Public comment on vacation rentals ordinance
What the county recorded
This item is not from the published agenda
It is a stretch of the recording that this archive identified as a separate matter — a call to order, a recess, or something taken up that the agenda does not list. There is no official title, no staff recommendation and no disposition, because the county never recorded one. Everything below is inferred.

Uh while we were doing the resolution we got a call from a lady who was having technical difficulty with her public comments. So this time we'll she's called in on another number, I think.
I I think she was actually able to connect while we were um doing the presentation.
While we're doing the presentation. Okay. That
is correct.
So we'll open up public comment for her uh words and then we'll close it after.
All right. Thank you, sir. The um the individual Okay, so I've been informed that she's on and unmuted. Ms. Um Darlene DeYankee, if you don't mind uh stating your name and address for the record, and then you can begin your comments.
My name is Wiaki, [address removed] I don't know about all that's coming from. I
don't know if you can hear me.
We do. We can hear you.
We can hear you fine. Okay.
I'm hearing a lot of staff.
WDIP [address removed] Please protect the residents of Pasco County from the increasing number of vacation rentals throughout the county by not repealing Ordinance No. 9921. Please do not repeal this ordinance. Please do not prohibit neighborhoods, communities, and associations. from having the ability to determine whether or not their own community, neighborhood, and association
allow vacation rents. I don't think that anyone of you would like to live next door to this type of activity in the neighborhood of Pasco or HOA. The following are some of the instances of disorder caused by these short-term rails in my Pano complex this summer. Eight or more people in one or two back for unit, no compared. Copen disregard for published rules and regulations. Cigarette dusting of a debris on the property. Alcohol and glass bottle that drives the pool area. Unintended children in pool and property
areas. Destruction of property. Parking in private and designated parking spots. or on the narrow streets, find over fences to get into the pool after hours. This is my home. I do not expect to live in a transient hotel type property. Please protect residents from problems arising from transient uses of property, residential property. Homeowners need protection from investors. Homeowners need insurance that we're moving into a residential neighborhood or kind of community. That neighborhood
remains residential and veterans cannot come in and take over, destroying safety and quality of life. Such is the case at Gulf Island in Hudson, Florida. Gulf Island is roughly 25% investors that number is flying with each subsequent sale. That translates into 50 units up 216, wanting to rent 24-7,365 days a year. Meanwhile, thanks to Airbnb, strangers are everywhere, absolutely tiny and going. are same
residential community. Helping the New Center Jack Mariano, major investors in the Stop Seth Weight property next door to us, a direct consumer presentation to position as county from the center of initiating the equipment to repeat the Land's 992. This property, whether it is for sale or not, is much more valuable as location level than a residential property. It will be much easier to set the sale. without having to deal with owners like me, we did
not back the case around and without any rule.
Mr. Chairman Mr. Chairman Mariano. One of the things we talked about at the beginning of the meeting is not having personal attacks against other commissioners on this board. Right. And that's what's stated before we have a couple comments, if we can follow this guideline, I'd appreciate it. Okay.
Okay. It is a responsibility of county commissioners to act in the best interest of citizens and residents of Pasco County, not to act in the best interest of investors disrupting residential neighborhoods. It can hardly be in the best interest of Pasco County to voluntarily give up all local control vacation rents and the entire county to the state of Florida and leave all those in opposite. Vacation road with other voice. The county commissioners have an obligation to
represent the people at the county, not special interest groups. I hope that when you come home tonight you can rest, put up your feet, and relax, and you don't have to be on a box like somebody twenty feet away from all the time, and there are strangers around you everywhere.
Thank you for your comments.
Her turns.
Ms. Chairman Mariano. Can I address just one quick comment on that? The condominium associations have an exclusion in the code currently where they can vote themselves to go forward. There's a motion in there where they're actually trying to do that right now. If they do that, this ordinance we're talking about changing will not affect that at all. Yeah. On my building itself, if if it goes to be my building, they said we developed that. We have our own separate vote as well, so it doesn't affect Right. This would be clear.
All right. Did the other lady
We confirmed that um she is actually not getting on.
Not getting on. So
we are done with public
comment. All right. So that now this time we will conclude public comment.
