33:44All right, perfect. So our uh resolution number twenty-four dash zero zero three. A resolution by the Board of County Commissioners of Pasco County, Florida, declaring October 2023 as National Community Planning Month in Pasco County. Whereas the American Planning Association endorses National Community Planning Month as an opportunity to highlight how planning is essential to the future of building sustainable and equitable communities. And whereas the population of Pasco

34:15County has grown by 639% from 1970 to 2020. Increasing the population by four thousand All right, four hundred and eighty-five thousand nine hundred and thirty six residents. And whereas the Planning and Development Department has created innovative strategies to build successful uh meaningful and economically strategic places in the county that people can live, work and play. Doing so with major developments like Spiro's Connected

34:45City, Central Pasco Employment Village, the Gateway, the Newport Corners, while maintaining more than 20% of the county's total land area as conserved. Open or green space. and whereas the Planning and Development Department works to implement the community's vision for the future of the County with initiatives such as land use planning, transportation planning, urban design, economic and environment environmental resiliency, historical resources,

35:16the food policy, the update of the comprehensive plan, and PASCO 2050 to create opportunities for the community to partner on projects that will impact their communities in Pasco County as a whole. And whereas PASCO twenty fifty is a multi year initiative to update the Pasco County Comprehensive Plan and gratitude is extended to the community members and stakeholders that have participated in public workshops throughout the summer of twenty twenty three. in order for their input

35:46to be included in the county vision for the next twenty five years and beyond. And whereas the celebration of National Community Planning Month gives the County the opportunity to publicly recognize the participation and dedication of the members of the Planning Commission, contributions of the professional community and regional planners, and the passion of the citizen planners in conjunction with the commitment of the Board of County Commissioners to improve.

37:22Commissioner Weightman That's in job creation. When you give somebody a job, it gives them self respect. You give 'em self respect, it has a lot of byproducts. Um Commissioner Starkey is uh with Amskill, that's a great organization. Particularly excited about how some of them are getting into the national security aspect of our country. That's very, very exciting.

37:55Commissioner Mr. Chair, you uh Well, you got your hand and everything, so that's

38:06And uh you've been a great you you're a great resource for me, so don't stop. And uh Yeah. I'll leave everybody out. No, I'm not anything again. So anyway, just want to be a part of it. I wanted to thank the employees. I congratulate you. You're appreciated and

38:33I can tell you. Being a planner in Pasco County gives you the greatest opportunity now to do something really great for your county. Um As employees we we respect your work you put out, but you have a a great advantage to really do planning here in Pasco County because of all the growth that we're having. and the way we would like things to look. in our county to be better than any other place. 39:08Thank you, Mr. Chairman Mariano. Hey, good morning team. Y'all have a tough job, especially dealing with at least the five of us on game day. So we very much appreciate I appreciate y'all uh all the work that you put in and and having us, you know, allowing us to challenge kind of the methodologies that are in place as we're growing and we're looking to improve and be better and provide quality. builds and amenities for our county. And uh so we

39:38we know I know y'all don't have a an easy job by any means, but very much appreciate your your patience and the time you spend with uh me and my team uh as we work through different ideas and and how to make our county the best place uh that that we can to live and work and play and raise our family. So thank you all Well congratulations.

40:02Well, um Yeah, I think our long our planning department's one of the most important departments for sure in the county and You know, You lay the foundation for what our county is gonna look like and feel like. And um and how we can enjoy it. So I love spending time with you guys and learning and putting my two cents in when I can. My uneducated two cents in. But um I appreciate everything you do and you guys have a big responsibility for sure.

40:35Yeah, I would just like to add, you know, uh similar to what everyone has said, you know, we have a blank canvas of a county in the in a lot of areas. Some areas have developed, other areas are redeveloping, but the work that you do every day and really the passion that you guys have for what you do is is is it shows. I can tell even even in the hard times as as we talk about just some of the predicaments you guys have to be in and and trying to help uh help steer steer things along. Uh that your passion is evident and that you truly care and so we just thank you for the for the hard work and the jobs that you do. What?

41:05I like to say the the the planning department is critical. I remember years ago first starting they talking about putting new positions in. I says get all you can 'cause we've got a lot of planning to do. Uh every bit of growth that we do is gonna affect the people that are living here as well as the ones coming in. If we get it right We're gonna get better and better. And I think the seeds that we've sown uh are are are showing up great things. I don't wanna turn into a Miami, I don't want to turn into a place where you can't get around, people aren't happy. I think what we're doing is building a great quality of life where people can actually work and live in the same county,

41:36play in the same county, raise the families in and and keep the families in the c in the county as well. So everything that you do is critical to us. Um and You get you'll have dialogues from us all the time with different districts, things that maybe come maybe in cross districts. And I tell you, Mike, when we did our briefing yesterday. I was so proud for you to tell me that we had a one of the hearings that was coming up that's probably gonna get continued. was being debated by you guys internally to find out is this thing really ready to come forward now or should they be working closely what's going around it

42:06to make sure you get it right. And I salute you guys for jumping in and not not having that fear to say, you know what, we need to just take a step back. Let's go find out what's gonna happen in this quadrant and go. So that's the type of thing we want to see. You know, we'll we'll take a look at it. We know they're gonna hear from the residents out of it, but when we know you guys are working behind the scenes to make a good quality of life for our people. It it helps us and and just shows how much it just lets us appreciate you that much more.

42:31Jerry? Thank you, Mr. Chairman. Thank you, Commissioners. National Community Planning Month celebrates the collaboration between private citizens, businesses, and local governments for the improvement and the betterment of their communities. And so, on behalf of the Planning and Development Department, I want to thank all of our planning partners, the BCC, the private and public partners, which would be our citizens and businesses, for all the collaboration.

43:00a number of outreach events this past summer um for the Pasco twenty fifty comprehensive plan update. We had a great turnout this year and that's only possible with an engaged citizen citizenry and uh an engaged stakeholder community. And and I wanted to take a quick moment to thank the Planning and Development Department staff. I have with me here today members from the Long Range Planning uh uh d division. But particular shout-outs also to the planning and zoning techs and the planning assistants that don't get to come all the way to Dade City in

43:30current planning, who do really great work every single day reviewing site plans, the planners on the MPUD team that look at the really tough projects, the long-range planning staff itself, as well as our support staff in PDD Business Management and Development Application Services Team. It's it's a it's a full team effort to make sure that due process is provided to the applicants that are that come into the county and also to review those projects on behalf of the citizens of Pasco County.

44:00Uh special thanks also to the Planning Commission. Uh without them, you know, we can't do much. Uh we have to bring that to them first in order to bring them here to the Board of County Commissioners. to the Metropolitan Planning Organization as well to our partners in the Office of Economic Growth. and also the community development department and the other uh Pasco County Departments, engineering services, utilities, et cetera. It is a full team effort to bring these projects forward and to see the county grow and develop. Yeah. All right. Well
