The project is a small scale comprehensive plan amendment to change the current flu from res three to com. The property is two point eight seven five acres. It's located at the northeast intersection of Starkey Boulevard, excuse me, and Rangeland Boulevard. Current zoning is A C The site is vacant and the proposed use is going to be a neighborhood commercial district. Uh for retail.

Um I wasn't gonna show you the f the current and future land use and we'll get to those. However As I said, the current land Ch current future land use is res three. And the proposed is to change it to Calm.

See Adjacent future land uses and zoning are as follows. Uh the zoning districts. To the north is AC. To the south is an M P U D is Longleaf? Yes. To the east is A C and M P U D which is Starkey Ranch. And to the west is A C and N P U D, which is long leave. The future land uses in all directions is R three, or excuse me, Res three.

The existing use to the north is a cemetery. To the south is Uh Rangeland Boulevard, which is a uh vision collector and vacant. To the east is a Duke Power Energy right-of-way and vacant. And then to the west is uh Starkey Boulevard, which is a collector.

in determining the consistency with the comp plan The applicable policy flu is uh one point six point four. and specifically subsection B, which states that Which will permit small scale neighborhood commercial uses in areas adjacent to residential uses only if the following four conditions are met. The first is that the property must be located on either a collector or an arterial and preferences provided for those tracts of land that are at intersections. Uh

is the parcel is not to be located within a single family neighborhood. Uh the parcel should not proliferate or set a precedent uh for any future stripped commercial uh zonings. and will serve the needs of the immediate area. Now in conducting the analysis of those four categories with respect to this site. as I indicated earlier, it is on the northeast corner of Rangeland and Starkey Boulevards, both of which are collectors and it is in the intersection.

Uh it does not sit within any of the single family Neighborhoods, it's pretty standing. Uh with respect to either proliferate or setting a precedent, it's bounded by a Duke Power right-of-way as well as a cemetery. So there won't be a contiguous expansion and because this section requires these four conditions to be met, it will not it should not set a precedent for any strict commercial zoning going forward because this does have to meet these four criteria. And

then the The last criteria is that you have The the parcels to the west are in the Longleaf MPUD, which is currently planned for thirteen hundred and eighty-seven residential units. And you

Located in the Starkey Ranch M P which is currently planned for four thousand two hundred and seventy two units. So it is going to be meeting the needs of the Uh the neighborhoods and your staff feels that the four categories have been Addressed. A transportation needs assessment was required, however, it was determined that the existing transportation network had sufficient capacity capacity to address the uh increased traffic from this site. And your staff is recommending that uh This

board recommend approval to the Board of County Commissioners for approval. And I'll be delighted to answer any questions.
