Clerk jail transfer transition audit
What the county recorded
This item is not from the published agenda
It is a stretch of the recording that this archive identified as a separate matter — a call to order, a recess, or something taken up that the agenda does not list. There is no official title, no staff recommendation and no disposition, because the county never recorded one. Everything below is inferred.

No ma'am, that's all.
Clerk? Yes, um I wanted to make a couple of comments in regards to the transfer of the jail from the sheriff to the county. Um with that transfer transition. My office is going to have uh probably significant operational impact with that coming over. And we have um our budget is due May one, so just learning about the jail transfer last week. was um so we're scrambling, right, to try to
get in, meet with the sheriff, meet with the county and we had our first meeting Yesterday? Well Monday seems like a long time ago. Yes, uh Monday. Um but I feel like we're gonna have to have a lot more meetings so that we can really um e um ex e explain um our role and how we're going to um Need a lot. of conversation to find out what is coming to my office and what isn't. Um there's it's gonna be a significant impact impact to my finance department,
you know, find finding and understanding all of their accounts and their credit cards and um, you know, reporting for grants and capital assets and do they have any capital projects that are outside of the uh general obligation bond? Um and there's so much more just off the top of my head. And then we have um some IT stuff. with interfaces to our system that we do. Um there's an impact in courts, both civil and criminal. And I want to make sure that we identify what role is the sheriff
keeping, what role is going to be coming to the county as it relates to that. And there's also um some local administrative orders that we need to look at as it impacts the role. Um and I don't know if it would um still be with the sheriff or now if it goes to the corrections for some of the things there. And then we have um Let me see. Oh, this is really important. So one is one I want to talk about is the budget's due May One. Um I w I would like to be able to attend the uh BCC
budget workshop on May twenty seventh so we can have good conversation. Oh twenty fourth? Sorry. Uh Tuesday the twenty fourth. Thank you. And uh so we have good conversations around this. Um I may need a couple of days. I don't know if if I get all the information in to get the budget prepared for May One, that's great. Um I want to be prepared for that. I think we're going to have more conversations. We have a a meeting with I have a meeting with um County Administrator Biles later this week to kind of start that conversation and um a
a A different time. subject on the topic is when you are going to transfer a operation from one government entity to another, it's very important to do a transition audit so that on September thirtieth you know um what was with the sheriff and now we know October one what's going to be with the county. and um an audit like that would consist of making sure we identify all the capital assets, all of the accounts, the reconciliation
of of any accounts that they have, To make sure that we know what we're getting on day one in the county.
Is that something that your auditor general can do?
Typically this is something my inspector general can do. Inspector general, yes. Um However, she's at fifty percent vacancy rate right now in her area. We wouldn't be able to take on an audit this size, but I would like to recommend to the board to allow her to contract with a um an auditing firm outside of that to come in and help us with that transition. You wanna know as a county county board What you were you what you're getting with that um transfer
of a major function for the county. And I'd like to be able to do that. We can present it back to the board if you'd like, um, but I'd like to have that opportunity to do that. That would be something that the county would have to pay for the services. And um we just went through an RFP process, RFQ process. Um I don't remember for a financial auditing firm. So we have got great information from multiple uh financial auditing firms if we needed to
go that route.
Yeah, uh so um just learning about this, do we have time do you have time to get something like this done? I mean I guess we have to jump on it.
We have to jump thank you. Yes, we have to jump quickly because an audit like this is uh pretty um extensive and it takes a lot of time just from uh when it switched over from my predecessor Dr. Paula O'Neill to me it took months of with my inspector general and that's really all they focused on for months was being able to document all of that. Um so even when the sheriff switches from one sheriff to another they do a transition audit so it's important to know um what we're getting as a a county from the sheriff on day one. Mm-hmm. But
it will take time. So time is is is is critical. It is of the essence. October one will be here before we know
it. So is that something we have to do in a motion or is that just administrative and it just happens or I don't know how this works?
There there are a lot of things that have to happen between now and the first of October. This is just one of many
But if she if the Do we have to make a motion to hire the auditor or is that It should be a board
item for the clerk should present it to the board at uh at a future board meeting.
That's fine. I just want to make sure if that's um if I want to first make you aware of it and two if it's the pleasure of the board I would like to be able to go about doing that and bring it back to the board for the board to review and approve. Yeah, I mean God get working on it so we don't get held up.
