Voices

2:14:51United concert in 5K, which is gonna be held at Sun West, to waive the fees to run the park. You guys had approved it but But I just want to get maybe make make another motion get another motion second to reapprove it so it's clearly for uh staff to proceed if they when they go forward.

Um on Armand Way there's a spot. We've talked about in Brantford you were out there when we did it. Uh we fixed the stormwater out there which is working tremendously. I mean people just thrilled that the streets don't flood anymore. It drains right up where it should go. But along the back part where we kinda like made the parking changes a little bit. Uh

2:15:47you've got a lot of area that could work really well for golf carts. And I've talked about Clark Street as well. They want to kinda look at do doing those changes so Um Mike if you could let's let's have the team take a look at and bring something forward. Um he wants to come before the board, but I'd rather take some action and get something ahead of time. Um We had a great meeting with the uh community development block grant disaster recovery meeting at uh Leisure Beach. Very well attended, a few people that were um showed up, asked a lot of great

2:16:17questions. The team was great. They stayed there until every question was answered and uh it was it was good to be out there in the field. Um In December nineteenth I got a letter from the city of New Port Richey talking about um how they were going to adopt a resolution to include uh Lisa Lane and Van Duren. I got another follow-up on January fifth. Um I've had I've looked at it, I've had my assistant calling look at it as far as the C area requirements, et cetera. Um

2:16:48I think David Engels looked at it as well. And I'd like to get a report back. on the C RAs coming forward to see what's going on. Um One of the things as far as again the take in this area which is Certifiably blighted. But if we're gonna add in these acreage after giving land, um or let's say l letting the land go to them, et cetera, and not not object. I I I I think it's time we take a close look at

2:17:17If you try to do that now. since when was the first was done was before two thousand six. After that point, they would not allow you to do it until you had full approval of everybody in the area. So it was something that they did knowing s maybe that was coming up. And we've been suffering it, the the county citizens have been suffering it that we're paying an abordant amount of taxes to help them rebuild their city when we still have plenty of s stuff rebuilt in the county. So uh if we could get a report back on it, uh does the board have any trouble

2:17:47with this and Jeff, is it just a matter of acknowledgement or

2:17:51Well it looks like they're and I c couldn't tell whether they're required to have

2:17:59two public hearing's or whether they have changed the public hearing that was scheduled for tonight at six till February third at six. Um but it's uh the both letters say that the the Council intends to adopt resolution twenty twenty six dash oh five and Which is the area of Leisure Lane in Van Doren. Um

2:18:34They're having a public hearing on their on their ordinance. Um And I don't know if the if obviously getting something to there tonight is a little I don't think we'll be able to do that. But if you uh authorize the chair to to sign a letter Um concurring with the them adding it to the CRA but expressing um the board's desire

2:19:09taken out of the the C R A? Um I wouldn't go through that because again at at this late hour to try to make that happen. It's a much more detailed discussion and I think it's something we should look at intensely to find out exactly how we want to handle this this is This as well. So I'm comfortable to just let it pass and just let it roll. We knew that was going to happen, right? But it's just happening now, and with the second letter, I just Okay. So

2:19:46Yeah, my my review of the letter is that it's the statutory required hearing that they have and notice to us that they want to bring this area into their CRA. Yeah they're following the steps.

2:20:01Well, I have a question for you. And I sent that photo to you of of someone commenting about that canal in your district where people are dumping raw sewage at night into the canal and it's just floating. behind their houses. How do we catch them? Are you aware that's going on?

2:20:22and find them. If you look at that email, it actually addresses the governor every time he sends something to myself. He's now included in the

2:20:35trying to push for D E P to look at it and try to find a way to go deal with it so

2:20:45So with with different reports out there to see whether it's E. coli or not or whether it's

2:20:50not the poop is floating on the water.

2:20:52I'm just saying by the time they get there, et cetera, it it's difficult. So uh I'm all I'm all for convening a meeting with DEP, Mike, maybe with the team, and let's go look at this problem. Let them go look at the letters maybe get someone from the governor's office to look at it as well. Maybe with that extra o effort we might get uh some twenty four seven assistance or something to to be out there when it happens. 'Cause obviously gonna drop her at night when no one's around and then by that time it goes up and down with the tide, et cetera, it's tough to track it.

2:21:19So it's um It is uh people in their R Vs apparently and they're they they drain it straight into the Channel?

2:21:28Nope nobody knows and that again if if this gentleman had a specific address for us to go check, we would. We've gone out when all the RVs that were out put out there with the hurricanes, they went to make sure people had hooked up. All of them. So but there could be some people in a boat that does the same thing, so I'm I'm willing to I I would love to have staff taking a look at this and trying to figure out take take take another step. I I thought frankly with the governor being looped into this every step of the way something hap would happen because believe me we we've been dealing with this for years. Not in just in this one area but all around.

2:21:58I read just recently, um I don't know where I was, they were talking about The um readings of the Anclo River and others And you know, I I don't that we have really high fecal content around here. And so I'd like to know.

2:22:17And are are we seeing what the results are of our coastal waterways? But that was shocking to me. And wherever you're going to be able to do I cannot remember where I was. They even mentioned the the points per billion or whatever that it And I never heard these tests of you.

But I will say one of the things that I tried to go for years ago and and brought up several times, I would love to take over the private water utility that's up there. Other the sewer utility. They do nothing but we s they send the stuff to us anyway. I would love to have us take them over and and make those steps and maybe we can try again with people that we work with to try to make that happen. But if the bull would Grant that to go, that would probably take care of some of that as well, because there's some people that aren't

2:23:16hooked up that should be hooked up and we don't know what happens with that stuff either.

2:23:20So who tests the water? Is that is does the count? Do we have

2:23:26numbers? We have some money in the parks budget statutorily where we do water quality testing. I know that um uh public works is undergoing a a water quality initiative to look at the quality of water in our in our streams and rivers. And so it's it's a multi, it's a multi-pronged approach. I mean, in this particular instance, I think DEP has the

2:23:48We share data. I I I can't specifically speak to what the actual what the actual process is or whether or not there's a clearinghouse for it. You even have private environmental groups that can go and do testing. It's not hard. You can take a sample and send it to a lab. Um but I hear what you're saying. I've seen some of the pictures. I thought that we had done some testing on some of that. And it had come the counts were showed that uh there it was not. Uh

2:24:12sewage. Some of it was right. Some of it they also found. Matter of fact, there's a place up in Hudson to the north of Clark Street. That's got a bunch of trailer homes we found out, et cetera. We've gone to code a few times to go go in there and we don't know what's going on from that. But the counts that were in that area right alone were like through the roof. So DEP's got a lot of data already, but I would just love the attention to get them out there when things could happen and then try to look at what what can we do to really look at this to keep it from happening.

2:24:39I think that's fair and I think we can engage in a conversation on that with D E P, get them out there and then with regards to this issue. I know we have done studies in the past even before I joined the county uh from through the stormwater di uh division of of looking at water quality and you know and there's a lot of complicating mitigating factors with it. But You know, uh let's let's engage with DEP on it. Let's look at the you know the quality of our water resources I think is an important thing, and I think this board has has made that clear. Uh Commissioner Starkey?

2:25:09Um This brings up a question that um this afternoon this m sometime today when we were talking I guess it was this morning with Barbara Ryles property I noticed to the right of Barbara Riles property was an R V Park. Not a mobile home community. So an RV park is where they're supposed to leave. Right? Once they get to six months. Um if you're in a travel trailer In an R V park. You

2:25:40don't have Well how do you clean your System.

2:25:45Well I mean presumably they would either have some kind of septic system or system on site for disposal or you know, you go to a dump station.

2:25:53So so you would have to move your portable R V trailer to the dump station. Yeah.

2:26:02And it comes to your thing and dumps it out? Because by law those are supposed to be movable. Yes. The the R V the R V's not a mobile home. But we got RVs who have built a little bit. all kinds of structures around their RVs illegally. Yeah. When they're not a mobile home, but they've turned they turned it into something non movable.

2:26:29Yeah. And I'll just add one more thing. Mr. Darkey, I think you made a great point the last meeting when you talked about Creep myrtles. They put them in this time of season. I looked in front of Ashley Furniture. I drove by it the next day. It looks terrible. I I think that needs to come off the list as far as what we have put in the

2:26:47I think you I I love crepe myrtles. I have them in the front of my house, but to use them in the context that we are We are doing no one any favors.

It had It has crate myrtles across the front and for the first year or two they were continuously trimmed. To the stubb, to the nub. Never
