Northeast Rural Advisory Committee disbanded

What the county recorded

This item is not from the published agenda

It is a stretch of the recording that this archive identified as a separate matter — a call to order, a recess, or something taken up that the agenda does not list. There is no official title, no staff recommendation and no disposition, because the county never recorded one. Everything below is inferred.

Mike Moore

She pulled out this afternoon.

Ron Oakley

You're doing a great job. I'll do my best. That's first part of my I mean you've done real well. Yeah. I think I've even told you that. So I say

In my area I hadn't I mean we've been on holiday, but I did have one issue that that has come up and I want to make you aware of it and the board aware of it because You know, I think it was the last meeting or meeting or so before that we Uh set up a rural advisory committee. to help me decide what needs to happen in the rural area where we do not have all the Uh rules and restrictions and Uh I say restrictions, there are there are rules to follow for

County Administrator

much

Ron Oakley

development and what's happening in the rural area. Well

We were formed and if anybody listened to the um uh planning commission the other day, they brought up my name a few times that I wouldn't allow them in our our first meeting where we were forming that advisory committee. They said I wouldn't let them talk about. The RV Park. It wasn't on our agenda that day. It was an enclave that we would probably get to as we had more meetings. But in the meeting the other day

they referred to it that I wouldn't allow them to speak to that item. And because it wasn't on the agenda. We were not there. We were trying to set up the advisory committee. Like the board had addressed me to take care for them. And That was the purpose of that meeting, not for them to attack me on different projects that were gonna come up in the uh northeast rural area. And uh since then Yeah, the planning commission. our Chairman of the Rural Advisory Committee

on our own came and spoke. before the Planning Commission against the R V Park. As chairman And no one I don't think anyone directed her to do so. Well she did. And I don't think that's the way this advisory committee should work. I think And to let you know, we've had three or four meetings. We haven't gotten a lot of good advice from this committee. to

say the least, to be able to advise you on much of anything, because most of the answers coming from it. or negative or no. We can't do that. We don't want to do that. We we don't want traffic down uh County Road 41. That's our Terriel Road from the interstate to Dade City. We have to have traffic on them. There. But they've said no to that. They don't want any development around that intersection, which is a major intersection of Pasco County. as you come from

the north down 75. They don't want anything there. And I Just the vi it's not working right now because I'm not getting advice. I'm getting negative no's about a lot of things. You may.

Kathryn StarkeyChair

Um The makeup of that Committee or council? Um You know, I know we have a group that are don't want anything to change and then we probably I mean, is it a balanced group or how how do the people get on there? And do we need to rethink the makeup of

Ron Oakley

that? Staff with me help put these people on on this committee. N we didn't know if they were all Yeah. Plus, minus. But when it started the committee, I told him Flat out says you're not a committee. to say yes to everything you hear here. But you're also not a committee to say no to everything you hear. You're an advisory committee. I want your advice on how things should look in this area or how you would like to see it look. For the best of

all the citizens. Right. So closing the whole area off to debate project. That's just doesn't work.

Kathryn StarkeyChair

But are the planners? Other planners? Who who what staff are working with you on that committee?

Mike Moore

Very Peters.

Kathryn StarkeyChair

Is

Mike Moore

Well that that's yeah, that Madam Chair. And and I see you're going with this. You know, we have we have a we have the planning commission that Mr. Steinsteiner could probably jump in on that, that gives recommendations to the board when it comes to items we're actually gonna vote on. I think I agree with you. I think the last thing you want to see in advisory role or advisory committee is debating on projects that are gonna come in front of us for a vote that are potentially gonna be quasi judicial hearings. Yeah. I think that's potentially. Put you in a terrible place. I mean, listen, if you're asking this board,

I don't know if you are or not, to do away with it, I'm on your side, man. man. So that's your call. You run it. So if you want to be done with it and move on, be done

Kathryn StarkeyChair

Is that what

Ron Oakley

you're thinking? Or are you Well that's I'm gonna tell you what the first two meetings we had We're going to be able to do that. you could just not have had 'em. We gathered nothing from the first two meetings we had. But during those first two meetings, and I I say the only positive thing came out of that. They they saying no to everything gave me a feeling of what the vision should be for a rural area. And it's not one you might see development in that rural area, but

it'll be behind broad trees, uh setbacks, and things of that nature. Because the only way you can have any development of any. Significance in that area. it would have to have numbers. You would have to have density. Well the way it's set uh if you don't have density, it's not gonna do anything. But I think there's a way to have density. in areas that you don't see from a roadway. And my vision has been

that You ride down Trilby Road, which is a collector road from Lacouche Trilby area. It goes all the way to Blandon. You could ride down that road. and maybe you'll come across a nice entrance into some property. But you don't see any houses. You don't see houses next to each other or anything of that nature because it's got setbacks, it's got landscaping and things of this nature, even across the the hills of the countryside where you could

see over to see that. You would plant uh trees and things of that nature that would break up that

Unidentified speakerVoice A

that

Ron Oakley

line of the sky, reform it to where you wouldn't see any houses or anything in that area. But it would allow property rights for those that have property in that area. To develop something like that. So

Kathryn StarkeyChair

Commissioner Oakley, are you? So we have the rural protection ordinance for for residential. And we do not have a rule protection ordinance for commercial. That's correct. Um so I might have misunderstood what y'all were doing. I thought you were working on the commercial res rule protection ordinance. 'Cause we do need to address that. Um Yes.

Ron Oakley

Very much important. And we're trying to get to it. We ain't got to it

Ron Oakley

yet.

Kathryn StarkeyChair

Commissioner One second.

Ron Oakley

Morning, Madam Chairman Mariano. Um, yes, so the Northeast Rural Advisory Committee was charged with uh the task of developing those commercial standards that you're talking about. And indeed the the committee has been uh discussing where to locate commercial initially. And then how to then treat that commercial inside of the Northeast rural area. So th that that's been the discussion of the third and the fourth meetings that we've had. Uh

and now we're going into I believe the fifth meeting later this month on the nineteenth, I believe.

Ron Oakley

I got some I think that I was supposed to be in the town has to be.

Mike Moore

But if you don't feel like going back to my com if you don't feel this is taking the role you feel it actually should be taking, and you f and in your mind as the district commissioner, and we're here to obviously support as you as a district commissioner, if you feel it's not f if this if it's not fitting the role it was designed to take as in this advisory board or committee, whatever you call it, and you don't feel it's a good use of your time or staff's time. Be done with it. Yeah.

Kathryn StarkeyChair

Or let's put together a new board that has a more broad perspective.

Ron Oakley

Then let's disband this board that we have now for this rule.

Christina Fitzpatrick

Is this specifically in the Northeast rural area? Okay. And then my second question, are they making decisions using competent evidence and testimony or are they just voting no?

Ron Oakley

suppression

Unidentified speakerVoice B

review anyway.

Kathryn StarkeyChair

Okay. I can't remember how we did the overset. The Rural Protect the East Pasco Rural Protection Ordinance. For residential. I don't remember what that process was. If we

Ron Oakley

had a committee.

Okay. It's not working. I

Kathryn StarkeyChair

should we appoint new people or well let's get let's deal with the motion on the on the on the board. So all in favor of whose motion was it? Yours, Commissioner Oakley? Commissioner Oakley's, can we take action like that?

Unidentified speakerVoice B

It's your advisory committee. Um It sounds like part of the problem is that the advisory committee is being given

Mike Moore

It's like a legislative body.

Unidentified speakerVoice B

Yeah, uh most times when you form an an advisory committee, it is to review the staff work product or a consultant's work product. It sounds like they're not

Kathryn StarkeyChair

The box is too large. Yeah. Right. So maybe we want to rethink that process. Or reorganize. So let's vote on this. All in favor? Aye. Aye. Opposed. And then um let's have staff and commissioner Opie come back to us with ideas on how to move forward with the East Pasco um Rural Protection Ordinance for the commercial because we need that.

Ron Oakley

Okay, thank you.

Kathryn StarkeyChair

Thank

Ron Oakley

you. Well that that's all I have today. So Okay. Okay.
