0:05Yeah. Um I don't have any c uh I don't have any more questions, but I I would like to Make a motion to support both programs. I feel like this is much needed for Pasco County. We're busy, we're growing. And kids safety is top of the top priority. I was second that one. And also If people do speed They will get fined and the money collected We'll go to sidewalks,

0:35help fill in the gap.

0:36Well hopefully we don't we don't collect a lot of money because once they speed I don't think they'll do it again. Yep. Some counties they were captured at ninety ninety miles per hour.

0:56Yeah, we're d so I'm gonna I'm gonna want to have more information about um the data collected, where it goes, how it's stored. What we saw with the flock cameras, that data goes out. It can be hijacked from what I can see. Again, I've got Todd Bailey looking at the report that's on there. Whether they use it or they say they're not going to use it, I don't know. But the contract written with the sheriff, I have to ask uh our county attorney actually go look at that to see what's in there. So before I go s support

1:26any motions going forward, I want a lot more information to this and in time we can get it, but Um until I get that information, I can't support it.

1:34Okay, well here here's here's my question. Would you rather tell a parent, I'm sorry your child Died from a s person speeding in a school zone. Because I was trying to protect your data. To me it's a no-brainer. Like there's you you You have to err on the side of caution. If you're speeding, you're going to get caught. It is an hour before school, an hour after school, only during school hours, not on vacation, not on the weekends. And we can help save lives.

2:05And that's what it's about. And I

2:07the fear

2:08of someone knowing that you drove past the school.

2:12So there's other ways.

2:13Take my dad all day long that I drive by Midi P-Lock all the time.

2:17So if it is that important to you, rather than be waiting for these things to be installed, why don't you look to go direct the sheriff to have a deputy out there on duty right now? You don't have to wait for these machines and risk you're gonna hurt the Fourth Amendment rights of people? Have, uh you want to go fight that? If you want to go protect the people right now, have the deputies out there tomorrow. Why are we waiting? If it's that important, go do it right now. Why are you waiting for it?

2:43So that's fine. So we'll ask them if they have the manpower until we get this all implemented. I totally agree.

3:20And I I think that our legislature who passed the language to allow this to happen went through all of this 'Cause and I think this passed quite with very high numbers. Do you know the numbers in Tallahassee?

3:51Well, You told me that there's two different programs. There's one where you don't get ticketed at all and then there's one where you do get a ticket. And the counties I've heard of, there are neighboring counties that have the issue Or being ticketed because there's a lot of outcry. The public, citizens. Well, The problem I have with them, you really think about it, they're upset because they got a ticket, but they're also the person that's breaking the law of speeding in the school

4:21zone.

4:21That that's a good point, Commissioner. And I So I think

4:24the ticket has to be included in the program to make it work right because they They need to be noticed and then hopefully they don't do it again. That'll slow 'em down. Yeah. But that that's enough Think y'all have a program that has ticketing in it.

4:44And they are eleven over during the school zone hours. It's a pretty egregious violation. And that's one of the differences Chair mentioned in the red light cameras. That's a nanosecond into it. And cognizant of that, many guardrails were put in the school zone speed that are not in the red light camera law. And I I would contend, you know, with some similarities it's substantially different as well.

5:04And and um to kind of Commissioner Mariano Mariano's point, how long do you keep the data?

5:10Uh thirty days and it's destroyed. Okay. And if it's adjudicated is by statute it's destroyed earlier. So when pleads guilty, found not guilty, pays it, it's immediately destroyed.

5:20All right. And and are there points or no points like that?

5:28And it is. Yeah.

5:32You know the person getting ticketed

5:36The next time they come to the school zone by not speeding.

5:39Yeah.

5:40And then it corrects us.

5:41And we do consistently see approximately ninety percent non-reciditivism rate, t ten percent or less recidivism rate.

5:48That's what hooked me in the presentation.

5:50Yeah. And very slightly jurisdiction jurisdiction, but that's the thing.

5:53Putting themselves out of business.

5:54We are ironic business, the better we do, the less we make.

5:59So when the data goes into you, um Is there any chance for it to get hijacked whatsoever?

6:08I tried to answer that before, and I appreciate your brand. In any any world there's a scenario for anything. We've been in business in nineteen ninety four and have not. And we passed multiple high level federal government security audits, so We are comfortable as are a few hundred customers and there has been no s no uh i instance of that in since nineteen ninety four.

6:45So Chase, for the citizens in the county, are you able to go police these school zones until we get these cameras up?

6:51So we we certainly uh we'll do all we can. Like I said, we have uh back to school enforcement plans in in place for some of our most egregious speed speed zones, so we will we will certainly do do what we can. Um unfortunately I can't commit that we would be able to dedicate bodies during during certain times at certain locations. Um, as as noticed last night, we had the critical incident involving uh an unfortunate kidnapping that resulted in a homicide. So if stuff like that were to happen, you know, obviously we would we would have to. to um you know realize the the priorities and and deal with that. But we will certainly do do what we can, yes sir.

7:21Yeah, thank you. Uh to the bull. We have a motion. Would you clarify the motion?

7:26Um so my motion is to adopt both programs. And um as per the sheriff, they uh patrol the schools as much as they can until the program is implemented.

7:40Um one uh a nice second that I do have a question. What what are the lengths of these contracts? So if we decide it isn't working for us, can we cancel the contract? So are are are they? I think you could

7:52build that into any solicitation. You can always have off-ramps if the programs aren't working for you and the board decides.

7:58We should always have an off-ramp.

7:59Always. So typically our contracts have that type of standard language. So I'm ensure that's negotiated.

8:05And you're going to bring that back to us?

8:06We would have to bring that up. So what I'm hearing here is the board's kind Of talking a citation versus and a safety enhancement program. I'm gonna try to generatize them both. You have heard from vendors today. Those vendors have been here to be illustrative of what those what those programs would consist of. I want to be clear that you know these vendors would have to compete with other vendors in the event that we we put these programs out. It's here for illustrative purposes only. But but we can work in off-ramps, we could talk about data security. We but we those are things we would work out contractually as part of the procurement.

8:36Just under discussion real quick, the other company that has the stop slowdown, I'm even thinking in the bigger communities, the b bigger um developments, this would be great at some of the intersections for the kids.

8:50Yeah, I mean that's my first time seeing that. I would say that it's probably an enhancement of these rapid flashing beacons that you see in places. It's basically automating the button. Um so I I mean there there's opportunities in the communities, but I think the board would like to focus on school zones at this point. Um and and we're we're happy to, you know, move it move in that direction.

9:10Okay. All right. Um anything else? All right. So I am still not comfortable with it for the reason I've stated before. Um and I hope you'll bring this back to us and before the RFP goes out. I hope we get to see the RFP before it goes out to figure out what you're going to go out there for a bit on so we can actually look at it and discuss it again.

9:27So I would think on the citation program, uh Mr. Chair, we would have to adopt the ordinance first anyways. So we would bring the ordinance back to the Board for adoption, and then because in the absence of the ordinance, we would be wasting the vendors' time and our time uh seeking an RFP. So I think our next step on the citation program is to bring back an ordinance to the board for consideration and adoption. If adopted, then we move forward on that. Uh the safety enhancement program. I'm I'm not aware of any legislative things standing in the way of maybe proceeding with the pilot program or

9:57moving forward. So we could we could easily get started if the board unless the board wants us to proceed in parallel, otherwise I would just proceed as quickly as possible on on each path. Yeah.
