For receiving the twenty twenty one National Emergency Care and Control Association Outstanding Agency of the Year Award. Whereas the National Animal Care and Control Association is committed to setting standards of professionalism and support for the almost 12,000 animal officers nationwide and each year, excuse me, recognizes outstanding individuals and organizations throughout the country that have distinguished themselves as leaders in their profession and
shown outstanding achievement in their communities in the field of animal care, animal sheltering, and animal control and protection. And whereas the association has awarded Pasco County Administrator the 2021 Outstanding Agency of the Year Award for remarkably maintaining an animal save rate above ninety percent while helping the most vulnerable vulnerable pets in Pasco County. including sick, injured, ill, aggressive,
abandoned animals, and its strong commitment to premier service to the citizens and pets of Pasco County. And whereas Pasco County Administrator became a tier one shelter with the National Human Animal Support Services Program. creating community-based shelter programs, and adjusted its efforts from the traditional shelter method to a method more focused on keeping pets with their owners and providing resources not usually seen at the municipal
animal sheltering level. And whereas Pasco County Administrator has shown industry leading progress and accomplishments in all areas of their organization, including field services, veterinary service, educational outreach, shelter services, community partnerships, and special programs helping thousands of Pasco County citizens and pets. Now, therefore, be it resolved by the Board of County Commissioners of Pasco County, Florida, the said board hereby
commends Pasco County Administrator for their dedication, service excellence, and for receiving the National Animal Care and Control Association 2021 Outstanding Agency of the Year Award. Done and resolved in regular session with a quorum present and voter.

Thank you, Madam Chair. Mike, great to see ya. Great to see you and the team. Now are there dogs and cats running wild all over Pasco County now since you're all here?
But congr again congratulations to you and your team. It's well deserved. It's a well deserved honor. You do so much not only for the citizens of Pasco County, but obviously the animals of Pasco County too. And as someone that you you know of that has adopted um dogs in the past. Um specifically medically needy dogs. Scrappy doo. And Joey Trooper. They're internet stars now, but um some of you know this. We we've um adopted a couple uh uh dogs that were one was at your facility and they went
off to a uh another rescue that was taking care of the medically needy animal animals and both of them have three legs and they're doing awesome. But uh we appreciate again everything you do for the county and I know when I came here in two thousand and fourteen um you were here, we were working through some things and wow, it's just it's it's again, I I've said it before, it's amazing what you all have done, it's amazing what you accomplished. I know a lot of us have been to your facility and it's beautiful there. I mean it really is. It's just because of each and every one of you.
And so keep doing what you're doing and and we appreciate you. You know. You got you and Commissioner Oakley are kind of looking alike today with this beard.

I thought when I looked in the audience I thought he was sitting out there.
That works. But uh Mike, y'all have done a great job. I know when I came on board Uh right after Mike had come on board. But back then was a lot of different areas of working on and You might it's night and day from what it was then. So Uh we we seldom hear anybody coming out explain us something wrong about the animal services, it's it's all changed to the better. So and it and it's great. And you've done a great
job. I actually had a commissioner from uh Citrus County come down to look at what you did and go through the tour there to to understand how they could do better at in Citrus County for animal service. So It's a great example for a lot of people. And I thank you and all the staff for what they do. Yeah.

Yeah, and and Mike, I'd like to say back from twenty fourteen and and beyond, it's been amazing how you've transformed. Uh your passion has led you with just such a great team of people that are just Take care of our animals and most importantly the people that own 'em or become owners uh just just amazing the turnaround you've put in the organization. So it's definitely Premier and we thank you for that.
Oh absolutely thank you. Yeah, we we're very grateful for you for your the support we've had from the board throughout the years. I mean uh it's been amazing. Uh not only that, but uh from our our fellow staff members here at the county, our our team members. Uh Dan's It's been great. Uh the budget team's been great to help us out where we needed things. Uh we've got a great cast of assistant county administrators that support us at all levels, which is really great. And then this team behind me is really What
made this change? Uh their compassion. Uh you recognized one of them this morning, you know, Dr. Glenn. And uh that's that's what makes the difference for us. We've we've been able to go from traditional sheltering to more community-based programs. uh we're reaching out to try to find more ways to help the community with their pets so they can keep their pets. Uh we've got programs and grants now coming from national organizations which are And I think um us participating um in a national movement with the
Human Animal Support Services Network has really helped us as well. So we're getting a lot of data, they're using our data. Um we're mentoring other shelters throughout the country. It's just kind of amazing what all we can accomplish now. And who would have thought Where we were a few years ago. Um You know, uh I'm sure Pat Millary would be proud of us right now. But um it's just been an amazing journey and I again I can't say enough about this team behind me that do an amazing job every day. Every
day. So thank you very much.
