PDD-210327 Tanglewood comprehensive plan amendment continuance
What the county recorded
This item is not from the published agenda
It is a stretch of the recording that this archive identified as a separate matter — a call to order, a recess, or something taken up that the agenda does not list. There is no official title, no staff recommendation and no disposition, because the county never recorded one. Everything below is inferred.

What was said
Machine transcription of 9m of recording, with speaker names inferred from voice matching. 89% of 53 lines carry a name. It shows what was said, not what was decided, and both the words and the names can be wrong.
There are two walk-on agenda items for continuance.
Okay. So uh You wanna go through those, please?
Did you Did you want to swear folks in? First
um I don't think uh didn't I thought she just said there was no one here to speak on them.
There are there are there are several folks out there to speak on items and I will check and see if our WebEx participants um have uh logged on on those items as well.
Okay. And um If so, then we'll just swear them as they come up to speak. Does that w that work? Okay.
Or you or you can sort them all in generally now and just confirm they were sworn as they come up to speak.
Okay, we can do that too. David has the best idea usually, so let's go with what he says.
Okay. So if there's a lot of things that we're going to do, you can't do it.
If anybody is out there to speak, if you could all raise your right hands. Do you swear or affirm the testimony you are about to give is the truth, so help you God?
That sounds like a strong yes.
Okay, so I will read the walk-on continuance item.
Okay.
Um but again we do have comment and um I believe we'll discuss how that'll work out. in a in a future meeting.
Okay.
So it's item um PDD 210327 for a large-scale comprehensive plan amendment. It's an ordinance amending the Pasco County Comprehensive Plan, providing for a large-scale comprehensive plan amendment to the future land use map. Map 2-15 and Sheet 20 changing from Res One, Res One Res Residential One Dwell Unit per Gross Acre to PD plan development on approximately 20.35 acres of property located at the intersection of Ridge Road and Tangled Drive. The request is uh staff is requesting a
continuance to April 22nd, 2021, LPA meeting at 130 in Newport Ritchie.
Okay. So before we get into this particular item Um I need to recuse myself from voting on this one. So I'll pass the gavel to uh The vice chairman. And uh I'll reserve my right to comment if need be. Is that right, David?
Well if you're just declaring a conflict, I think you can just pass the gavel and Sorry. interest form with the clerk. Okay.
I fill out the form of the colour.
We do have the form filled out, and the clerk does have it in her possession.
So you probably need to go and pass the gavel to Mr. Girardi so he can Conduct this continuance.
Okay.
Mm. Got it. Thank
you, Chairman Mariano. So Mr. Jordi, since this matter was not noticed as a continuance on the agenda Um I do have some concerns that the public's had had no way of knowing that it was being continued, so For that reason I think you should allow public comment. However If you allow public comment, it needs to be with the understanding that they will not have the right to speak. At a future public hearing where this is discussed. And sum it up. If they want to speak now, I
think you should allow it. But they Speak again when the item comes back to you. Yeah, I would also note that The w the item really has to be continued because it was not properly noticed in the newspaper. So This is something that The Planning Commission has no choice but to continue.
Okay. Thank you, David. And just to make sure everybody understands fully. I mean you you're welcome to give testimony now, but just understand that you cannot if you speak today, you cannot speak again when this item On April twenty second.
So that being said, is there anybody on Webex or at the kiosk that wishes to speak?
We get it.
We're trying to confirm that now.
No, right? I'm sorry.
No, no, high in zero three concern. No no one that signed up on WebX is online to speak.
While we're figuring that out, I do have a an it uh a request to read an item into record. I did check with the person And uh perhaps David can weigh in on this one. I did check to see if the person wanted to wait for this item to be read into record, but I did not hear back from that applicant.
Yeah. Okay, the right-of-way. Seth Weightman.
The two um citizens here to speak on Tanglewood wish to wait until um the next Yeah.
Okay, thank you.
Regarding the email, um If we have no indication one way or the other from the person who sent it in as to whether they want to wait, I think in the coption you should go ahead and read it into the record today.
Okay, if someone can please set the timer for three minutes.
So this email this letter is from Kenneth Skelly of [address removed]. It has come to my attention that the Pasco County Planning Commission is considering a proposal for the rezoning of approximately 20-acre lot near the corner of Ridge Road and Tanglewood Drive in Newport Ritchie. The proposed rezoning is to allow for the construction of a low-income apartment complex consisting up to 230. Units. This would possibly bring 1,000 people to the immediate area. What impacts does this have? I
would seek the following clarification for justifying rezoning consideration. The Tanglewood East Subdivision is recognized through existing deed restriction that all Tanglewood East Dwellings must provide for one acre of land per dwelling. If so recognized, how can rezoning be considered? What research or data has been performed to recognize The need and specifically the location of the proposed rezoning. The Tanglewood East Subdivision would experience negative impacts through such a rezoning and rental property construction. Transportation demands would have vehicular traffic
increase significantly through our subdivision, including construction equipment. What environmental impact studies have been performed to demonstrate that such construction would not adversely affect the surrounding area? Why was this particularly This particular parcel selected. Are there any other parcels that would be as conducive to consider consideration? Respectfully, Kennish Kelly.
All right. Thank you, Denise.
Mr. Chairman of caution, if the applicants on WebEx can we just get her to confirm she's gonna save her rebuttal for the actual hearing.
Yes, uh so the applicant wanna uh speak at this time?
I believe it's Ms. Wilhite. Is that right, Denise?
That's correct. Yes, I'm I'm I'm c I'm coming. I have to wait to be recognized as a panelist. So it just took a few minutes here. This is Barbara Will Hype, 6327 Grand Boulevard, Newport Ritchie, Florida. for the applicant One, we are in agreement with staff's request for continuance and we will save any rebuttal to the hearing on April 22nd.
Okay. Thank you, Barbara. So if there's nobody else to speak at this point we need a motion for continuance.
I'll second it. Okay, motion to second. Any other discussion?
Uh roll call vote.
Jamie Girardi.
Peter Hansel. Roberto Sayez.
Aye.
Christopher Pohl. Chris Williams? And Chairman Charles Gray is recusing himself.
