Okay, good afternoon. Hi, it's Miz Ellie, Steph Lanner with Long Range Planning, and I will be presenting PC five. PC five is PDD twenty-three zero one thirty-three. It's a small scale comprehensive plan amendment in the name of CPAS twenty-two O nine Hilltop Vistas. This is a project overview. The applicant is proposing a small-scale comprehensive plan amendment to change the future land use from Res 1, residential one dwelling unit per gross acre, to res three, residential three dwelling unit per gross acre on

approximately 39.12 acres to allow for the development of 117 single-family detached homes. The applicant is also proposing. A map amendment to map two dash thirteen to remove the subject site from the northeast rural area. And uh the reason for that is also to allow for the development of the single family homes. The subject site is located west of Happy Hill Road, approximately 790 feet north of County

Road 52. And there is a companion rezoning petition in the name of RZ7623 Hilltop Fistas MPUD, which will be heard right after this. That's BC6, right, um Denise? It is P C seven. P C seven, okay. This is a map showing the general location of the subject site. As you see, the subject site is located in the North Market area, more specifically, also within North East Rural Area, more specifically rural area

number one. This is a zoomed in area of the subject site location. As I mentioned, it is located west of Happy Hill Road and north of C R fifty two.

This is a context map showing the local context and the existing conditions surrounding the subject site. As you see, the subject site is surrounded by residential uses to the west as well as to the east. And there is V O P H Village A and E to the south at Clinton Avenue.

It is important to mention that there is a category one wetland on the western boundary or the edge of the property right here. This wetland cannot be impacted by the development and a twenty five foot upland buffer is required.

This is a map showing the um site location within the rural area number one. It is all the way down here. It looks like Miami.

And this is a zoomed-in aerial of the Northeast Rural and the subject site. So the applicant is proposing to remove the subject site from the northeast rural area to establish connections to Pasco County Utilities for services and to ensure completion of the local utility network. And speaking of the local utility network, this is a map that shows the utility studs. So we have westwater and

water studs on the east western um site side of the subject site. And uh as you know, it is crucial to loop utility system to improve efficiency of the water supply and avoid dead ends that can stagnate obviously water. Therefore removing the site from the rural area will provide connections to utility systems. I also want to mention that the MPUD has established condition of approvals that protect the scenic corridor

and ensure the development aligns with section six oh four of the LDC.

This is a map showing the existing future land use. The subject site is Res One. It's currently res one. There is res one flu to the north. west and Rest six to the east and P D to the south. Oh, and directly south of the subject site, this is Pittman Massy Happy Hill, which is um adopted to be calm. On six six. This

is the map showing the proposed future land use. Res three on the subject site. And this uh future land use is com is a compatible transitional land use to the surrounding uses around the property.

This is the existing zoning. The site is currently R1.

And Planning and Development found the proposed amendment to be consistent with the following comprehensive plan policies. I want to stress on policy WA 2.13 and policy SEW353. They both speak about um existing utility stubs and um it is ne s and how it is necessary to um complete the local utility network in the in the area. In

conclusion, Planning and Development recommends the LPA to find a proposed amendment consistent with the comprehensive plan and recommend approval to the VCC. The lead planner is virtually online, is virtually um present to answer any questions. The applicant is also here to answer any questions you may have.

So Mr. Chair, if you are gonna open up the public hearing for all three, you probably need to get staff presentation on PC six and PC seven now, but I don't that's if it's the Planning Commissioner's desire to do that. Yeah, I prefer to do 'em

Okay, but before Haya, before you sit down, can you just put the wetland map up real quick? Because you made a statement that's probably not right. Um 'Cause you said you can't impact the Category One wetland, but if you look at Lake Chibita, it clearly has has development in that wetland. So and also our code doesn't strictly prohibit it. To impact a category one wetland, there's a test you have to meet, but it's not a strict prohibition. So And

it couldn't possibly be right because obviously somebody did impact that category one wet one, so
