APC eleven Moon Lake Road Commercial comprehensive plan amendment

What the county recorded

This item is not from the published agenda

It is a stretch of the recording that this archive identified as a separate matter — a call to order, a recess, or something taken up that the agenda does not list. There is no official title, no staff recommendation and no disposition, because the county never recorded one. Everything below is inferred.

Denise

So we're gonna move on to APC eleven and Erica Wenlin will be presenting that item.

Erica Wayland

Yeah. Erica Wenlands Planning and Development. Item PC eleven is C Pass twenty-two, twenty-two, moon late commercial. Before you today is a small scale comprehensive plan amendment. From res six residential six swelling units per acre to commercial to allow for the development. Uh acre uh three point nine three point three nine acres located on the west side of Moon Lake Road, two miles south to State Road 52. Here is a site location located in the central

market area. Here's a contact map, the subject property being the Red Star, Moon Lake Elementary being located on the west side of Moon Lake Road, Trails, the Caribbean Mobile Home Park located to the south. Baywood Forest Subdivision located to the north and wetlands that surround the property. Here's an aerial with the uh proposed access point at Boatswing Drive. Here's the existing feature land use for six and proposed

feature land use of com commercial. Uh the subject property met the conditions less than four acres in size for a comprehensive plan amendment to the comm flu classification under policy one point six point four, neighborhood commercial uses. And with that I recommend Approval to the Board of County Commissioners.

Uh let me know if you have any questions. I can go through uh mayor demon if you need to do that. So

Jaimie Girardi

can I just ask one question? Yeah. So is there a companion rezoning that's gonna go with this?

Erica Wayland

Uh yes, and my applicant is here and she can uh speak to that with the Live Local Act.

Unidentified speaker

Okay.

Okay, I want to approve approve this first. Pardon me? We reprove this first before the companion.

Jaimie Girardi

No he

Unidentified speaker

the applicant just wants to speak.

Jaimie Girardi

Oh I'm sorry.

I

was

just asking if there will be a companion rezoning.

Unidentified speakerVoice A

Nancy McGamus, [address removed]. Um applicant uh so Uh what am I responding to?

Jaimie Girardi

Well did did you

Unidentified speakerVoice A

did you submit

Jaimie Girardi

a companion rezoning?

Unidentified speakerVoice A

We will be, yes.

Jaimie Girardi

Will be to to to C E two or C one or what is it?

Unidentified speakerVoice A

Oh we we want to do um we're doing we want to do commercial because we want to do um a small scale um commercial and we want to do a um open RV storage. I get very nervous talking in front of people. Um and so we're just following the process. This is new for us. Um and we've been in Pasco County for fifty years. Years. We've lived there, like 30.

Charles Grey

So

Unidentified speakerVoice A

you want

Charles Grey

to do R V storage?

Unidentified speakerVoice A

Open R V storage on 3.39 acres, or really it's gonna probably be two and a half of that. Um that's all we want to do. And the adjacent property is we're gonna leave it as our pasture land. That's our plan. Uh any questions?

Jaimie Girardi

The question that you'll probably get asked at the board level is

Are you willing to restrict the property at the time of rezoning to being just commercial and not

Unidentified speakerVoice A

new bill that went in, yeah. We we for that three point three nine acres not a problem.

Jaimie Girardi

Okay. Thank you.

Unidentified speakerVoice A

Okay.

Charles Grey

Any other questions?

School District Representative

I was just adding, I mean I pulled it because I th I didn't know what kind of commercial it was. I didn't know if it's going to be like a strip center or something. So that was the reason reason why I pulled it. So now that it's you know, I know what it is now. It's fine.

Unidentified speakerVoice A

Any other questions?

School District Representative

Would you be opposed to it being a strip center? Yeah, I would.

Unidentified speakerVoice B

Yeah, because that I mean the re it it's the land use doesn't restrict what it's gonna be I mean they can do anything in that I mean once it's land use owned it can be anything. Yeah,

Jon Moody

and you have a Lamborghini. Pardon me?

School District Representative

No, it's just I I mean mean it's a good idea. With the c the complaint for a long time they don't want strip development 'cause you ha you know, those strip centers, just think of those. And they had them all along nineteen. You know, they for th some extent they didn't have them along Little Road. And so I just when I saw this I'm like, Oh, what are they putting it here for? And so That was the concern.

Right.

Unidentified speakerVoice A

So I realize uh can I speak? I realize if you approve this and it does say commercial, you know, you can follow the guidelines for whatever that is. If I needed a condition thing to say that I was only gonna do my open RV storage, I'd be open for that if that was okay.

Yeah, that would

Jon Moody

be at the rezoning

Jaimie Girardi

and

you are gonna be doing a deed restriction for Lib Local anyway. You could restrict it. to particular uses uses in that deed restriction if you felt if if staff or you or the planning commissioner board felt that restriction was important.

The board considers the restriction on the local important. So

Unidentified speakerVoice A

On what?

Jaimie Girardi

The Lib Local Act restriction I guarantee you the board will consider that to be important.

They're not going to want to see this become commercial use become affordable housing. It

Unidentified speakerVoice A

it's

Jaimie Girardi

whether you further restrict it to B R B and boat storage is is probably something that can be addressed at the time of rezoning.

Unidentified speakerVoice A

Well I will get that little form, you know, that voluntary deed restriction to say that it's just commercial, to avoid that live local whatever thing at And

Connected City

again that'd be done at rezoning it wouldn't be done now.

Unidentified speakerVoice A

What you mean uh um right here and now?

Jaimie Girardi

No, no, no. No, when you come in to rezone the property to

Unidentified speakerVoice A

Commercial separate

Jaimie Girardi

hearing.

Unidentified speakerVoice A

I apologize. This is all new to me. Um I'm and I'm a school teacher, so I know, you know, some things, but not this. Um definitely I'm meeting with uh my lawyer next week and my attorney and we're well Erica already told me about it and I said not a problem and we will have that taken care of.

Charles Grey

Okay, well if you're a school teacher you you know you're supposed to raise your hand before you speak.

Unidentified speakerVoice A

Very much so, very much so. Okay.

Charles Grey

Okay, you did great.

Unidentified speakerVoice A

Oh well thank you. Any other questions?

Charles Grey

I don't think so. Is there?

Unidentified speakerVoice A

Thank you.

Charles Grey

Okay.

Ross Lane

All right. Anything else from up here? Uh did you ask for public I think I did. I couldn't rem I couldn't remember. Did I

Charles Grey

ask for public comment? Is there anyone? I thought I did. Okay. If not, and if there are no other questions.

Connected City

Um yeah, I'd make a motion to approve the complan amendment.

Charles Grey

Okay, we have a motion. We have a second. All in favor signify by saying aye. Aye. Opposed the motion carry I mo I like motion.

Connected City

Okay.

All right, okay, there's this in here.
