Um so this is the uh Amskills um contract that we pulled from before and there is a line in there that I would like to strike and that says that we won't will be Won't
be asking for frauds in perpetuity and I I I want to strike that. Um And um so AM Skills is moving from uh a place where the school district has has covered us for since our inception to our own building in the next year. And we've been contacted by uh the Tampa Bay Builders Association and the utility department with Lakucci Electric and others to help um set up um training programs for them. And so
I think it is a mistake to put something that says we can never ask for operating funds again. So I would just ask that we just keep it at the um the 125. and um and then see what happens next year, but don't put something that hamstrings anyone in perpetuity because what we're doing with workforce training and helping people get great jobs. Is amazing. We're getting noticeed nationally, and I'd hate to hamstring the only source we have that can go
100% to operating money. When we get grants, most of the time it's for um Like capital or or or or specific things, but not not operating. So um it's not that much money. Um it it really uh So so we you know we've lowered it to 125 and I so this if I if we take that word out we would still be at the 125 and and then we would evaluate it for
next year. So that's my recommendation and motion.

I'd like to hear about I mean we were moving away from it, so who would answer that? The reason we were moving away to where we wouldn't form. You wouldn't be funding that anymore. Um Is there a reason? Do we think there's uh money's coming from them or to them? Provides them the funds they need to operate without us.

Uh good morning, David Engel, Office of Economic Growth. Just to provide some clarity and some information for the board. Back in fiscal year nineteen, when we're entertaining a annual funding cycle for AMSkills for one hundred and seventy-five thousand dollars. The had requested some direction as to where AMSchools was going with their program and how much additional funding was required. And fiscal year 20 funding cycle for $150,000. We
had requested that AMSchools provide a five-year work program and budget, and we included that in the funding cycle. From last year. And in this year, uh, we we updated the budget and for with the fiscal funding cycle of $125,000, which indicates Amskills does not require additional funding based on their own projections for the next uh three years. Uh of note though, um the work program that was submitted by Amskills
deals exactly. Specifically with mectronics and machining, and they are entertaining now uh working with the Tampa Bay Builders Association. On a very important trades program. So that's the history and genesis of this matter. And if any questions, I'd be glad to answer them.
I I just have one question and then just Commissioner Starkey you you you can respond to this or David can. I know there was at one point though, I mean we had these discussions previously, I think like thirty years ago, that and in their agreement, there was a point in time where they were gonna stop asking for any accounting funding. And that was part of their That was part of their agreement. So why I mean I and I just asked I mean 'cause you know, eventually the I mean it's a great program and everything but um but eventually they were supposed to be self fish, I
think.

And so we didn't we weren't paying any overhead or any rent there. And so taking on a new building, which I think will be very advantageous for um Amskills and the Southwest. uh Pasco County where we have a lot of folks who really need workforce training and um and the move towards uh making an innovation training center that will help other industries as well. It's it's gonna be a new um You
know, it's uncharted territory. And so I just think that, you know, I'm okay with the 125 that that's in the budget for this year. I'm just saying. There's no reason to put in perpetuity. And if if there's a case for them to be need to ask again next year, leave that door open and let let them ask again. It's very um, you know. We gave a we give a lot of money to career source. Um, but what what we do is is
different. And um And I we're helping our citizens get great jobs and Again, this is the only money. That does not have a restriction. um that can be used for salaries. And and I can tell you um that The team over there works very hard. Uh Tom Adano has not had a race since he came to work for us. And um And we ha we are very fiscally uh prudent. And I and Dave, you
were telling me about the ROI. That you felt our ROI was very good for the county?
Well, the the return on investment, uh there's a lot of intangibles, but the immediate return on investment is about three to four dollars for every dollar that we put out in the job creation and the enduring uh benefit to the local economy.
So again, I'm not asking for money for next year. I'm a I'm just saying keep it where where we were today, at 125, which is a reduction again. Just take out the word in perpetuity and if if there's a need or or whatever. We don't know what's gonna happen in the next year. Um let's leave the door open and then we can judge it next year if they if if there is a request.
